ARTICLE 2. To hear and act on the reports of town officers and committees.


Voted: That Article 2 be laid upon the table.


ARTICLE 3. To see if the Town will vote to authorize the Collector of Taxes to use the same means as a Town Treasurer may use when acting as Collector.


Voted: That the Town Treasurer and Collector of Taxes as Collector of Taxes be and hereby is authorized to use all means of collecting taxes which a Town Treasurer may use, according to law, when acting as Collector of Taxes.


ARTICLE 4. To see if the Town will vote to authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1949 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Voted: That the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1949, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.

On a notice duly attested by the Town Clerk and Accountant, Walter A. Blasenak, and dated March 22, 1949, the Adjourned Annual Town Meeting was called to order by the Moderator Francis C. Foley. The proper service of this notice was duly attested by James E. Quinn, Constable of Norwood.


The articles contained in the warrant and the action thereunder is as follows :

SPECIAL TOWN MEETING March 31, 1949


On a warrant duly issued by the Selectmen under the date of March 22, 1949, and signed by W. J. Dempsey, Sture Nelson, Charles L. Rich and Harry B. Butters, Selectmen of Norwood, the meeting was called to order by the Moderator, Francis C. Foley. The proper service of this warrant was duly attested by James E. Quinn, Constable of Norwood.


All the requirements of the statutes and by-laws relating to the calling of the town meeting were complied with. The warrant calling the meeting was read by Town Clerk and Accountant, Walter A. Blasenak. The articles contained in the warrant, and the action thereunder being as follows:


ARTICLE 1. To see if the Town will vote to amend the existing Zoning By-Law by altering the district boundaries established under Section 17 of said By-Laws with respect to a certain portion of the existing General Resi- dence District and to establish the same as a Business District, namely:


Beginning at a point in the easterly line of Lenox Street, said point being southerly 196.50 feet from the southerly line of Williams Street; thence S 72° 30' 00" E a distance of 100.00 feet; thence S 17º 30' 00" W a distance of 116.20 feet; thence N 72° 30' 00" W a distance of 100.00 feet to the easterly line of Lenox Street; thence N 17' 30' 00" E by the said easterly line of Lenox Street a distance of 116.20 feet to the point of beginning, as shown on plan on file with the Town Clerk.


Voted: Motion lost.


ARTICLE 2. To see if the Town will vote to authorize the Selectmen to lease for a period not exceeding five years a building or parts of building for the purpose of providing suitable headquarters for the Norfolk County Marine Corps League of Norwood subject to regulations to be made by the Selectmen therefor as provided by law, and to raise and appropriate a sum to provide for the current year, or take any other action in the matter.


Voted: To so authorize the Selectmen and that the sum of $540.00 be raised . by taxation and appropriated for the payment of rent reserved under such lease for the current year.

REPORT OF TOWN CLERK


ARTICLE 3. To see what sum of money the Town will vote to raise and appropriate for repairs and improvement of real estate owned by the Town or take any other action in the matter.


Voted: By taxation, the sum of $375.00.


ARTICLE 4. To see if the Town will vote to raise and appropriate a sum of money for the purpose of providing shelter for veterans of World War II who are residents of the Town of Norwood, or take any other action in the matter.


Voted: By taxation, the sum of $1500.00.


ARTICLE 5. To see if the Town will vote to authorize the Selectmen to lease for a period not exceeding five years a building or parts of building for the purpose of providing snitable headquarters for the Disabled American Veterans, Chapter 90, Norwood, Mass., subject to regulations to be made by the Selectmen therefor, as provided by law, and to raise and appropriate a sum to provide for the current year, or take any other action in the matter.


Voted: To so authorize the Selectmen and that the sum of $720.00 be raised by taxation and appropriated for the payment of rent reserved under such lease for the current year.


ARTICLE 6. To see if the Town will vote to accept from the Norwood Rotary Club a gift of playground equipment for use on the Norwood Play- grounds.


Voted: To so accept and that the Town Clerk and Accountant be directed to express to the Norwood Rotary Club the appreciation of the citizens assembled at the Town Meeting for their generous gift.


ARTICLE 7. To see what sum of money the Town will vote to raise and appropriate for the construction of a traffic island and the erection of flasher lights at the corner of East Hoyle Street and Washington Street, or take any other action in the matter.


Voted: On amended motion, that the sum of $1,400.00 be raised by taxation and appropriated for the erection of flasher lights at the corner of East Hoyle Street and Washington Street.


ARTICLE 8. To see what sum of money the Town will vote to raise and appropriate for improvements of the town parking area in the rear of the Norwood Theatre, or take any other action in the matter.


Voted: By taxation, the sum of $1,000.00.


ARTICLE 9. To see what sum of money the Town will vote to raise or transfer from Surplus Revenue and appropriate for the purpose of the con- struction of utilities, namely, sewers, drains, water and highways for the Nor- wood Housing Authority Project.


Voted: By transfer from Surplus Revenue, the sum of $25,534.78.

ARTICLE 10. To see what sumn of money the Town will vote to raise and appropriate for the improvement of the town-owned area adjacent to the Memorial Municipal Building, or take any other action in the matter.

ARTICLE 14. To see if the Town will vote to adopt the following by- laws:


1. For the purpose of the act entitled "AN ACT TO ESTABLISH REP- RESENTATIVE TOWN GOVERNMENT BY LIMITED TOWN MEETINGS" the Town of Norwood shall be divided into eight districts.


2. 11/2 per cent of the total registered voters of the town in addition to the members at large shall constitute a representative town meeting in the Town of Norwood.


T'oted: To so adopt.


ARTICLE 15. To see if the Town will vote to authorize the appoint- ment by the Moderator of a committee of seven (7), one of whom shall be a member of the Norwood Planning Board, to study the advisability of the construction of a road from Walpole Street to Washington Street and from Washington Street to the State Highway in South Norwood, and to see what sum of money the Town will vote to raise and appropriate for engineering costs and other purposes of said committee.

To see if the Town will vote to authorize the Selectmen to purchase for public parking purposes certain parcels of land shown as Parcels 1, 2, 3, 4, 6, 7 and 10 and portions of Parcels 8 and 9 as shown on a plan entitled, "Plan of Proposed Parking Area in the Vicinity of Washing- ton Street, Nahatan Street, Maple Street and Cottage Street, by A. W. Thomp- son, Town Engineer," and to see what sum the Town will vote to transfer from Surplus Revenue and appropriate for such purpose.

ARTICLE 17. To see what sum of money the town will vote to transfer from Surplus Revenue and appropriate for the purpose of the construction of a public works yard and building on town-owned land off Washington Street.

ARTICLE 18. To see if the Town will vote to purchase for playground purposes an area containing 17,400 square feet bounded by Lenox Avenue and Pleasant Street and shown as Lot 14, on Assessors' Survey Plans, Sheet 3, Map 6, and raise and appropriate a smn of money for said purpose.


Voted: To so purchase and that the sum of $900.00 be raised by taxation and appropriated for said purpose.
