REPORT OF THE TOWN COUNSEL
January 24, 1951
The Honorable Board of Selectmen
Gentlemen:
I submit herewith in summarized form my report of the activities of the law department for the year 1950.
Frequent amendments of the laws applicable to municipal government bring requests for interpretation of the law which require constant study of the new legislation and its relation to our activities in order to competently advise those charged with the conduct of our town government.
Much of the service rendered was advisory in nature and was furnished to the various departments of the town through written opinions upon request therefor.
Additional service was rendered by attendance at hearings and conferences, court appearances and trials, drafting of articles for town meeting warrants and motions to be offered thereunder, and the drafting of deeds, agreements and various other instruments.
The service rendered dealt with practically every phase of municipal activity.
Litigation and Claims
Various claims for personal injuries and property damage were made against the town arising out of alleged defective conditions in public ways concerning which opinions as to liability on the part of the town were given and recommenda- tions made as to disposition of the claims.
Other matters as to which service was rendered by way of advice and opinion are briefly referred to under the headings of the departments and officials concerned.

Gentlemen:
Herewith transmitted are the reports of the various departments over which the General Manager has administrative control.
Inasmuch as I did not become General Manager until May 29, 1950, all of the budgets and programs for 1950 originated with someone else. It was difficult to pick up the loose ends and carry out programs which were the product of someone else's thinking. However, with the help of the loyal employees and Town Officers, all of our facilities were coordinated and our projected program was carried out success- fully.
It was my privilege during the time I have been here to make three important appointments and I point with pride to the extremely well qualified men I selected; namely, Albert E. Casey, Superintendent of Public Works, Patrick J. Coyne, Chief of Police and Earle D. Hardy, Superintendent of the Municipal Light Department. The wisdom of these selections is already obvious because of the increased activities and efficiency in their Departments.
To the employees and officers, I extend my most sincere thanks for their coopera- tion during the past year. Also, I wish to thank the 1950 Board of Selectmen which brought me here. My family and myself are very happy here. In 1951 I look forward to a happy and successful administration of the affairs of our Town.

Dear Sir:
The following is a brief summary of purchase orders, and invoices handled by the department during the year ending December 31, 1950.

Total Amount of Invoices $983,716.00
Total Amount of Cash Discounts $3,755.55
In connection with each and every order numerous telephone calls, letters and other means of communication were used in order to ascertain proper competitive price, delivery dates and other important information.
In all but emergency cases, the spirit of competitive bidding was used to the fullest extent in order that Town purchases could be made at the lowest possible prices, provided quality, service, delivery, etc., were comparable. Local vendors were always contacted first in order to give them the opportunity to do business with the Town.
With the beginning of the world crisis in June, prices began to soar and deliveries on most items became very indefinite. All quotations again contained the well known wartime escalator clause, which stated that prices shown on quota- tions are only temporary and charges will be made in accordance with prices at time of shipment.
It is hard to say at this writing just what the coming year has in store for us as the federal government has not as yet set up any price freeze or any rationing or priorities of any type.
It is hoped that the near future will bring us peace throughout the world and that the procurement of materials will become easy once again.

MICHAEL CORCORAN
September 9, 1870 March 23, 1950
Michael Corcoran started working for the Town of Norwood in 1920. He was employed as a laborer working on all types of construction work for the Public Works Department until his retirement in 1939.
JOSEPH C. MARTIN July 17, 1865 October 18, 1950
Joseph C. Martin was employed by the Town of Norwood as a water station operator from 1917 until his retirement on July 1. 1939.
The above men served the Town of Norwood faithfully for a great number of years and helped make Norwood the wonderful town it is today.
The Town of Norwood extends this expression of gratitude for their long period of faithful service and records its appreciation and its expression of condolence in their departure.

HIGHWAY DEPARTMENT Maintenance
Under this heading all work such as tsreet cleaning, patching and repairing of streets, maintenance of bridges, fences and walls and repairing of sidewalks was cared for throughout the year.

Highway Construction
A new cut off was made between Dean Street and Pleasant Street. This work was done in the Fall of 1950. The loam was removed and taken to the Cemetery,

Endean Pool Grounds and Allen Road Playground. Drainage and Catch Basins were installed near Dean Street and gravel was hauled from the Old Town Pit, spread and rolled to a sub-grade level.
Also Lewis Avenue was excavated and new gravel spread up to grade.
SEWER DEPARTMENT
All Sewer Mains and Laterals were cleaned in the Town with wire brushes, scoops, etc. This took about eighteen (18' weeks, starting early in the month of January.
In the month of December, the Flexible Sewer Rod Company of Boston cleaned out different Sewer Mains with their special sewer cleaning equipment which con- sisted of augers and wire rods. This work was done on streets where tree roots were giving trouble in the natural flow of sewage in the pipe lines.
During the year different parts of the system were flushed.

The Department had eighteen (18) plugged sewer services which were caused by tree roots growing into the Main Line pipes. These were cleaned out and opened up satisfactorily.
Sewer Construction
Several Trunk Line Sewers were constructed and completed this year by different Contractors.
Main Sewer Line 1. Mastercraft Development, David Terrace, Ellis Avenue, Margaret Street, into North End Trunk Line.
2. Richland Road, Edgehill Road, Glendale Road, Dean Street into Trunk Line.
3. Endicott Street, to Hillshire Development at Plimpton Estate.
4. Jefferson Drive - New Veteran's Homes into Neponset Street.
5. Rizzo Development off Neponset Street into Trunk Line.
6. Gay Street Sewer Construction - Sixth Street to Route 1. (Lorusso Contractor)
7. Prospect Street -- Upland Road to Gay Farm.
8. Pleasant Street -- Sunset Avenue to Sumner Street.
In addition to these Sewer Lines, private house connections were also connected into the System.

Drains Maintenance
All drains, catch basins and drain manholes were cleaned during the year and open drains were maintained.
Drain Construction
New drain constructed between the Fisher Block.
A drain and two catch basins were installed at the dead end of Sycamore Street.
A new basin was installed at the dead end of Beacon Avenue.
200' of 24" R.C. Pipe was installed at the end of Richland Road to the Neponset River.
PARKS AND PLAYGROUNDS
The Parks and Playgrounds in all sections of the Town were cleaned, mowed and all shrubbery in all Parks and Playgrounds wes trimmed and shaped.
Eliot Park Baseball Diamond was regraded and surplus and waste fill has been carted and dumped to lengthen out left field.
The Civic Tennis Courts were graded and put in shape for use.
All Skating Rinks were put in shape for the winter months.
A new chain link Backstop was erected at the Wilson Street Playground.
Additional Playground equipment such as Swings, See-Saws, Jungle Gym, etc. were erected at different Playgrounds.
Forestry
All trees on all streets in the Town were sprayed with D.D.T. mixture. Also all the trees on all Town owned land were sprayed.
Eighty (80) Maple Trees were set out in front of Taxpayers homes around the Town.
Some removal work was done by the Eastern Tree Company of Dedham on our large Elm Trees in Town.
The Public Works Department men removed several small trees and also trimmed a great number of trees around Town.
Maintenance and Control of Traffic
As usual, all street signs, cross-walks, traffic lines, slow signs, stop signs, taxi and bus stop signs were painted twice during the year.
"Children Go Slow" signs, "Twenty Mile an Hour" signs and "One Hour Parking" signs were erected on posts in different sections of the Town.
WATER DEPARTMENT
The year 1950 was about the same as 1949 in regards to the water situation in Norwood. We had to use five operators to run both Pumping Stations at different times during the year in order to keep our water supply up and ample for both domestic and manufacturing use. Also for fire use and health purposes for nearly 17,000 people that are living in Norwood.
