REPORT OF THE SELECTMEN FOR THE YEAR 1949


The Selectmen submit the following report on the activities of their depart- ment for the year 1949.


There were held forty-seven regular meetings, six special meetings, several joint meetings and numerous conferences and public hearings.


The Board organized on January 18, 1949, with the election of Walter J. Dempsey as Chairman.

There were also appointed election officers for the Annual Town Meeting and for special town meetings, various special officers at large and at particular premises including all schools and special schools, various sworn weighers, measurers of bark and surveyors of lumber and patrolmen.


Various resignations were effected during the year and elections or appoint- ments made to fill the vacancies so made.


Miscellaneous Licenses and Permits


From time to time on application therefor and report thereon licenses and permits were granted for various activities as permitted by law as follows: namely, Common victuallers and transfers of same; Sunday amusements; pool rooms; bowling alleys; junk dealers; public amusements; roller skating rink; lodging houses; intelligence offices; fruit and vegetable stands; sales of frozen desserts, fruit, ice cream, confectionery; exchange of second hand motor vehicles and parts; taxi- cabs, business and private garages; keeping, storing and sale of voltatile inflam- mable fluid, fuel oil, and other petroleum products, after hearings, Class I, II, and III licenses for purchase and sale of second hand motor parts and vehicles.

March 29-Carnival permit granted to the Veterans of Foreign Wars for July 26, 27, 28, and 29 on the premises of the parking lot in the rear of the Norwood Theatre.

April 18-Conference with group of residents of Earle Street and vicinity requesting filling in of Plantingfield Brook so-called as a safety measure.


April 26-Conference with committee on representative town meeting form of gov- ernment respecting district division and compilation of list of voters by districts.


May 24-Voted to extend sewer line on Pleasant Street from Sunset Avenue to Sumner Street.


Voted to go forward with installation of mercury vapor lights in South Norwood. Approval received of allotment from Commonwealth of money for chapter 90 construction in amount of $5,000 and chapter 90 maintenance in amount of $1,000.


June 21-Board of Survey layouts of Spruce and Hickory Roads and Lancaster Lane. Voted to put into effect for 30 day trial period traffic regulations intended to alleviate traffic tie ups especially in vicinity of Guild Square and Day Street. Diagonal parking banned; Day Street one way from Washington to Central; continuous flow of traffic along Washington Street in northerly direction and down Day Street which is controlled by continuous green arrow except for inter- mittent periods when amber lights permit pedestrians to use crosswalk.


July 5-Warrant signed for special town meeting July 15, 1949.

TOWN OF NORWOOD


July 19-Conference with representatives of Central Labor Union and representatives . of town departments with reference to outside part time employment by em- ployees of various town departments.


August 2-Voted to amend traffic regulations putting into effect parallel parking on easterly side of Washington Street and one hour parking on Day Street.


Conference with Veterans of Foreign Wars building committee with reference to exchange of town owned land on Washington Street for land owned by Veterans of Foreign Wars on Railroad Avenue. Approval of exchange voted subject to town meeting action.


Conference with John C. Kiley representing Winslow Bros. & Smith Co. with reference to the desirability of widening Central Street.


August 11-Special meeting dealing with the water shortage problem. Voted that emergency situation exists; that use of water for gardens, lawns and other outside purposes be banned; that people be requested to restrict use of water within household; that immediate arrangements be made to install gravel packed well at cost of approximately $21,500 exclusive of engineering expense; that arrangements be made to clean and otherwise repair existing wells at cost of approximately $5,000; that General Manager, Superintendent of Public Works and Town Engi- neer confer with Walpole Board of Selectmen on the possibility of Town of Walpole rendering emergency water service to Norwood if needed in accordance with previous written request of Town of Norwood.


September 20-Schedule of fees for hire of halls in civic building adopted.


September 27-Conference with committee on representative town meeting form of government. Report of sub-committee setting out districts, number of voters and number of town meeting members to be elected approved and report of full committee filed with Town Clerk, Board of Assessors and Registrars of Voters.


November 1-Public hearing on matter of widening of Central Street and Railroad Avenue. Layout approved.


Conference with Veterans' Housing Board and Town Counsel with reference to contract with Federal Public Housing Authority and advisability of town taking over temporary housing project.


Voted to have General Manager contact the Metropolitan District Commission with regard to water tie-in with system at Blue Hill, also to ascertain amount of water which could be obtained from Walpole. Further voted to request Fay Spoffard & Thorndike to make a complete survey of water situation in the town. Voted to purchase steel poles for up-town Washington Street lighting program.
