TOWN OF NORWOOD

The Maher Company of Woburn, Massachusetts, were hired to drive the new well at Buckmaster Pond in Westwood. At this writing this work is still going on and all twelve (12) inch pipe that is going to be used on this connection to our present mains has been delivered and is now waiting to be placed in the gravel by a contractor.

The Sand Filters were cleaned about every two weeks at Buckmaster Pond during the summer season.

No. 2 Gravel Packed Well that was started in 1949, off Route 1 at Ellis Station was connected into the System and a permanent pump installed in the Well house.

As in the year 1949 a number of new homes were built in Norwood by different developers and our crews were working all hours installing new services into these new homes.

Rubbish Collection

Rubbish Collection has grown to such an extent in all sections of the Town, that practically each month of the year is fully taken up by Rubbish collecting.

We are still having a great deal of trouble with people persisting in placing garbage in their barrels and also overloading of large oil drums with ashes.

If the Rubbish Collections increase much more, it will be necessary to add another truck and crew to handle it satisfactorily.

Snow Removal

During the year 1950, we had only one bad month on snow work. This was between February and March. Considerable sanding and salting work was done on streets and sidewalks throughout the Town.

New Town Yard

The first section of the New Yard was completed in June 1950 and consisted of the Highway Locker, Sewer Locker, Water Locker, Main Repair Garage and three (3) individual garage stalls as well as a Locker and Shower Room.

In December, the second section was started and in this section eleven (11) new garages are being added. This section is being constructed by the Dunwell Company of Attleboro, Massachusetts.

Personnel

On October 2, 1950, Mr. Albert E. Casey of Stoneham, Massachusetts, came to Norwood to assume the position of Superintendent of the Norwood Publis Works Department. Again the problem of more men being added to the Department comes to the fore. Additional good men should be added to the Public Works Department to build it up, so that we can function properly and give maintenance service, the people are asking of the present department.

JOHN E. GAHAGAN

Asst. Supt. of Public Works

REPORT OF THE ENGINEERING DEPARTMENT

REPORT OF THE ENGINEERING DEPARTMENT -

General Manager Mr. John B. Kennedy Town of Norwood, Mass.

Dear Sir:

I herewith submit my report as Town Engineer for the year 1950:

The work load on the Engineering Department increases each year and this year was an exceptional year. It has required a great deal of effort and work to keep up with the extra work with the number of available engineers in the depart- ment.

The year 1950 was a boom year in Norwood with the building of 461 new houses, it was necessary to construct water, sewer and drain mains to service these new houses.

The third section of the North East Trunk Line Sewer was completed which will enable the northeasterly section of the Town to connect into the system. This section will also provide a sewer main for a future sewer system in the Islington section of Westwood. If and when this section of Westwood decides to have a sewer system the Metropolitan District Sewer Commission will take over the North East Trunk Line Sewer Main and reimburse the Town of Norwood for part of the cost.

A change in Town policy relative to the construction of utilities has resulted in the developer constructing the streets, sewers, drains and water mains. With the several developers working in various sections of the Town at the same time, it has taxed our ability to see that all this work was done in accordance with good con- struction methods and with the Town of Norwood requirements and regulations.

The water situation was given considerable thought this year by the Engineering Department and by consulting Engineers from the firm of Fay, Spofford and Thorn- dike of Boston, Mass. With the addition of four eight inch gravel walled wells and the elimination of twenty-five old 21/2 inch driven wells at the Ellis station and the starting of the 24 inch gravel packed well at the Westwood station, it begins to look as if our troublesome water supply situation is beginning to look better and much safer. It is estimated that the new well at Westwood will give us at least one and one-half million gallons of good water per day and it will be pumped directly into the system. Within the next few years our attention will be directed to better distribution throughout the Town by increasing the size of some of our street mains.

In order to protect the well at Buckmaster Pond and the new well at Ellis from future pollution, we again recommend that the Town acquire by purchase or lease with restrictions, whatever land is necessary to give the Town full control over all the area within 400 feet from these wells.

The following was put out on advertised bids and the work done by various contractors. This work required construction plans, estimates of cost, specifications, contract documents, supervision during construction, final quantities and miscel- laneous engineering services.

REPORT OF MUNICIPAL LIGHT DEPARTMENT

REPORT OF MUNICIPAL LIGHT DEPARTMENT

Mr. John B. Kennedy General Manager

Dear Sir:

I submit herewith a report of the operations of the Municipal Light Department for the year ending December 31, 1950.

From Guild Street to Railroad Avenue new standards were erected with 15000 lumen incandescent lamps.

A new 3000 KVA, 3 phase transformer was installed at the 31st Station.

Aerial cable was installed as an express feeder from the 31st Station to Ellis Avenue.

The real estate developments in various parts of the town have required a large amount of new construction. This has made it rather difficult, with our small crew, to keep up with all of our work. This should ease up some this coming year, giving us an opportunity to rebuild some of our lines and work on the 4 KV change-over.

Some of our Fire Alarm cables should be renewed. While every effort will be made to improve our plant, all indications point to our being somewhat handi- capped by difficulty in getting material.

The following is a brief summary of work done the past year:

Following is the annual report of the Cemetery Department for 1950:

During the year, 204 burials were taken care of. Only one of these was in the Old Cemetery.

Foundations for 62 monuments were constructed within the year.

The effects of the drought of 1948 are still in evidence, since we found the grass to be in a generally weakened condition. We think that if the weather is favorable in 1951, the grass will regain most of its strength.

About 135 feet of black top walk, 4 feet wide was constructed in Section 48.

In an effort to screen off some of the less desirable surroundings, we planted 30 arbor vitae along the side of the dump road. We intend to add to this, since we feel that what we have done already, has made a decided improvement in the area affected.

The committee studying cemetery matters is due to report at the annual Town Meeting. We hope that they will have a solution to the problem of expansion.

Respectfully submitted, LOUIS J. D'ESPINOSA Superintendent
