REPORT OF SELECTMEN
November 30-Conference with Electric Light Rate Survey Committee. Recom- mendations contained in the committee report were adopted and it was voted that the rates as recommended by the committee become effective as of January 1, 1950 and that schedule of new rates be filed with Department of Public Utilities.
December 6-Warrant signed for special town meeting December 19, 1949.
December 13-Conference with Chief of Police Lydon with reference to 40 hour week for members of the police department.
Voted that Board go on record as approving the 40 hour week for the police de- partment if funds made available at adjourned annual town meeting and that at such time Board of Selectmen would recommend adoption of 40 hour week program.
Voted to approve recommendation of Chief of Police that Cottage Street be made one way from Washington Street to Central Street in an easterly direction during Christmas holidays and for 30 day trial period.
Throughout the year all persons desiring a hearing or conference with the Board with respect to complaints or grievances were given full opportunity to be heard and the matter complained of given due consideration.

The foregoing report is intended merely to indicate in part the many and varied activities of your Selectmen during the year 1949.

REPORT OF THE TOWN COUNSEL
The Honorable Board of Selectmen,
Gentlemen:
I submit herewith in summarized form my report of the activities of the law department for the year 1949.
Frequent amendments of the laws applicable to municipal government bring requests for interpretation of the law which require constant study of the new legislation in its relation to our activities in order to competently advise those charged with the conduct of our town government.
Much of the service rendered was advisory in nature and was furnished to the various departments of the town through written opinions upon request therefor.
Additional service was rendered by attendance at hearings and conferences, court appearances and trials, drafting of articles for town meeting warrants and motions to be offered thereunder, and the drafting of deeds, agreements and various other instruments.
The service rendered dealt with practically every phase of municipal activity.
Litigation and Claims
Various claims for personal injuries and property damage were made against the town arising out of alleged defective conditions in public ways concerning which opinions as to liability on the part of the town were given and recommendations made as to disposition of the claims.
Other matters as to which service was rendered by way of advice and opinion are briefly referred to under the headings of the departments and officials concerned.

REPORT OF THE GENERAL MANAGER
The Honorable Board of Selectmen:
Gentlemen:
I hereby transmit detailed reports of the various departments over which the General Manager has administrative control. These department reports contain some of the more important activities of the various departments. The following brief observations in connection with the various departments are offered for consideration:
1. Citizens are indebted to members of the Light Survey Committee who recently completed an intensive study of rates and operations of the Municipal Light Department. The new rate schedule should beneficially affect the earnings of the department: the recommendations otherwise of the Committee should be followed. The new street lighting system installed along Washington Street from Guild Square to Short Street is comparable in operating costs and illumination on street surfaces, to that of any city or town in Massachusetts. Large expenditures were made during the year to improve the distribution facilities of the department.
2. The sidewalk appropriation should be increased; every year we are getting farther behind on this important work.
3. Further studies were made during the year regarding much needed expan- sion of Highland cemetery.
4 The new system of collecting rubbish proved its worth from standpoint of more economical and efficient operations. Additional new equipment im- proved considerably working conditions of personnel of the Public Works Department and at same time lowered costs and enhanced calibre of public service rendered by the Department. New Town Yard construction has begun. The constant growth of the Town makes mandatory an increase in the number of Public Works Department employees.
5. Critical water shortage during drought conditions emphasized need of additional supply, and definitely established that assistance from the Metropolitan District Commission is not only expensive but is a matter of three years away or possibly much longer. A gravel packed well was installed under emergency conditions. Intensive search for greater supply resulted in locating a site of a new gravel pack well which according to expert outside engineering advices is capable of supply of minimum of 1,500,000 gallons daily which should take care of our water requirements for the next generation. It would appear to be wise to go forward with the development of this new well site as quickly as possible.
6. The Engineering Department was, during the year, relieved of its former responsibility of supervising and directing operations of the Public Works Department, both departments being set up as independent municipal
