CLINICS
The Parent-Teacher Association sponsored a Dental Clinic and I quote from the report of the Association. "Funds for conducting the first Dental Clinic held in Rutland were raised by a food sale, a military whist party, and generous contribu- tions from various societies. Through the cooperation of the Worcester County Extension Service which also furnished the dental chair and other necessary equipment, we were fortunate in securing the services of Dr. E. J. Moulin who has had con- siderable experience in child dentistry. The Clinic lasted five and a half weeks and 65 percent. of all school children were

treated. There were 331 fillings. 125 extractions and 121 cleanings. Some work was done for pre-school children as a preliminary part of the Summer Round-Up Campaign. Mem- bers of the Association volunteered their services to assist the dentist each day while other members helped with the trans- portation."
In October a free examination was held at the Center School by the Clinic carried on by the State Department of Public Health under the direction of Dr. Chadwick of West- field. The parents showed a splendid spirit of cooperation in taking advantage of this opportunity. The report of the exams- ination follows :

REPORT OF SCHOOL PHYSICIAN
To the Superintendent of Schools :
I submit the following report. We were very fortunate carly in the season to have the "State Clinic" with us in this district. Over 50 percent. of our children responded to the opportunity of examination by this group. What is this clinic ? From the medical standpoint it is a highly specialized diagnostic group organized particularly to discover child tuberculosis at its earliest stage. It also operates to discover outstanding physical defects and offers treatment only . to the extent of advice as to nutrition, as to need of removing diseased teeth. tonsils and adenoids and gives general directions as to the care of these early tubercular chest conditions. A detailed summary of the work of this clinic is found under Mrs. Cunningham's report.
Following the clinic the usual yearly examination of the remainder of the children was carried out. I thought that this year it might be worth while to review some facts concerning the medical supervision of school children. Each season we find a larger and larger percentage of parents responding to our notices of diseased teeth, tonsils and adenoids. As a result of eradication of these infected tissues we sense our children as being on a little higher plane physically. Intangible conclu- sions truly but because they are intangible none the less real. One very definite result is the lowered absenteeism among the children, a matter very important indeed in school manage- ment. Another result of the health work among the children is the consciousness that improved health conditions in our children can be definitely sought for and obtained. As time goes on I am convinced our parents are becoming less and less tolerant of repeated infections and more and more insistent on a higher grade of health in their children.

The activities of the various sections of this district in obtaining a dental clinic are heartily commended.
The hygienic conditions of some of our buildings, toilet facilities, etc., are subject to the necessary limitations of rural schools. Entirely satisfactory conditions, however, are obtain- able by the use of a scrubbing brush, soap, hot water and chlor- ate of lime. Unsatisfactory conditions have been reported by Mrs. Cunningham in one or two schools and should be corrected.
With but very few exceptions our children are all vaccin- ated against small pox. By the end of the year, every child in the district will have had an opportunity to receive the three innoculations that give permanent immunity to diphtheria. We are in hopes of being able to wipe out the occurrence of dipth- eria in school children entirely. Through the descriptive liter- ature sent from school we hope to induce many parents to have their pre-school children immunized by their family physicians against diphtheria.
Milk meeting recognized standards (tuberculin tested always and produced to meet a least "grade A" requirements or pasteurized) should be available in every school room, particularly in the lower grades.

Town of Rutland, in the County of Worcester.

Greeting :
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Rutland, qualified to vote in elections and in Town affairs, to meet at the Town Hall, in said Rutland, on the Fourth day of February inst., at nine o'clock in the forenoon, then and there to act on the following articles :
ARTICLE 1. To bring in and deposit their ballots for à Moderator for one year, for one Selectman for three years, for one Assessor for three years, for one Overseer of Public Welfare for three years, for a Treasurer for one year, for a Collector of Taxes for one year, for one Water Commissioner for three years, for one member of Board of Health for three years, for one member of School Committee for three years, for one Library Trustee for three years, for one Auditor for one year, for a Tree Warden for one year, for one Park Commissioner for three years, for Five Constables for one year.

All the above to be voted for on one ballot, specifying the person voted for by placing a cross (x) after the name.
The polls will be open at 10 o'clock A. M. and may be closed at two o'clock P. M.
ARTICLE 2. To hear the annual reports of the Town Officers and Committee and act thereon.
ARTICLE 3. To choose all necessary Town Officers and Committees.
ARTICLE 4. To determine how much money the Town will raise and appropriate for General Government. 2 .- For protection of Persons and Property. 3 .- For Highways. 4. -.- For Health and Sanitation. 5 .- For Public Welfare and Sol. diers Benefits. 6 .- Education. 7 .- For Recreation and un- classified. 8 .- For Public Service Enterprises. 9 .- For in- terest and Maturing Debts.
ARTICLE 5 .- To see if the Town will authorize the Treasurer to borrow money for the use of the Town in anticipa- tion of revenue, under approval of the Selectmen.
ARTICLE 6. To see if the Town will raise and appropri- ate a sum of money to be used with money to be allotted by the State and County for permanent improvement to the East County Road or take any action thereon.
ARTICLE 7. To see if the Town will vote to extend its street lights on Pommagussett Road or take any action thereon.
ARTICLE 8. To see if the Town will authorize the Assessors to use all unappropriated money coming into the Treasury for the purpose of reducing the tax rate.

ARTICLE 9. To see if the Town will vote to raise and appropriate a sum of money for building sidewalks or take any action thereon.
ARTICLE 10. To see what action the Town will take relative to disposing of the School House at North Rutland.
ARTICLE 11. To see what action the Town will take relative to extending its water main on Memorial Street from the junction of the Spencer road.
ARTICLE 12. To see if the Town will vote to purchase a new Road Grader and raise and appropriate a sum of money for the same or take any action thereon.
And you are directed to serve this Warrant, by posting up attested copies thereof agreeable to vote of the Town. One at each post office, one at store at North Rutland and one at the public building in said Town seven days at least before the time of holding said meeting.
Hereof, fail not and make due return of this warrant, with your doings thereon to the Town Clerk at the time and place of meeting aforesaid.
