Gentlemen :
I submit herewith my report of an audit of the accounts of the town of Rutland for the period from January 1, 1930 to March 7, 1931, made in accordance with the provisions of Chapter 44, General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Account- ant of this Division.

Sir :
In accordance with your instructions I have made an audit of the books and accounts of the town of Rutland for the period from January 1, 1930 to March 7, 1931, and submit the following report thereon:
The financial transactions of the town as recorded on the books of the several departments receiving or disbursing town money were examined and checked, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town as of March 7, 1931.
The books and accounts of the town treasurer were ex- amined and checked. The receipts, as recorded on the cash book, were checked with the accounts of the several depart- ments collecting money for the town and with the other sources from which money was paid into the town treasury.
The payments were checked to the appropriation accounts, with the selectmen's orders authorizing the disbursement of town funds, and with the original vouchers and pay-rolls.
The treasurer's cash book was footed and the cash balance on March 7, 1931, was verified by a reconciliation of the bank balances with a statement furnished by the bank.
The savings bank books representing the investment of the trust funds in the custody of the town treasurer were ex-

amined, and the income was proved.
The appropriations voted by the town, as recorded by the town clerk, were compared with the appropriation accounts.
Overlay deficits for the years 1920, 1922, 1923, and 1928 should be provided for by the assessors' in their assessment of tax levy of 1931.
The books and accounts of the tax collectors for the period from May 13, 1928, the date of the previous audit, to March 7, 1931, were examined and checked in detail.
The commitments were verified and compared with the assessors' warrants for their collection, and the recorded col- lections were checked with the payments to the treasurer. The abatements were checked with the records of abatements grant- ed by the assessors, and the outstanding accounts were listed and proved.
A further verification of the outstanding accounts was made by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
During the process of the audit, outstanding taxes, special assessments, and water charges for the years 1920 to 1925 were settled, and outstanding taxes, assessments, and water charges for the year 1929 were recommitted to the present collector. This accomplishes a very desirable change of having one col- lector of taxes in place of three or four, as has been the case during the past few years.
The tax titles held by the town were examined and checked.

The records of the water department were examined and checked. Suggested changes which are to be made in the com- mitting of water charges and the keeping of the records of the department should aid in the prompt collection of the charges.
The town clerk's records of dog and of sporting licenses were examined and found correct.
The surety bonds of the treasurer, tax collector, and town clerk were examined and found to be in proper form.
The records of receipts from licenses granted by the selectmen, of receipts from the sealer of weights and measures, from the public welfare and library departments, and from all other departments collecting moneys for the town were examined, and the reported payments to the treasurer were checked with the treasurer's books.
Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treasurer's cash, sum- maries of the tax, water, town clerk's, and library accounts, together with schedules showing the transactions of the trusts funds.
For the co-operation received from the several town offi- cials while engaged in making the audit, I wish, on behalf of my assistants and for myself, to express appreciation.
