REPORT OF THE SCHOOL NURSE
To the Superintendent :
Dr. Thayer has completed the physical examinations for the school year beginning in September. The children have been weighed and measured four times since last January.
In April Dr. Fredricka Moore and Miss Mary Billmeyer made a Health Survey, and many helpful suggestions were made which are being carried out.
In April the children were given a hearing test by the audiometer. The test was conducted by Miss Grace Shattuck under the direction of the Worcester League of Hard of Hear- ing. The following is the report of the tests :
Serious loss of hearing in left ear 1
Moderate loss of hearing in right ear 1
Slight loss of hearing in left ear 2
Slight loss of hearing in right ear 2
Slight loss of hearing in both ears 1
Ten children were examined by Dr. Thayer at a pre-school clinic which was held in June. All of these children entered school this fall.
The "Ten Year Program" was conducted again this year under the direction of the State Department of Health. This year the skin test was omitted, but the x-raying and physical examinations were done as in previous years. The clinic was held at the Center School and Dr. McCarthy was the examining

physician assisted by a nutritionist. The following is the re- port of the findings of the clinic :

At the present time a dental clinic is being held at the Center School, but since it has not been completed it is impos- sible to make a report on the work done. This clinic is being financed by the Parent-Teacher Association.
The Parent-Teacher Association is also responsible for the furnishing of a teachers' room at West Rutland. It has been very attractively furnished and not only provides a place for recreation for teachers, but allows for a place to care for a sick child should the occasion arise.

During October and November there were numerous cases of mumps which took many children out of school from two to three weeks at a time. It is hoped that the Christmas va- cation has checked any further spread of the disease.
There have been a few cases of skin infection but with proper treatment they soon cleared up.
I wish to take this time the thank the teachers, parents,

and superintendent for the co-operation and support through- out the year. I wish to thank the Parent-Teacher Associa- tion for the work done at the time of the pre-school clinic. Without their co-operation it would have been impossible to have made it a success.

REPORT OF THE SCHOOL PHYSICIAN
To the Superintendent of Schools :
The following is a report of the medical examination of the Rutland Schools for the year 1931. The details of the health work and examinations will be found in the report of the School Nurse.
Center Schools: No recommendations. Evidence on the whole, jof considerable co-operation on the part of parents in attending to the defects noted last year.
West School: A marked effort should be made to make this building hygienic.
I wish to commend the School Nurse on her untiring ef- forts to secure cleanliness among the children, on securing first aid kits, ‹on entering the homes, endeavoring to super- vise bodily cleanliness, and on her capable manner of hand- ling children returning to school following contagious dis- eases.

FOR
TOWN MEETING, MONDAY, FEBRUARY 6, 1933
COMMONWEALTH OF MASSACHUSETTS
To EITHER of the Constables of the Town of Rutland, in the County of Worcester :
Greeting :
Worcester, ss.
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Rutland, qualified to vote in elections and in Town affairs, to meet in the Town Hall in said Rutland, on the 6th day of February, next, at nine o'clock in the forenoon, then and there to act on the following articles.
ARTICLE 1. To bring in and deposit their ballots for a Moderator tor one year, for one Selectman for three years, for one Selectman for two years (to fill vacancy), one Asses- sor for three years, for one member of the Board of Public Welfare for three years, for one Treasurer for one year, for a Collector of Taxes for one year, for one Water Commis- sioner for three years, for one member of the Board of Health for three years, for two Library Trustees for three years, one Library Trustee for two years, one Library Trus- tee for one year, one member of the School Committee for

three years, for one Park Commissioner for three years, for one Tree Warden for one year, for five Constables for one year. All the above to be voted for on one ballot, specifying the person voted for by placing a cross (X) after the name. The polls will be open at ten o'clock in the morning and may be closed at two o'clock in the afternoon.
ARTICLE 2. To hear the annual report of the town of- ficers and committees and to act thereon.
ARTICLE 3. To choose all necessary town officers and committees and to act thereon.
ARTICLE 4. To determine how much money the town will raise and appropriate for 1 .- General Government. 2 .- Protection of Persons and Property. 3 .- Highways. 4 .- Health and Sanitation. 5 .- Public Welfare and Soldiers' Benefits. 6 .- Education. 7 .- Recreation and Unclassified. 8 .- Public Service Enterprises. 9 .- Interest. 10 .- Matur- ing Debts.
ARTICLE 5. To see if the town will authorize the Treasurer to borrow money for the use of the town in antici- pation of revenue under the approval of the Selectmen.
ARTICLE 6. To see if the town will raise and appro- priate a sum of money to be used with money to be allotted by the State and County for permanent improvement to Ma- ple Avenue and Lake Avenue, or take any action thereon.
ARTICLE 7. To see if the town will raise and appro- priate a sum of money to be used with money allotted by the State and County for Chap. 90, maintenance, or take any action thereon.

ARTICLE 8. To see if the town will authorize the As- sessors to use such unappropriated money and free cash in the Treasury on December 31, 1932, for the purpose of re- ducing the tax rate, or take any action thereon.
ARTICLE 9. To see if the town will vote that the School part of the Public Building be used exclusively for school purposes.
ARTICLE 10. To see if the town will vote that the Reception Hall now used both by Societies and the High School, be set aside exclusively for High School, so as to give the school better sanitary condition.
ARTICLE 11. To see if the town will vote to appro- priate the sum of $9,240.00 for the purpose of paying the town's share of the cost of providing the Worcester County Tuberculosis Hospital, the assessment therefor having al- ready been duly made against the town, determine whether all or any portion of said assessment be funded as authorized by Chapter III of the Acts of 1932, and for what period not exceeding fifteen years, direct the Town Clerk to file with the County Commissioners promptly a copy of such vote as may be passed under this article, and any other papers re- quested, or to take any action in relation to the subject mat- ter hereof.
ARTICLE 12. To see if the town will vote to raise and appropriate the sum of $50.00 to be paid to the Trustees for County Aid to Agriculture, in accordance with the provisions of and for the purpose of Chapter 128 General Laws, and appoint a Director to cooperate with said Trustees.
ARTICLE 13. To see if the town will vote to contract with the State for Highway purposes as provided under Chapter 81.

ARTICLE 14. To see if the Town will vote to raise and appropriate a sum of money to pay its proportionate part of maintenance of the Tuberculosis Hospital expenses or take any action thereon.
ARTICLE 15. To see if the town will vote to appro- priate a sum of money from the Reserve Overlay Fund for the purchase of a tractor or take any action thereon.
And you are directed to serve this Warrant, by posting up attested copies thereof agreeable to vote of the Town in five public places in said town, seven days at least before the time of holding said meeting.
Hereof, fail not and make due return of this Warrant, with your doings thereon to the Town Clerk at the time and place of meeting aforesaid.
Given under our hands this Twenty-fifth day of Janu- ary, in the year of our Lord, one thousand nine hundred and thirty-three.

The Finance Committee, after carefully studying the needs of the various Departments, recommends the sums listed in the tables below.
The Committee voted to request a voluntary ten per cent pay contribution from the salaries of all persons in the employ of the Town, and has based its recommendations on this move in order to keep the Tax rate at as low a figure as possible.
