The response to Toxin-antitoxin in Rutland was good. In several sections no interest was evidenced in the treat- ment even though it has been responded to well in other years. To our knowledge there has not been a serious reaction to this treatment. This year in the whole union there were 149 children to whom Toxin-antitoxin inocula- tions were given.
We regretted Mrs. Cunningham's inability to return. Miss Givan has proven herself more than an excellent aid in the health work. She has been a real General in planning and executing original health work programs.

TOWN MEETING, MONDAY, FEBRUARY 3rd, 1930
COMMONWEALTH OF MASSACHUSETTS
To EITHER of the Constables of the Town of Rutland, in the County of Worcester
Worcester, ss.
Greeting :
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Rutland, qualified to vote in elections and in Town affairs, to meet at the Town Hall, in said Rutland, on the third day of February next, at 9 o'clock in morning, then and there to act on the following articles :
ARTICLE 1. To bring in and deposit their ballots for a Moderator for one year, for one Selectman for three years, for one Assessor for three years, for one Overseer of Public Welfare · for three years, for a Treasurer for one year, for a Collector of Taxes for one year, for one Water Commissioner for three years, for one member of Board of Health for three years, for one member of School Committee for three years, for one Library Trustee for three years, for one Auditor for one year, for a Tree Warden for one year, for one Park Commissioner for three years, for Five Constables for one year.

All the above to be voted for on one ballot, specifying the person voted for by placing a cross (X) after the name.
The polls will be open at 10 o'clock A. M. and may be closed at two o'clock P. M.
ARTICLE 2. To hear the annual report of the Town Officers and Committee and act thereon.
ARTICLE 3. To choose all necessary Town Officers and Committees.
ARTICLE 4. To determine how much money the Town will raise and appropriate for General Government. 2 .- For protection of Persons and Property. 3 .- For Highways. 4 .- For Health and Sanitation. 5 .- For Public Welfare and Sol- diers Benefits. 6 .- Education. 7 .- For Recreation and un- classified. 8 .- For Public Service Enterprises. 9 .- For In- terest and Maturing Debts.
ARTICLE 5. To see if the Town will authorize the Treas- urer to borrow money for the use of the Town in anticipation of revenue, under approval of the Selectmen.
ARTICLE 6. To see if the Town will raise and appropri- ate a sum of money to be used with money to be alloted by the State and County for permanent improvement to the East County Road or take any action thereon.
ARTICLE 7. To see what action the Town will take rela- tive to disposing of the school house at North Rutland.
ARTICLE 8. To see if the Town will vote to raise and appropriate a sum of money to complete the grading of the school ground in the rear of the Public Building, or take any action thereon.

ARTICLE 9. To see if the Town will raise and appropri- ate a sum of money for the purpose of constructing a piece of improved road on Muschopauge Street and Central Tree Road, or take any action thereon.
ARTICLE 10. To see if the Town will vote to raise and appropriate a sum of money to be used for the purpose of par- ticipating in the Ter-Centennial Celebration, or take any action thereon.
ARTICLE 11. To see if the Town will vote to raise and appropriate a sum of money for the purpose of purchasing a new tractor, or act anything thereon.
ARTICLE 12. To see if the Town will authorize the Assessors to use all unappropriated money and free cash in the Treasury on December 31, 1929 for the purpose of reducing the tax rate .
ARTICLE 13. To see if the Town will vote to raise and appropriate a sum of money for building sidewalks, or take any action thereon.
ARTICLE 14. To see what action the Town will take in regard to the salaries of its Town Officers.

And you are directed to serve this Warrant, by posting up attested copies thereof agreeable to vote of the Town. One at each post office, one at store at North Rutland and one at the public building in said Town, seven days at least before the time of holding said meeting.
Hereof, fail not and make due return of this Warrant, with your doings thereon to the Town Clerk at the time and place of meeting aforesaid.
