ANNUAL AND ADJOURNED TOWN MEETING March 5, 7 and 9, 1956


ANNUAL TOWN MEETING


March 5, 1956


Pursuant to a Warrant duly issued, the Annual Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the auditorium of the Weymouth High School on Monday, March 5, 1956.


The Meeting was called to order at 7:45 o'clock in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.


The Town Clerk, Mr. Harry Christensen, read the call of the Meeting.


There were 216 Town Meeting Members present.


Upon motion duly made, it was


UNANIMOUSLY VOTED: That the reading of the Articles in the Warrant be suspended.


Prayer for Divine Guidance at this Annual Town Meeting was offered by the Rev. G. Charles Rowe, Pastor of the Holy Nativity Episcopal Church, South Weymouth.


Town Meeting Members not sworn in were administered the oath by the Moderator.


The Moderator introduced the following guests of the Town Meeting : Miss Mary Zelman of Trondheim, Norway, an exchange student at the Weymouth High School; a delegation of students from Brighton High School; and a delegation from the recently formed Explorer Scouts of St. Jerome's R. C. Church, North Weymouth. All of the guests were greeted with generous applause.


The Moderator declared a quorum present.


We now continue with consideration of the Articles in the Warrant.


Upon motion duly made by Mr. Newton, Secretary of the Appropriation Committee, after stating that action was desirable on Article 62 at this time as such action would have an effect on Article 1, it was


UNANIMOUSLY VOTED: To consider Article 62 at this time.


Upon motion duly made by Mr. Newton, Secretary of the Appro- priation Committee, it was

As each Item was considered Mr. Newton, Secretary of the Apprc- priation Committee gave an explanation of the action requested.


ARTICLE 62. (At Request of Personnel Board). To see if the Town will vote or take any other action in relation to the following:


(1) To see if the Town will vote to change the classification of Clerks in the Assessors office, made necessary by the retirement of Clerk Howley, McCarthy from S-2 to S-3, Bicknell from S-1 to S-2, and Aiken from S-1 to S-2.

Upon motion duly made by the Appropriation Committee, it was UNANIMOUSLY VOTED: That the Town adopt the recommendation of the Personnel Board.


(2) Vote to change the classification of Clerks Angely and Dwyer of the Welfare Department from S-1 to S-2.


Upon motion duly made by the Appropriation Committee, it was UNANIMOUSLY VOTED: That the Town adopt the recommenda- tion of the Personnel Board.


(3) Vote to change the classification of the Building Inspector from S-8 to S-9.


Upon motion duly made by the Appropriation Committee it was UNANIMOUSLY VOTED: That the Town adopt the recommenda- tion of the Personnel Board.


(4) Vote to pay members of the Police Department for time worked over five scheduled work days per week at regular rates based on a forty (40) hour work week.


Upon motion duly made by the Appropriation Committee, it was UNANIMOUSLY VOTED: That the Town adopt the recommenda- tion of the Personnel Board.


(5) Vote to pay members of the Fire Department for time worked over fifty-six (56) hours per week at regular rates based on a fifty-six hour work week.


Upon motion duly made by the Appropriation Committee, it was UNANIMOUSLY VOTED: That the Town adopt the recommenda- tion of the Personnel Board.


(6) Vote to pay General Public Works Foreman of the Street De- partment, Water Department and Sewer Department (one each depart- ment), time and one-half pay for hours worked in excess of forty hours per week.

UNANIMOUSLY VOTED: That the Town adopt the recommenda- tion of the Personnel Board.


(7) Vote to pay Engineers time and one-half pay for hours worked in excess of forty (40) hours per week.

(8) Vote to approve Classification S-7 for Junior Accountant.


Upon motion duly made by the Appropriation Committee, it was UNANIMOUSLY VOTED: That the Town adopt the recommenda- tion of the Personnel Board.


(9) Vote to approve Classification S-10 for Town Engineer.


Upon motion duly made by the Appropriation Committee it was UNANIMOUSLY VOTED: That the Town adopt the recommenda- tion of the Personnel Board.

The Moderator then made the following statement: "The Chair at this time would feel it very derelict, just having passed an item for the Town Engineer, of not calling to our attention the great service of a great man to our Town for many years; and I want, on behalf of you, to pay tribute to the great Russell Whiting of our Town, our Town Engineer since 1904. His entire budget at the highest peak was $8,000 per year."


Upon motion duly made by Mr. Lane it was


UNANIMOUSLY VOTED: A rising vote of commendation in tribute to Mr. Whiting.


The Moderator then made the following statement: "Is Mr. Whiting in the hall? I would love to have him see a rising vote of thanks by the citizens of this Town. He is a grand person, a wonderful citizen and a great engineer."


The citizens of the Town assembled joined in unanimous applause in tribute to Mr. Russell H. Whiting.


(10) Vote to pay all Town Employees under Classification and Pay Plan authorized by Section 409 of the Town By-Laws, a salary increase of Five Dollars ($5.00) per week effective as of April 1, 1956.

MOVED the following substitute motion by Mr. Lane:

Discussion ensued with reference to parliamentary procedure regard- ing Articles 59 and 62.

ARTICLE 1. To see what sums of money the Town will vote to raise or borrow and appropriate for the salaries, operation and expenses during the current fiscal year of each of the following Town Departments and activities, necessary charges, and for unpaid bills of prior years.

Step rate increases to be retroactive to January 1, 1956 for employees hired prior to January 1, 1953. The sum of $4,815.20 is appropriated under this item for salary as town clerk, the sun of $400.00 is appropriated under Article 1, Item 10 for salary as Clerk of the Board of Registrars and the sum of $900.00 is estimated as the fees which may be retained by the Town Clerk under the provisions of the statutes, thus making the total salary $6,115.20. The sum of $100.00 is provided in the total for travel outside the Commonwealth, in accordance with Clause 34, Section 5, Chapter 40 of the General Laws.
