To see if the Town will vote to authorize its Board of Selectmen to accept conveyances or mort- gages of any real or personal property belonging to persons receiving re- lief from the Town, and to dispose of said property in the manner they may judge for the Town's best interest, and to authorize them to dis- charge any encumbrances on said property if they consider it for the best interest of the Town so to do, and to see what sum of money the Town will vote to raise and appropriate for the discharging of such encum- brances.

The Adjourned Annual Town Meeting was called to order at 7:45 in the evening of Wednesday, March 7, 1956 by the Annual Moderator, Mr. Daniel L. O'Donnell.
There were 211 Town Meeting Members present.
Prayer for Divine Guidance was offered by Rev. Fr. Frederick R. Mc- Gowan of St. Jerome's Roman Catholic Church of North Weymouth.
There were no Town Meeting Members to be sworn in.
The Moderator declared a quorum present.
We now continue with consideration of the Articles in the Warrant.
The Moderator gave detailed explanation of the various actions taken under article 1 on Monday evening, March 5, 1956.

The Moderator paid tribute to Mr. Daniel F. Dennehy, Mr. Daniel Reidy, Jr. and Dr. John L. Bastey, whose terms on the Appropriation Com- mittee are now expiring.

Provided fur- ther, that the final naming of those streets accepted must meet with the approval of the Planning Board and the work on these streets shall be performed under the direction of the Superintendent of Streets. It is further provided that the sum of $17,000.00 be raised and appro- priated for the necessary water mains in Southern Avenue and that the water mains be installed by the water department before any work is done by the street department. $17,000.00

ARTICLE 8. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate to reconstruct, resurface,

widen, straighten, relocate or work Commercial Street, Middle Street, Pleasant Street and/or any other streets or any portion of said ways and for the building of any bridges, drains and conduits, or securing ease- ments which may be necessary in connection therewith, and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservation strips existing in connection with said street, providing the state or county, or both will appropriate a sum of money to help defray the expenses of such work; and transfer from the surplus funds that the Town may have, the county and state share of said cost, the amount of this transfer or reimbursement to be credited to the account from which it came; and will authorize the Board of Selectmen to acquire by gift, purchase or take by right of eminent domain in fee or otherwise for all purposes of a public street and highway in and over said street such property as may be necessary or take any other action in relation thereto.
ARTICLE 11. (On Petition of George E. Lane and Others). To see if the Town will raise and appropriate or appropriate the sum of $250,000.00 for reconstruction, rebuilding and or relocation of town streets and roads provided the above sum shall be borrowed under Chapter 44 of the General Laws as amended by Chapter 56 of the Acts of 1952 as part of the 10-year $2,500,000.00 Highway Building Program; provided fur- ther that such work shall be done by private contract under the direction of the Board of Selectmen and or the Department of Public Works if state funds are made available and in accordance with plans and specifications prepared by the Highway Department in co-operation with the State Public Works Department and or the County Commissioners; and pro- vided further that such sums as may be made available by the State ot County shall be used for this purpose; or take any other action in re- lation thereto.
MOVED by the Appropriation Committee:
That the sum of $306,000.00 be raised and appropriated to the High- way Department to reconstruct, resurface, widen, straighten, relocate, and work Commercial, Pleasant, Middle and other street, or any portion of said ways, and for building any bridges, drains or conduits or securing any easements which may be necessary and that the Board of Selectmen be authorized to accept any deed of any reservation strips in connection with said streets: provided further that all damages resulting or oc- casioned by the construction shall be a charge against the sum appro- priated: that the Board of Selectmen are hereby authorized to acquire by gift or purchase or take by right of eminent domain, in fee or other- wise, for all purposes of public streets or highways in and over said streets such property as may be necessary: of the total sum $56,000.00 shall be from available funds (Excess and Deficiency Account), $50,000.00 from tax levy, and the treasurer, with the approval of the Board of Selectmen, is hereby authorized to borrow a sum not to exceed $200,000.00 for working such streets and to issue bonds or notes payable in accordance with General Laws (Ter. Ed.) Chapter 44 so that the entire sum shall be pay- able in not more than 10 years from the date of issue of the first bonds or notes: provided further that such sums as may be made available by state or county, or both, under General Laws (Ter. Ed.) Chapter 90 toward the cost of working such streets shall revert to the Excess and Deficiency Account: further that all such work shall be done by private contract under te direction of the Board of Selectmen and or the State Department of Public Works, and the streets to be worked each year are to be selected by a committee composed of the Water Commissioners, Sewer Commis- sioners, Board of Selectmen, Superintendent of Streets, the Drainage Committee, and Town Engineer. $56,000.00 $50,000.00 $200,000.00

Vote was taken and the Chair declared the subsitute motion lost. More than seven having doubted the vote the chair ordered a teller count.

ARTICLE 13. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate a sum of money for construction of sidewalks and curbing in the sidewalk building program; said money to be under the jurisdiction of the Board of Selectmen, or take any other action in relation thereto.

ARTICLE 17. (At Request of Academy Avenue School Parent Teach- ers Association and by Direction of Selectmen). To see if the Town will vote to provide by appropriation or taxation or otherwise the sum of $2,300.00 for the construction of approximately 960 square yards of side- walk on the northerly side of Academy Avenue from a point opposite the entrance of the Academy Avenue School westerly to Broad Street, or take any other action in relation thereto.

To see if the Town will vote to raise and appropriate a sufficient sum of money for the installation of two catchbasins at the westerly end of Ranger Circle and to connect them with drain pipe to the existing catch- basins at the junction of the following streets: Delia Walker Avenue, Ranger Circle, Courier Street and Bald Eagle Road, or take any other action in relation thereto.
