F. Amend Section 703 of the Building Code (By-Laws) by striking out the present Section 703 and inserting in place thereof the following section which was voted at the 1955 Annual Town Meeting under Article 69: Section 703 "The Inspector of buildings shall grant permits for the erection, or alteration, removal or tearing down of buildings, and no struc- ture or foundation shall be built, altered, or torn down without such a permit, but no permit shall be issued unless the street is on a plan duly filed and recorded, and that before the permit shall be issued, such street shall have been suitablyy improved to the satisfaction of the Town Plan- ning Board as adequate in respect to public health, safety, and general welfare for the special circumstances of the particular street, and an affi- davit filed by a registered engineer that plans and profiles of said street have been complied with, and until the inspector has carefully examined the plans and specifications of the proposed building or alterations, and ascertained that the building has sufficient strength, that means of ingress and egress are sufficient and the building conforms to the requirements of these by-laws, and the regulations of Chapter 143 of the General Laws.'

UNANIMOUSLY VOTED: That Section 703 be so amended.


G. Amend Section 704 of the Building Code (By-Laws) by adding after the word "inspector" in line three the following: "Plans may be re- quired for construction of all buildings and shall show in every case the depth and dimensions of all footings, foundation walls, piers and columns, thickness of all walls and partitions, the size and spacing of all beams, joists, rafters or other floor construction details, all required exit facilities, the location of all soil, waste and vent lines, all sanitary equipment, with such drawings thereof as the building inspector may require.


The building inspector may also require that all plans and computations bear the name of the person designing the plans and name of owner of proposed building." So that Section 704 will read: "A copy of the plans and specifications of every public building shall be deposited in the office of the inspector. ARTICLE 61. (At Request of George E. Lane and Others and By Direction of Selectmen). To see if the Town will vote to amend its by- laws and add a new section limiting the opening of its roads, streets and highways as follows: "No street, road or highway in the town shall be opened for installation of sewers, water mains, drains, public utilities or other purposes, except for emergency services, for three years after such street, road or highway has been reconstructed, rebuilt or relocated. Prior to reconstruction, rebuilding or relocation of any street, road or highway the Board of Selectmen shall notify sewer, highway and water departments and telephone, gas and electric companies not less than three months before actual work will be started," or taken any other action in relation thereto.


MOVED by the Appropriation Committee :


That the Town amend its By-Laws and add a new section numbered 629, as follows: "No street, road or highway in the town shall be opened for installation of sewers, water mains, drains, public utilities or other purposes, except for emergency services, for three years after such street, road or highway has been reconstructed, rebuilt or relocated. appropriated to be expended under the direction of the Board of Select- men for the purchase of a bronze plaque and the dedication of the square at the corner of Elmer Road and Thicket Street in honor of Lt. Elmer J. Hollis who was killed in action in World War II. $100.00


ARTICLE 64. (At Request of Wessagusset Post No. 1399, Veterans of Foreign Wars). To see if the Town will vote to appoint a committee to serve for both Memorial and Veteran's Day, 1956 and the sum of $2,000.00 be appropriated for Memorial Day and the sum of $400.00 be appropriated for Veteran's Day, said appropriation to be expended by the committee, or take any other action in relation thereto.

That the sum of $3,500.00 be raised and appropriated to make the necessary repairs to the Town Hall, said sum to be expended by the Board of Selectmen. $3,500.00 Discussion ensued between Mr. Cain and Mr. Crehan, Chairman of the Board of Selectmen.

ARTICLE 67. (On Petition and By Direction of Selectmen). To see if the town will vote to accept Chapter 41 Section 100A of the General Laws "Indemnification of Officers or Employees for Damages etc. Incurred on Account of Injuries Arising Out of Their Operation of Publicly Owned Vehicles or Vessels" as follows:


"A city which accepts this section by vote of its city council subject to the provisions of its charter, or a town which accepts the same by vote of its inhabitants at an annual town meeting, may, after an appropriation has been made therefor, indemnify an officer or employees thereof for ex- penses or damages incurred by him in the defense or settlement of a claim against him for bodily injuries, including death at any time resulting there- from, or for damage to property, arising out of the operation of a motor or other vehicle or vessel owned by such city or town to an amount not exceeding $15,000.00 on account of injury to or death of one person, or

not exceeding seventy-five thousand ($75,000) dollars for any one accident, and not exceeding five thousand ($5,000) dollars on account of damage to property, provided, that after investigation it shall appear to the Mayor or Selectmen that such officer or employee was at the time the claim arose acting within the scope of his official duties or employment, and provided further, that the defense or settlement of such claim shall have been made by the City Solicitor or the Town Counsel, or, if the Town has no Town Counsel, by an attorney employed for the purpose by the Selectmen, upon the request of said officer or employee and at the direction of the Mayor or Selectmen. This section shall not apply in respect to so much of a claim against an officer or employee as is covered by a policy of an in- surance affected by the city or town under clause (1) of section five of Chapter forty."

ARTICLE 68. (By Direction of Selectmen.) To see if the Town will vote and appropriate by taxation or otherwise the sum of $8,000.00 for the Town's share in the South Shore Mosquito Control District, or take any other action in relation thereto.

UNANIMOUSLY VOTED: That the sum of $8,000 be raised and ap- propriated for the Town's share in the South Shore Mosquito Control District. This sum includes any funds required by the State Reclama- tion Board in accordance with the provisions of Chapter 112, Acts of 1931. $8,000.00


ARTICLE 69. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate the sum of $300.00 to be expended under the direction of the Board of Selectmen for the purpose of stocking the ponds and inland water, located within the Town limits, with fish and of liberating game, all in accordance with General Laws (Ter. Ed.), Chap- ter 10, Section 5, Clause 41, or take any other action in relation thereto.

ARTICLE 72. (At Requset of George E. Lane and Others and by Di- rection of Selectmen). To see if the town will appoint a committee of seven citizens to study and report on a plan for future expansion of our civic center in East Weymouth, or take any other action in relation there- to.

UNANIMOUSLY VOTED: That the moderator appoint a committee of seven citizens to study and report at the next annual town meeting on a plan for future expansion of the civic center in East Weymouth.

To see what action the Town will take to com- plete plans and specifications and to locate a site for a new town hall to meet the demands of a community of 65,000 citizens anticipated for 1965 and to transfer to the School Department the present town hall for administrative purposes, or take any other action in relation thereto.
