The Adjourned Annual Town Meeting was called to order at 7:45 P.M. in the evening of Friday, March 9, 1956 by the Annual Moderator, Mr. Daniel L. O'Donnell.


There were 172 Town Meeting Members present.


Prayer for Divine Guidance was offered by Rev. Frank Gulinello, Pastor of the First Methodist Church, East Weymouth.


There were no Town Meeting Members to be sworn in.


The Moderator declared a quorum present.


We now continue with consideration of the Articles in the Warrant


ARTICLE 24. (At Request of Pond Plain Improvement Association). To see if the Town will vote to raise and appropriate the sum of $4,750.00 to continue pipe drain through present parking area at west side of tracks at South Weymouth depot, fill, penetrate and seal unfinished por- tion of said parking area, or take any other action in relation thereto.


MOVED by the Appropriation Committee:


That the sum of $4,750.00 be raised and appropriated to continue pipe drain through present parking area at west side of tracks at South Wey- mouth depot, fill, penetrate and seal unfinished portion of said parking area. Work to be done by the Highway Department. $4,750.00


MOVED the following amendment by Mr. Almquist:


That the Selectmen and Chief of Police be instructed to install park- ing meters at the South Weymouth Station to help pay for drainage and hard-topping the parking area.

ARTICLE 25. (At Request of Greenbrier Improvement Association, Inc.). To see what sum of money the Town will vate to raise and appro- priate to regrade Colasanti Road so that it will drain toward existing catchbasins, or take any other action in relation thereto.


Upon motion duly made by the Appropriation Committee, it was UNANIMOUSLY VOTED: To refer to the Drainage Committee.


ARTICLE 26. (At Request of Greenbrier Improvement Association, Inc.). To see what sum of money the Town will vote to raise and appro- priate to install a catchbasin at the corner of Moreland Road and Don- nellan Circle, near No. 153 Donnellan Circle, and to connect the overflow to existing street drains, or take any other action in relation thereto.


Upon motion duly made by the Appropriation Committee, it was UNANIMOUSLY VOTED: To refer to the Drainage Committee.


ARTICLE 27. (At Request of George E. Lane and Others and By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate or appropriate for a town wide drainage program of construction in accordance with the engineering report ordered under Article 24 of the warrant for the annual town meeting of 1955, or take any other action in relation thereto.


MOVED by the Appropriation Committee:

MOVED by Mr. Lane the following substitute motion:


To refer to the Drainage Committee for a report and recommendations at the next Special Town Meeting or to the Board of Selectmen and Ap- propriation Committee by December 1, 1956, or sooner if possible.

ARTICLE 29. (On petition of Patricia H. Sheehy and others and by Direction of Selectmen). To see if the Town will vote to raise and ap- propriate by taxation or otherwise a sum of money for the construction of a retaining wall on Great Hill Drive, from Lindale Avenue to Regatta Road, or take any other action in relation thereto.


Upon motion duly made by the Appropriation Committee, it was UNANIMOUSLY VOTED: To refer to the Town Engineer for study and report at the next Annual Town Meeting.


ARTICLE 30. (At Request of Sewer Commissioners). To see if the Town will vote to raise and appropriate a sum of money for the construc- tion of common sewers and determine whether the money shall be pro- vided for by taxation, by appropriation from available funds including sewer assessment funds, and by borrowing under authority of Chapter 44 of the General Laws, or take any other action in relation thereto.


MOVED by the Appropriation Committee:


That the sum of $361,159.60 be raised and appropriated for the pur- pose of constructing common sewers, to be expended under the direction of the Sewer Commissioners. Of this sum, $121,159.60 shall be appro- priated from the Excess and Deficiency Account; and the Treasurer, with the approval of the Board of Selectmen, is hereby authorized to borrow a sum not to exceed $240,000.00 for new construction and to issue bonds or notes to be payable in accordance with the General Laws (Ter. Ed.), Chapter 44, so that the entire sum shall be payable in not more than 30 years from the date of issue of the first bond or note.


Discussion ensued between Mr. Newton, Secretary of the Appropria- tion Committee, and Mr. Lane.


MOVED the following substitute motion by Mr. Lane:


That the sum of $431,159.60 be raised and appropriated for the pur- pose of constructing common sewers, to be expended under the direction of the Sewer Commissioners. Of this sum, $121,159.60 shall be appro- priated from the Excess and Deficiency Account; and the Treasurer, with the approval of the Board of Selectmen, is hereby authorized to borrow a sum not to exceed $310,000.00 for new construction and to issue bonds or notes to be payable in accordance with the General Laws (Ter. Ed.), Chapter 44, so that the entire sum shall be payable in not more than 30 years from the date of issue of the first bond or note.


Considerable discussion ensued involving several of the Town Meet- ing Members.


The Chair stated that he would accept an amendment to the motion as follows:


That, of the total sum to be raised and appropriated, $70,000.00 be used for the purpose of constructing common sewers in the Green Street area.


Mr. Lane, as proposer of the substitute motion, accepted the amend -- ment as suggested by the Chair.


MOVED by the Appropriation Committee to amend the substitute motion by Mr. Lane to read as follows:


That the sum of $431,159.60 be raised and appropriated for the pur-

pose of constructing common sewers, to be expended under the direction of the Sewer Commissioners. Of this sum, $121,159.60 shall be appro .. priated from the Excess and Deficiency Account; $10,000.00 shall be ap- propriated from the Common and Particular Sewer Account; and the Treasurer, with the approval of the Board of Selectmen, is hereby au- thorized to borrow a sum not to exceed $300,000.00 for new construction and to issue bonds or notes to be payable in accordance with the General Laws (Ter. Ed.), Chapter 44, so that the entire sum shall be payable in not more than thirty years from the date of issue from the first bond or note; of the total sum to be raised and appropriated, $70,000.00 is to be used for the purpose of constructing common sewers in the Green Street area.

To see what sum of money the Town will vote to raise by borrowing or otherwise and appropriate for the construction of a standpipe, and also for the installation of water mains of not less than six inches in diameter and all necessary appurtenances as may be necessary for these purposes, or to act on anything relating thereto.


MOVED by the Appropriation Committee:


That the sum of $200,000.00 be raised and appropriated for the erection of a standpipe and the installation of water mains of not less than six inches in diameter; and to meet said appropriation that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to bor- row $200,000.00 and issue bonds or notes of the Town therefor, payable in not more than fifteen (15) years, in accordance with the provisions of Chapter 44, General Laws.


Discussion ensued between Mr. Causer and Mr. Beane, Superintendent of the Water Department.


MOVED the following amendment by Mr. Causer to the motion of the Appropriation Committee:


That before construction of the tank is started at the location shown as Lot 21, Block 491, Sheet 41 of the town atlas, a committee of five in- culding the Superintendent of the Water Department and the Fire Chief be appointed by the Moderator to investigate the possibility of erecting the tank in such manner to increase the static pressure in the vicinity of the South Shore Hospital at least 5 P. S. I over the existing maximum tank pressure. The committee to report at the next Special Town Meet- ing.
