fee, together with all rights of ways and easements, Lot 10, and part of Lot 11, Block 243, containing about 1,700 square feet as shown on Sheet 18 of the Atlas of the Town of Weymouth dated Januaury 1, 1956, more particularly bounded and described as follows, for school purposes:


Parcel "A" shown on above mentioned plans and more specifically shown on a plan entitled "Plan of Land in Weymouth" plan number 453-B, dated April 25, 1958 made by Frank S. Lagrotteria, Town Engineer, bounded and described as follows:


Beginning at a point on the Northerly sideline of Anthony Road and running along a line bearing S 26° 58'40"E for a distance of one hundred seventy and 43/100 feet (170.43"); thence turning and running along a line bearing S 53° 01'20"W for a distance of one and 00/100 feet (1.00"); thence turning and running along a line bearing N 26° 58'40"W for a distance of one hundred seventy and 43/100 feet (170.43"); thence turning and running along a line bearing N 53° 01'20"E for a distance of one and 00/100 feet (1.00') to a point of beginning; containing 170.4 square feet.

To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the purpose of pre- paring complete drawings and detailed specifications in order that bids may be secured for the construction of a new High School to be built on the land to be acquired by gift, purchase or by right of eminent domain under Article 3 of the Special Town Meeting held on November 18, 1957 and under Articles 1 and 3 of this Special Town Meeting on June 9, 1958, said sum to be expended under the direction of the High School Build- ing Committee authorized under Article 5 of the Special Town Meeting of November 18, 1957, or take any other action in relation thereto.


MOVED by the Appropriation Committee :


To raise and appropriate the sum of $175,000.00 for the purpose of pre- paring complete drawings and detailed specifications in order that bids may be secured for the construction of a new High School to be built on the land to be acquired by gift, purchase or by right of eminent domain under Article 3 of the Special Town Meeting held on November 18, 1957 and under Articles 1 and 3 of this Special Town Meeting on June 9, 1958, said sum to be expended under the direction of the High School Building Committee authorized under Article 5 of the Special Town Meeting of November 18, 1957, and to meet said appropriation $100,000.00 shall be appropriated from the Excess and Deficiency Account and $75,000.00 shall be raised and appropriated by tax levy. $100,000.00

That the Town vote to raise and appropriate the sum of $39,260.00 from the Excess and Deficiency Account to be used for the installation of drainage to include the East Street Drain and the Front Street Box Cul- vert and Channel, said sums to be expended under the direction of the Board of Public Works.

UNANIMOUSLY VOTED: That the Town vote to transfer the sum of $300.00 from the Engineering Division appropriation of the Public Works Department to the Public Works general appropriation for the use of the Superintendent of Public Works for travel outside the Commonwealth in accordance with Clause 34, Section 5, Chapter 40 of the General Laws.

ARTICLE 9. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation or otherwise, a sum of $7500.00 for the installation of 36" R. C. drainage line under the New York, New Haven and Hartford tracks at the northerly end of the Braintree-Wey- mouth Parking area as shown on proposed plan and profile showing pro- posed drain at New York, New Haven and Hartford Railroad in Wey- mouth, dated May 18, 1956; all work to be done by private contract, under the direction of the Boards of Selectmen and Town Engineers of Wey- mouth and Braintree; and that the Board of Selectmen be authorized to secure or accept any easements for the above purpose; the money to be made available only if the Town of Braintree make available a like amount or take any other action in relation thereto.

That the subject matter of the Article be referred to a future Town Meeting.

MOVED the following substitute motion by Mr. Amabile of the Board of Selectmen:


That the sum of $7,500.00 be transferred from the Excess and De- ficiency Fund for the installation of 36" R. C. drainage line under the New York, New Haven and Hartford tracks at the northerly end of the Braintree-Weymouth Parking Area; provided further that no sum be expended until such time as the Town of Braintree raises and appropri- ates a like amount.

Bilodeau, Town Engineer, commonly known as Town Hall Parking Area, from the School Department to the Board of Selectmen, or take any other action in relation thereto.

ARTICLE 13. (By Direction of Selectmen). To see if the Town will vote to amend its By-Laws by adopting and adding to Article 6 entitled "Police Regulations" the following By-Law to be designated as Section 608A. "The Board of Selectmen shall prepare rules and regulations gov- erning the use of the Town Hall Parking Area so called as described in Article 12, and may alter, rescind, and/or add to such rules and regula- tions from time to time as the Board of Selectmen deem necessary," or take any other action in relation thereto.


MOVED by the Appropriation Committee:


That the Town vote to amend its By-Laws by adopting and adding to Article 6 entitled "Police Regulations" the following By-Laws to be designated as Section 608A. Mr. Cameron, Chairman of the Industrial Development Commission, filed the following report with the Town Clerk for the record.


REPORT TO SPECIAL TOWN MEETING, JUNE 9, AS INSTRUCTED:


From the annual town meeting of March 3 and 5, 1958, the following is a preliminary plan and report for advertising by the I. D. C. with regard to Weymouth Industrial Areas.


On April 23, 1958, the Industrial Development Commission was re- organized with the decided objective to attract to Weymouth a type of clean industry worthy of the skill and education of our citizens, one that will not be in any way a nuisance or an annoyance; in order to enable the Town to maintain its present tax rate.


To attain this, the commission will utilize all public outlets for sell- ing purposes. We will acquaint and educate our citizens' organization and improvement associations with our town's assets.


We are in the process of compiling a brochure and have solicited the co-operation and assistance of all the town's departments related to our required needs; also, we have notified the industrial leaders, both in our town and in the area, of what Weymouth has to offer. We are registered with the Greater Boston Chamber of Commerce through its development manager, Mr. Tomas Knight, who has assured us of full co-operation:

whose program is to develop the Greater Boston area in which Wey- mouth is ideally situated. We have also had the assurance of the Massa- chusetts State Department of Commerce through its South Shore Re- gional Representative, Mr. Francis Miriglia, of that department's full co- operation.


In order of importance, the first move is to have all land now zoned for limited industrial purposes to be made exclusive for industry. It is intended to have this put in the form of an article in the warrant through the proper channels and have it presented at the next town meeting.


The commission will seek favorable newspaper publicity by its demon- strated efforts, and its future expansion will require the co-operation of the Appropriations' Committee to furnish the commission ample money to properly approach the problem, and enable it to compete with the neigh- boring communities whose efforts are designed for the same purpose of attracting industry.


We wish to publicly thank Mr. Walter Heffernan, of the Planning Board; Mr. Bilodeau, of the Public Works Department; the Town Clerk, Mr. Christensen; and the Board of Selectmen for their help.
