ARTICLE 54. (At Request of the Weymouth Youth Commission). To see if the Town will vote to add Section 306 to the By-Laws of the Town to create a Recreation Committee in accordance with Chapter 45 Section 14 of the General Laws of the Commonwealth or take any other action in relation thereto. Said Section 306 to read as follows: SECTION 306. There shall be created in the Town of Weymouth a Recreation Com- mission with the power to conduct and to promote recreation, play, sport and physical education on playgrounds, playfields, parks, gymnasiums, and swimming areas pursuant to Chapter 45, Section 14 of the General Laws of Massachusetts.


The said Recreation Commission shall consist of seven members who shall be elected at the 1959 annual town election in the following man- ner: The initial members thereof shall be elected to serve, three for three years, two for two years and two for one year from the date of an- nual town election at which they are elected and thereafter when the term of any member expires his successor shall be elected to serve for three years. In all cases the members of the Board shall serve until their successors are qualified. Vacancies shall be filled for the unex- pired terms in the same manner that full term members are elected. Im- mediately after election the members of the Recreation Commission shall meet and elect a Chairman and Secretary and select all other necessary officers to serve for a period of one year.


The Recreation Commission shall hold meetings regularly at least once a month and shall designate the time and place thereof. The Com- mission shall have the power to adopt rules and regulations for the con-

duct of business within its jurisdiction and shall keep a record of all its proceedings. Four regular members shall constitute a quorum.


The powers and duties of the Recreation Commission shall be exer- cised and performed as herein provided and in conformity with the laws of the Commonwealth of Massachusetts:


The Recreation Commission shall study matters of recreation in re- gards to needs, advantages and benefits, and shall plan a municipal pro- gram to coordinate with the programs of other agencies;


The Recreation Commission shall have the power to conduct recrea- tion that will employ the leisure time of people in a constructive and wholesome manner. It may conduct such activities on properties under its own control, on public properties with the consent of the authorities thereof, and on private property with the consent of the owners;


The Recreation Commission shall have the power to employ a Super- intendent of Recreation, who is properly trained for the work and such other personnel as the Superintendent and Commission deem proper;


The Recreation Commission shall have the authority to conduct at reasonable charges such facilities for amusement, entertainment, refresh- ment of the public as are suitable for recreation purposes and may let privileges therefor, but such privileges shall be subject to the supervision of the Recreation Commission;


The Recreation Commission, at the regularly designated time, shall submit to the Board of Selectmen an estimate of anticipated revenue and expenditures for the ensuing fiscal year to be approved in whole or in part by the Town Meeting and included in the budget. Said Commis- sion shall operate within the budget as approved, and the expenses therof shall be payable by the treasury of the Town;


The Recreation Commission shall make an annual report to the Town. showing its operation and expenditures and shall make such other re- ports from time to time as may be requested by the Board of Selectmen.


MOVED by the Appropriation Committee:


That the Town vote to add Section 306 to the By-Laws of the Town to create a Recreation Commission in accordance with Chapter 45 Sec- tion 14 of the General Laws in Massachusetts.


Mr. Lane of the Weymouth Youth Commission spoke on the subject matter of the Article.


MOVED the following substitute motion by Mr. McIntosh:


That the Park Board under Chapter 45 Section 2 of the General Laws of Massachusetts be increased in number from three to five at the 1959 Annual Town Election. The new members shall be elected to serve one for three year and one for two years from the date of the Annual Elec- tion at which they are elected, and thereafter shall be elected to serve three years.


Discussion ensued involving Mr. Lane, Mr. McIntosh and Mr. Gal- lagher.

To see if the Town will vote to raise and appropriate the sum of $300.00 to be expended under the direction of the Board of Selectmen for the purpose of stocking the ponds and inland waters, Incated within the Town limits, with fish and/or liberating game, all in accordance with General Laws (Ter. Ed.) Chapter 10, Section 5, Clause 41, or take any other action in relation thereto.

UNANIMOUSLY VOTED: That the Town vote to raise and appro- priate the sum of $300.00 to be expended under the direction of the Board of Selectmen for the purpose of stocking the ponds and inland waters located within the Town limits with fish and/or liberating game all in ac- cordance with General Laws (Ter. Ed.) Chapter 10, Section 5, Clause 41. $300.00


ARTICLE 56. (At Request of Industrial Development Commission). To see what sum of money the Town will vote to raise and appropriate by taxation or otherwise for the use of the Industrial Development Com- mission.

MOVED the following substitute motion by Mr. O'Brien, Chairman of the Industrial Development Commission :


That the Town vote to appropriate from available funds in the treasury (Excess and Deficiency Account) the sum of $3.000.00 to be ex- pended by the Industrial Development Commission under the direction of the Board of Selectmen; not more than $2,000.00 of which will be spent in developing and publishing a descriptive brochure; not more than $700.00 of which shall be for supplies, equipment, clerical help, and personal services of the Commission; not more than $300.00 to be used for travel outside the Commonwealth in accordance with Section 5, Chapter 40, Clause 34 of the General Laws.


Discussion ensued involving Mr. Amabile of the Board of Selectmen, Mr. Newton, Secretary of the Appropriation Committee; Mr. O'Brien, Chairman of the Industrial Development Commission; and Mr. McCaf- rey.

That the Town vote to raise and appropriate the sum of $6,000.00 for the purpose of preparing complete drawings and detailed specifications for the construction of a swimming pool and facilities to be located in the southern part of the Town.

ARTICLE 58. (By Direction of Selectmen). To see if the Town will vote to re-name the new Jackson School at East Weymouth in honor of Lawrence W. Pingree who was killed in action in World War II or take any other action in relation thereto.

ARTICLE 60. (On Petition of George E. Lane and Others. To see if the Town will appoint a Committee of five members of the medical pro- fession to review the administration, operation, policies, procedures and services of the Department of Public Health and to recommend and re- port on the establishment of a Public Health Commissioner and such other changes as may be beneficial to the health of the citizens of Wey- mouth, or take any other action in relation thereto.


MOVED by the Appropriation Committee:


That the subject matter of this article be referred to a committee of five to be appointed by the Town Moderator for recommendations and a report at a future Town Meeting.


MOVED by Mr. Coffey, Chairman of the Board of Health, the follow- ing amendment to the motion by the Appropriation Committee:


That the Town vote to raise and appropriate the sum of $500.00 to hire the services of a public health consultant or consultants to assist the committee. $500.00

ARTICLE 61. (By Direction of Selectmen and at Request of the com- mittee to prepare preliminary plans for a memorial tablet or tablet rela- tive to World War II and Korean War Veterans). To see what sum of money the Town will vote to raise by taxation or otherwise, and appro- priate for the use of a Committee of seven members to be appointed by the Moderator to erect a memorial tablet or tablets providing for the names of World War II Veterans and Korean Veterans to be attached to the west side of the existing permanent brick memorial wall located on the high school grounds and to refinish and resurface the present bronze tablets on the east side of the permanent brick memorial wall and the stone tablet at the top center of the front wall and for clerical assistance and incidental expenses in preparing the necessary list of names of the veterans or take any other action in relation thereto.

UNANIMOUSLY VOTED: That the Town raise and appropriate by tax levy the sum of $14,200.00 for the use of a committee of seven mem- bers to be appointed by the Moderator for the purpose of erecting a Mem- orial Table or Tablets provided for the names of World War II and Korean War Veterans to be attached to the west side of the existing permanent brick memorial wall located on the High School Grounds and to refinish and resurface the present bronze tablet on the east side of the permanent brick memorial wall and the stone tablet at the top center of the front wall, and for clerical assistance and incidental expenses in preparing the necessary list of names of the veterans, said funds to be expended under the direction of the committee to be appointed by the Moderator.

UNANIMOUSLY VOTED: That the Town Meeting express its sincere appreciation for the service rendered to the Town by those gentlemen who are retiring as of March 10, 1958, from the Water Commission and Sewer Commission.
