WARRANT FOR SPECIAL TOWN MEETING COMMONWEALTH OF MASSACHUSETTS MONDAY, SEPTEMBER 15, 1958

To any of the Constables of the Town of Weymouth, in said County. GREETING:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of Weymouth aforesaid quali- fied to vote in Town Affairs to meet in the hall of the Weymouth High School on


MONDAY, THE FIFTEENTH DAY OF SEPTEMBER, 1958


at seven o'clock and forty five minutes in the evening, then and there to act upon the following Articles, namely:


ARTICLE 1. (By Direction of the Board of Selectmen and at the Re- quest of the Green Street School Building Committee). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appro- priate, for the purpose of constructing and originally equipping and fur- nishing an elementary school on the site off Green Street which purchase was authorized at the Special Town Meeting held on September 15, 1956, or take any other action in relation thereto.


ARTICLE 2. (By Direction of the Board of Selectmen and at re- quest of the School Committee). To see if the Town will vote to rescind the action of the Town taken on Article 58 of the 1958 annual Town Meet- ing and instead to vote to name the new so-called Green Street School in honor of Lawrence W. Pingree who was killed in action in World War II, or take any other action in relation thereto.

ARTICLE 3 (By Direction of the Board of Selectmen and at the re- quest of the Board of Public Works). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the con- struction of a standpipe and for the installation of water mains of not less than six inches in diameter and all necessary appurtenances as may be necessary, or take any other action in relation thereto.


ARTICLE 4. (By Direction of the Board of Selectmen). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, to take by purchase, gift, or by right of eminent domain in fee simple for drainage purposes including construction of drainage cul- verts and dam improvements and maintenance of the fish ladder, and to include all rights of the Weymouth Light and Power Co. in the penstock and reservoir, and land of Weymouth Light and Power Co. shown as lots 19 and 21, block 302, sheet 23 of the Weymouth Town Atlas, corrected to January 1, 1958, containing approximately 136,550 square feet more or less, and also shown on plan of land belonging to Weymouth Light and Power Co. by Frank Lagrotteria, dated July 14, 1958, Plan No. 507-B, or take any other action in relation thereto.


ARTICLE 5. (By Direction of the Board of Selectmen). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, to construct a fireproof incinerator building and relocate present incinerator with proper electrical and gas connections, and to re- pair fire damage to present dog pound at rear of 140 Winter Street, or take any other action in relation thereto.


ARTICLE 6. (By Direction of the Board of Selectmen and at the re- quest of the Committee for Housing of Elderly Persons). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the use of the Committee appointed by the Moderator under Article 52 of the 1958 annual Town meeting (Committee for Hous- ing of Elderly Persons), or take any other action in relation thereto.


ARTICLE 7. (By Direction of the Board of Selectmen and at the re- quest of the Industrial Development Commission). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appro- priate, for the use of the Industrial Development Commission, or take any other action in relation thereto.


ARTICLE 8. (By Direction of the Board of Selectmen and at the re- quest of the Park and Recreation Commission). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appro- priate for park purposes for the purchase and repair of the building at the corner of Blackstone Road and Bridge Street, North Weymouth; this purchase to be made from the Federal Government through the General Services Administration by the Park and Recreation Commission and/or Board of Public Works, such building to be used as a recreation center under the control of the Park and Recreation Commission, or take any other action in relation thereto.


ARTICLE 9 (By Direction of the Board of Selectmen and on peti- tion of the Planning Board and Re-Zoning Committee). To see if the Town will vote to amend its zoning by-laws and zoning map, Article X of the Town By-Laws, by making the following changes.


Changes of Districts - From residential to limited business (1) that portion of Block 274, Sheet 20 of the Town Atlas revised to January 1, 1958 now zoned residential, bounded northerly by Broad Street, easterly by Vine Street, southerly by Vine Street and westerly by the present busi-

ness and limited business zone line; (2) that portion of the property on the northerly side of Broad Street beginning at the present business dis- trict line on the northeasterly corner of Broad and Washington Streets and running in an easterly direction to the westerly line of Webb Street, or take any other action in relation thereto.


ARTICLE 10. (By Direction of the Board of Selectmen). To see if the Town will vote to authorize the Moderator to appoint a committee of five to make a study of and to compile the history of Weymouth into one volume, and to submit before the next annual Town Meeting a cost price of the printing of 100 or more copies of said one volume history, or take any other action in relation thereto.


ARTICLE 11. (By Direction of the Board of Selectmen and at the request of the Drainage Committee). To see if the Town will vote to in- struct the Moderator to appoint a committee consisting of the State Sen- ator and State Representatives from his district, to submit necessary legis- lation to permit the Town to appropriate monies for 50% of the land damages in the Pond Meadow area of Braintree for flood control pur- pose of the Weymouth Landing area, including Smelt Brook area, or take any other action in relation thereto.


You are directed to serve this Warrant by posting a true copy thereof, attested by you in writing, in each of two public places in each voting precinct in said Town, seven days at least before the date of holding said meeting.


Hereof fail not, and make due return of this Warrant with your do- ings thereon to the Town Clerk of said Town on or before the third day of September in the year of our Lord nineteen hundred and fifty-eight.

TOWN OF WEYMOUTH SPECIAL TOWN MEETING SEPTEMBER 15, 1958


Pursuant to a Warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the Auditorium of the Weymouth High School on Monday, September 15, 1958.


The Meeting was called to order at 7:45 o'clock in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.


The Town Clerk, Mr. Harry Christensen, read the call of the meeting. There were 166 Town Meeting Members present.


Town Meeting Members not sworn in were administered the oath by the Moderator.


Tellers were appointed and sworn in by the Moderator as follows:


1st Division-Mr. Tirrell 2nd Division-Mr. Park 3rd Division-Mr. Finley


The Moderator declared a quorum present.


Upon motion duly made, it was


UNANIMOUSLY VOTED: That the reading of the Articles in the Warrant be suspended. We now continue with consideration of the Articles in the Warrant.


ARTICLE 1. (By direction of the Board of Selectmen and at the request of the Green Street School Building Committee). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the purpose of constructing and originally equipping

and furnishing an elementary school on the site off Green Street which purchase was authorized at the Special Town Meeting held on September 17, 1956, or take any other action in relation thereto.


MOVED by the Appropriation Committee:


That the sum of $453,500.00 be raised and appropriated for the purpose of constructing and originally equipping and furnishing an elementary school and for the development of the site off Green Street, which purpose was authorized at the Special Town Meeting of September 17, 1956; and that to meet said appropriation, $3,500.00 is to be appropriated from the Excess and Deficiency Account, and the Treasurer, with the approval of the Board of Selectmen, be and hereby is authorized to borrow the sum of $450,000.00 under authority of Chapter 645 of the Acts of 1948, as amended, and to issue Bonds or Notes to be payable in accordance with provisions of Chapter 44 of the General Laws, so that the whole loan is being paid in not more than twenty years from the date of issue of the first Bond or Note. The sums appropriated shall be expended under the direction of the Building Committee appointed under Article 3 of the Special Town Meeting of September 17, 1956.

That the sum of $100,000.00 be raised and appropriated for the erection of a standpipe and the installation of water mains of not less than six inches in diameter; and to meet said appropriation that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow $1000,000.00 and issue Bonds or Notes of the Town therefor, payable in not more than fifteen (15) years, in accordance with the provisions of Chapter 44 of the General Laws; the said sum to be expended under the direction of the Board of Public Works.

CHANGES OF DISTRICTS - From residential to limited business (1) that portion of Block 274, Sheet 20 of the Town Atlas revised to January 1, 1958, now zoned residential, bounded northerly by Broad Street, easterly by Vine Street, southerly by Vine Street and westerly by the present business and limited business zone line; (2) that portion of the property on the northerly side of Broad Street beginning at the present business district line on the northeasterly corner of Broad and Washing- ton Streets and running in an easterly direction to the westerly line of Webb Street, or take any other action in relation thereto.

That the Town vote to amend its zoning by-laws and zoning map, Article X of the Town By-Laws, by making the following changes:
