ARTICLE 6. (By Direction of Selectmen). To see if the Town will vote to authorize its Board of Selectmen to accept conveyances or mortgages of any real or personal property belonging to persons re-

and will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or otherwise for all purposes of a public street and highway in and over each of said streets as laid out and accepted, and see what sum of money the Town will vote to raise and appropriate for the working of each of the above-named streets, including the acquisition of the fee or any interests above referred to, and for the building of any bridges, drains and conduits or securing easements which may be necessary in connection therewith, and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservation strips existing in connection with any said streets, or take any other action in relation thereto.
ARTICLE 8. (At Request of Tufts Library Building Committee). To see what sum of money the Town will vote to raise and appropriate by taxation, transfer and/or borrowing for the purpose of preparing complete plans, drawings, and detailed specifications for the construc- tion of a new main library building on land on Board Street transferred from the Park Department to the Trustees of Tufts Library, or take any other action in relation thereto.
ARTICLE 9. (At Request of the Personnel Board). To see if the Town will vote to amend Artcle 4, Section 409, of the Town By-Laws, by accepting changes in the administration and classification and pay plan, or take any other action in relation thereto.
ARTICLE 10. (At Request of Personnel Board). To see if the Town will vote to amend the Classification and Compensation Plan By-Law by striking out Section 409, (Sub) Section 5, Paragraph 2 (which concerns appeals from decision of the Personnel Officer), and inserting in place thereof the following, or take any other action in re- lation thereto.
Any person aggreived by a decision of the personnel officer or the appointing authority or head of the department of the person aggreived, may appeal a decision of the personnel officer to the personnel board by filing a notice of appeal, in writing, with the personnel board within ten days after receipt of decision of personnel officer. The notice of appeal shall be on a form prescribed by the personnel officer, who shall furnish them to any interested party.
The personnel board upon receipt, in writing, of a notice of ap- peal shall fix a reasonable time, but not later than thirty days, excluding Saturdays, Sundays and Holidays, for the hearing of any appeal, and shall cause notice of the time and place of such hearing thereof to be given to the appellant, appointing authority, personnel officer and department head, said notice to be not less than seven days before the hearing, Saturday, Sunday and holidays excluded. Any notice herein provided for shall be by mail, postage prepaid. The personnel board may adopt rules and regulations, not inconsistent with the provisions of the By-Laws of the town, for the conduct of any hearing before it.
After hearing, the personnel board shall affirm, reverse or amend, in whole or in part, the decision of the personnel officer, and its decision shall be final, conclusive and binding upon all parties, and a notice and copy of its decision shall be forwarded to all interested parties forth- with.

ARTICLE 11. (At Request of Board of Public Works). To see what sum of money the Town will vote to raise and appropriate by taxation, and/or borrowing to reconstruct, resurface, widen, straighten, relocate or work Commercial and/or any other streets or any portion of said streets and for building of any bridges, drains and conduits, or securing easements which may be necessary in connection therewith, and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservation strips existing in connection with said street provided the State or County, or both, will appropriate a sum of money to help defray the expenses of such work; and transfer from surplus funds that the Town may have, the County and State share of said cost, the amount of this transfer or reimbursement to be credited to the account from which it came; and will authorize the Board of Selectmen to acquire by gift, purchase, or take by right of eminent domain, in fee or otherwise, for all purposes of a public street and high- way in and over said street and such property as may be necessary, or take any other action in relation thereto.
ARTICLE 12. (At Request of Board of Public Works). To see if the Town will vote to raise and appropriate by taxation, transfer and/or borrowing, the sum of $250,000.00 for the continuation of the Major Highway Program for construction and/or reconstruction of main streets and roads including Broad, Commercial, Winter and Middle Streets, provided that Chapter 90 funds, if any, may be used for this purpose or take any other action in relation thereto.
ARTICLE 13. (At Request of Board of Public Works). To see if the Town will vote to raise and appropriate by taxation, transfer and/or borrowing, a sum of money for the construction of sidewalks and curb- ing and repairs of existing sidewalks and curbing and any retaining walls necessitated by construction of said sidewalks, under a Sidewalk Building Program to be set up by the Board of Public Works; said money to be under the jurisdiction of the Board of Public Works, or take any other action in relation thereto.
ARTICLE 14. (At Request of Board of Public Works). To see if the Town will vote to raise and appropriate a sum of money for the construction of particular sewers and determine whether the money shall be provided for by taxation, by appropriation from available funds including sewer assessment funds, and by borrowing under authority of Chapter 4 of the General Laws, or take any other action in relation thereto.
ARTICLE 15, (At Request of Board of Public Works). To see if the Town will vote to raise and appropriate a sum of money for the construction of common sewers and determine whether the money shall be provided for by taxation, transfer, by appropriation from available funds including sewer assessment funds, and/or borrowing under author- ity of Chapter 44. of the General Laws, or take any other action in relation thereto.
ARTICLE 16. (At Request of Board of Public Works). To see if the Town will vote to raise and appropriate by taxation, transfer and/or borrowing a sum of money to be used for the purpose of completing Mountain View Road, or take any other action in relation thereto.

ARTICLE 17. (At Request of Board of Public Works). To see if the Town will vote to raise and appropriate by taxation, transfer and/or borrowing, a sum of money for Dutch Elm Disease Control, or take any other action in relation thereto.
ARTICLE 18. (At Request of Board of Public Works). To see what sum of money the Town will vote to raise and appropriate, by taxation, transfer, and/or borrowing, for drainage purposes (for stream improvement) from Weymouth Back River to Whitman's Pond, con- sisting of flood-flow conduit and channel and works at dams, as re- commended by Metcalf and Eddy, Engineers, in report to Weymouth Drainage Committee dated March 11, 1957.
That the sum of money named shall be made available only if the State, under General Laws, Chapter 91, will pay a sum of money proportionate to the cost of construction under the provisions of said chapter, Provided further, that such work shall be done by private con- tract under the direction of the Board of Public Works and/or the State Department of Public Works.
Also, to see if the Town will assume liability in the manner pro- vided by Section 29 of Chapter 91, of the General Laws, as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incur- red by work to be performed by the Department of Public Works of Massachusetts, for the improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tidewaters, foreshores, and shores along a public beach outside of Boston Harbor, in accordance with Section 11 of Chapter 91 of the General Laws, and authorize the Board of Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth; or take any other action in relation thereto.
ARTICLE 19. (At Request of Board of Public Works). To see what sum of money the Town will vote to raise and appropriate by taxation, transfer and/or borrowing for drainage improvements in the Essex St. and Academy Ave. section in accordance with recommenda- tions of Metcalf and Eddy Engineers in report to Weymouth Drainage Committee dated March 11, 1957, or take any other action in relation thereto.
ARTICLE 20. (At Request of Board of Public Works). To see what sum of money the Town will vote to raise and appropriate by taxation, transfer and/or borrowing for purposes of a flood control project in Smelt Brook Watershed to be used in conjunction with match- ing funds by the Town of Braintree, said sum to be expended under the direction of the Board of Public Works, which shall be authorized to negotiate for and purchase necessary easements therefor;

To see if the Town will vote to raise and appropriate by taxation, transfer and/or borrowing the sum of $10,000.00 for the continuation of the shore protection from the Fort Point Area to Driftway; also to see if the Town will assume liability in the manner provided by Section 29 of Chapter 91, of the General Laws, as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incurred bv work to be performed by the Department of Public Works of Massachusetts, for the improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tidewaters, foreshores. and shores along a public beach outside of Boston Harbar, in accordance with Section 11 of Chapter 91 of the General Laws, and authorize the Board of Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth; or take any other action in relation thereto.
ARTICLE 22. (At Request of Board of Public Works). To see if the Town will vote to raise and appropriate by taxation, transfer and/or borrowing the sum of $10.000.00 for the continuation of the 1960 Shore Protection from vicinity of Regatta Road toward River St .; also to see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws, as amended by Chapters 516 and 524, Acts of 1950. for all damages that may be incurred by work to be performed by the Department of Public Works of Massa- chusetts, for the improvement, development, maintenance and protec- tion of tidal and non-tidal rivers and streams. harbors, tidewaters, foreshores. and shores along a public beach outside of Boston Harbor in accordance with Section 11 of Chapter 91 of the General Laws. and authorize the Board of Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth; or take any other action in relation thereto.
ARTICLE 23. (At Request of Board of Public Works). To see if the Town will vote to raise and appropriate bv taxation, transfer and/or borrowing the sum of $10 000.00 for Shore Protection from the Fort Point Seawall along River St. westerly to the vicinity of Neck St.

ARTICLE 24. (At Request of Board of Public Works). To see if the Town will vote to authorize and direct the Board of Selectmen to release the Town's interest in and to transfer and convey to the owner a portion of sewer easement 10' wide and 120' long located in Lot 100 - Block 166 - Sheet 14 as shown on a plan by Frank S. La- grotteria, Town Engineer, entitled "Plan Showing Release of a Portion of Town of Weymouth Sewer Easement" dated December 4, 1961, Plan No. 1241B or take any other action in relation thereto.
ARTICLE 25. (At Request of Board of Public Works). To see what action the Town will take to acquire by gift, purchase or take by eminent domain approximately 13 acres of land located near the southerly end of Whitman's Pond near the entrance to Swamp River, for the purpose of developing an emergency water supply, and to acquire the necessary 50 foot roadway to Pleasant and/or Middle Streets, all as shown on a plan by the Town Engineer entitled "Plan of Land for Well Location for Water Supply" and filed with the Town Clerk, or take any other action in relation thereto.
ARTICLE 26. (At Request of Board of Public Works). To see if the Town will place the Public Works Garage and Office Building on Winter St. under the jurisdiction and control of the Board of Public Works as provided in Chapter 40, Section 3 of the General Laws, or take any other action in relation thereto.
ARTICLE 27. (At Request of Board of Public Works). To see if the Town will vote to raise and appropriate by taxation, transfer and/ or borrowing a sum of money to be used for the Shore Protection of the Town Marina and vicinity of Beach Rd. and to construct a Town launching ramp as proposed by the "Study and Report Proposal Marina Development Weymouth Back River"; also to see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incurred by work to be performed by the Department of Public Works of Massachusetts, for the im- provement, development, maintenance and protection of tidal and non- tidal rivers and streams, harbors, tidewaters, foreshores, and shores along a public beach outside of Boston Harbor, in accordance with Section 11 of Chapter 21 of the General Laws, and authorize the Board of Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth or take any other action in relation thereto.
ARTICLE 28. (At Request of Board of Public Works). To see if the Town will vote to raise and appropriate by taxation, transfer and/or borrowing a sum of money for the construction and mainte- nance of various items in the Town of Weymouth Parks and Play- grounds, monies to be spent under the direction of the Department of Public Works, or take any other action in relation thereto.

To see if the Town will vote to raise and appropriate by taxation, transfer and/or borrowing the sum of $1,500.00 to install on the existing traffic light installation at intersection of Broad and Middle Street, Central Square, a pedestrian actuated push button control for pedestrian lights, said work to be done under the direction of the Board of Selectmen, or take any other action in relation thereto.
ARTICLE 33. (By Direction of Board of Selectmen). To see if the Town will vote to raise and appropriate by taxation, transfer and/ or borrowing a sum of money for the construction of retaining wall on Wessagussett Road, in the area between Pecksuot Road and Massa- soit Road, or take any other action in relation thereto.
ARTICLE 34. (By Direction of Board of Selectmen). To see what sum of money the Town will vote to raise and appropriate by taxation, transfer and/or borrowing for the purpose of acquiring by gift, purchase or take by right of eminent domain in fee, or as other- wise specified, lands along East Street, Weymouth, Mass., as shown on a plan entitled "Plan of Proposed Widening of East Street, Wey- mouth, Massachusetts," in accordance with Chapter 79 of the General Laws for the purpose of alteration, widening and reconstructing of said street, or take any other action in relation thereto.
ARTICLE 35. (By Direction of Board of Selectmen). To see what action the Town will take on our bonded indebtedness or take any other action in relation thereto.
ARTICLE 36. (By Direction of Board of Selectmen). To see if the Town will vote to adopt the following By-Law or take any other action in relation thereto:
1. The Board of Selectmen shall annually, in accordance with the provisions of Chapter 737, of the Acts of 1960, appoint an In- spector of Gas Piping and Gas Appliances, who shall be a voter in the Town of Weymouth, for the term of One (1) year from the first day of April or until his successor in office has been appointed and qualified.
2. His hours of work and salary or compensation shall be fixed and determined by the Board of Selectmen within the limits of appropriated funds.

3. He may be removed from office by the Board of Selectmen for cause; and, in event of removal or resignation from office or death, the Board of Selectmen shall appoint a successor for the remainder of the unexpired term.
4. The duties of the Inspector of Gas Piping and Gas Appliances shall be the enforcement of the rules and regulations adopted by the Board established under the provisions of Chapter 25, Section 12H, of the General Laws, as amended, and such other duties as may be assigned to or required by him by law, those By-Laws, or the Board of Selectmen.
5. The Board of Selectmen shall establish a schedule of fees for the issuance of all gas fitting permits required under the per- tinent provisions of Chapter 143, as amended by Chapter 737, of the Acts of 1960.
6, No permit shall be issued by the Inspector until the fee is paid. All fees received by the Inspector shall be promptly deposited with the Town Treasurer. All permits shall be numbered and in duplicate.
7. The Inspector shall keep a detailed record of all permits issued, fees collected and of other business of the department and shall submit an annual report to the Board of Selectmen of all busi- ness and activities of this office.
8. The Inspector's office shall be a part and division of the Build- ing Inspector's Department.
ARTICLE 37. (By Direction of Board of Selectmen). To see if the Town will vote to name the auditorium in the New Senior High School the Daniel L. O'Donnell Memorial in honor of our late Moder- ator and authorize the appointment of a committee to plan a fitting dedicatory ceremony at the first town meeting assembly held in this new school, or take any other action in relation thereto.
ARTICLE 38. (On Request and By Direction of Board of Select- men). To see if the Town will vote to the renaming of Columbian Square to The Daniel L. O'Donnell Square.
ARTICLE 39. (By Direction of Board of Selectmen). To see if the Town will vote to raise and appropriate by taxation, transfer, and/ or borrowing a sum of money for a survey of town-owned cemeteries and to explore the possibility of the Town taking over operations of certain privately-owned cemeteries, or take any other action in rela- tion thereto.
ARTICLE 40. (By Direction of Board of Selectmen). To see what action the Town will take to amend Chapter 61 of the Acts of 1921 pertaining to the filling of any vacancy caused by the absence, death, or inability to serve of the Town Moderator.
ARTICLE 41. (By Direction of Board of Selectmen). To see what sum the Town will vote to appropriate from the excess and deficiency account to create a stabilization fund as provided by Chap- ter 40, Section 5B of the General Laws (Ter. Ed.), or take any other action in relation thereto.
ARTICLE 42. (By Direction of Board of Selectmen). To see if the Town will vote regulations for the control of premises of Class II and Class III Auto Dealers.

ARTICLE 43. (By Direction of Board of Selectmen). It is hereby determined that there exists in the Town of Weymouth the need for an Urban Renewal program or programs therein in accord- ance with provisions of Section 26XX of Chapter 121, of the General Laws of the Commonwealth of Massachusetts, as amended.
