Article 95. (Urban Renewal Program.)


The motion of the Finance Committee - "that the Town does declare that there exists in Arlington the need for an Urban Renewal Program and for a "Redevelopment Authority" for the purpose of engaging in urban re- newal and land assembly and redevelopment projects; that it is in the public interest that such an authority be organized in Arlington in accordance with the provisions of Chapter 121 of the General Laws of Massachusetts (Ter. Ed.), as amended; that the proper officials of the Town of Arlington be and hereby are authorized and directed to proceed in accordance with said provisions of law to accomplish the foregoing; and that the sum of twenty- five hundred (2500) dollars be and hereby is appropriated for the use of said Redevelopment Authority to formulate a Workable Program and prepare the Survey and Planning Application for federal assistance, said sum to be raised by general tax and expended under the direction of said Redevelop- ment Authority" - was declared lost by the Moderator on a voice vote.

Article 96. (Arlington Housing Authority As Urban Renewal Authority.)

VOTED: That the sum of fifty one thousand three hundred (51,300) dollars be and hereby is appropriated for the purpose of installing new boilers and an incinerator at the Locke School; of which sum forty nine thousand nine hundred twenty five and 95/100 (49,925.95) dollars shall be raised by general tax, and the remainder one thousand three hundred seventy four and 5/100 (1,374.05) dollars be taken from unexpended balances now in the treasury as follows:

Daly, town meeting member from Precinct 11, and duly seconded. The amendment was declared lost by the Moderator on a voice vote, following which the substitute motion was also declared lost on a voice vote. Thereupon, on the motion of the Finance Com- mittee, it was


VOTED: That the sum of twenty five thousand (25,000) dollars be and hereby is appropriated for the purpose of procuring preliminary plans and estimates for the construction of an addition to the Senior High School at the

rear of the existing building and for certain other alterations to said High School; said sum to be raised by general tax and expended under the direction of the Committee appointed under Article 86 of the Warrant for the Annual Town Meeting of 1956.

Article 102. (Appointment of Historical Committee.)


VOTED: That the Board of Selectmen is hereby authorized and directed to appoint a Committee of five registered voters two of whom shall be members of the Arlington Historical Society, for the purpose of investigating, developing and promoting the proper recognition to the Town for having fostered persons or any matters pertaining to historical significance; and for the use of said committee the sum of three hundred (300) dollars be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the Board of Selectmen.


There being no further business under Article 102, the Moderator declared it disposed of.


Article 103. (Conveyance of Land to Arlington Post No. 1775, Veterans of Foreign Wars of the United States.)


A substitute motion offered by Edward W. Murphy, Jr., town meeting member from Precinct 7, duly seconded, was declared carried on a standing vote, 79 having voted in the affirmative and 72 in the negative, following which the motion of the Finance Committee as substituted was declared lost on a standing vote, 84 having voted in the affirmative and 72 in the negative, lacking the required two-thirds vote.


There being no further business under Article 103, the Moderator declared it disposed of.


Article 104. (Ornamental Lighting - Christmas Holiday Season.)


VOTED: That the sum of three thousand eight hundred (3,800) dollars be and hereby is appropriated for the purpose of providing ornamental and additional light to the Town during the Christmas Holiday Season; said sum to be raised by general tax and expended under the direction of the Town Manager.


There being no further business under Article 104, the Moderator declared it disposed of.


Article 105. (Amendment of Town By-Laws.)


VOTED: (Unanimously) That Section 6 of Article 2 of the Town By-Laws be and hereby is amended by striking out said Section 6 and inserting in place thereof the following:


Section 6. On all questions submitted for the consideration of the Town Meeting, there shall be a roll call vote when requested by twenty or more Town Meeting Members present at the meeting. All roll call votes shall be recorded so as to indicate the individual vote of each Town Meeting Member who shall have voted. Said roll call votes shall be available as recorded at the Town Clerk's office.


There being no further business under Article 105, the Moderator declared it disposed of.

Article 106. (Headquarters for Lt. Stanley G. Benner Detachment Marine Corps League of Arlington.)


VOTED: That in accordance with Chapter 40 Section 9 of the General Laws of Massachusetts, as amended by Chapter 409 of the Acts of 1946, the sum of one thousand two hundred (1,200) dollars be and hereby is appropri- ated for the purpose of providing headquarters for the "Lt. Stanley G. Benner Detachment, Marine Corps League of Arlington"; and that said sum be raised by general tax and expended under the direction of the Board of Selectmen.


There being no further business under Article 106, the Moderator declared it disposed of.


Article 107. (Addition to the Stabilization Fund.)


VOTED: (Unanimously) That the sum of one hundred twenty-five thousand (125,000) dollars be and hereby is appropriated to be added to the Stabilization Fund established by vote of the Town Meeting under Article 73 of the Warrant for the Annual Town Meeting of 1958; said sum to be raised by general tax.


There being no further business under Article 107, the Moderator declared it disposed of.


Article 108. (Appropriation of Available Funds.)


VOTED: That the sum of five hundred twenty five thousand (525,000) dollars voted for appropriations heretofore made under the Warrant for this meeting, and not to be borrowed or to be taken from available funds or from balances of special appropriations made in other years, shall be taken from any available funds in the Treasury; and that the Assessors be instructed to use free cash in the Treasury in any available funds to that amount in the determination of the 1962 tax rate.


There being no further business under Article 108, the Moderator declared it disposed of.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and places and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the Town previous to said day of the meeting for the election of candidates of political parties and by posting an attested copy of said warrant at the doors of the Town Hall and in five or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before said day of said meeting. A notice of the time, places and objects of the meeting was published in the local papers.

In pursuance of the foregoing Warrant, the inhabitants of the Town of Arlington qualified to vote in Primaries met in the polling places designated by the Board of Selectmen for the several precincts in said Town on Tuesday, September 18, 1962, at 10:00 o'clock in the forenoon.
