ARLINGTON TOWN REPORT
ANNUAL REPORT of the BOARD OF ASSESSORS for 1962
During the year, the Board of Assessors met every Monday evening, plus special meetings called by the Chairman, especially during July and August, when intermittent sessions were held.
At the organizational meeting on the Monday following the Annual Town Election, the members, including Mr. Walter S. Cooledge, Jr., Mr. John B. Byrne, Jr., and Mr. William O. Hauser, met and unanimously elected Mr. Byrne as chairman and Mr. Cooledge as clerk for one year.
Hearings were held with residents of the town on the subjects of property valuations, personal and motor excise taxes, relief to the aged, infirm, widows, hardship cases, veterans' exemptions and the like.
During the year, members of the Board attended all conferences con- ducted by the State Department of Corporations and Taxation, and also the Assessors' School at the University of Massachusetts.
Members of the Board made weekly trips "into the field" during the year to assess new property constructed within the town, as well as additions and alterations to existing buildings.
During the month of January, members of the Board made individual in- spections throughout the town and assessed personal property in the amount of $5,207,750.00.
The number of tax bills processed by the office this year was in excess of 51,000, in following categories:

The Chairman of the Finance Committee (ex-officio) of all committees.
There have been held 23 full committee meetings and 52 subcommittee meetings this year, with an average attendance of 13, at full meetings Committee.
Finance Committee members also held the usual Precinct meetings to acquaint Town Meeting Members as to why the recommendations were made.

ARLINGTON TOWN REPORT
Report of the Tree Warden and Superintendent of the Moth and Town House Grounds Department

Dear Sir:
I herewith submit my report as Tree Warden and Superintendent of the Moth and Town House Grounds Departments for the year ending December 31,1962.
TREE DEPARTMENT
In the Spring of the year five hundred and ninety-five (595) trees were planted on new streets constructed by the Public Works Department and pri- vate contractors, also; in various sections of the Town when requested by private individuals.
Trees were ordered out by the Board of Selectmen for the construction of streets and sidewalks at the following locations: #111 Valentine Road, five (5) trees on Fairview Avenue, two (2) trees on Park Avenue between Massachusetts Avenue and Paul Revere Road, five (5) trees on Massachu- setts Avenue from Schouler Court easterly, five (5) trees on Mystic Street between Rangeley Road and Farrington Street and fifty-three (53) trees on both sides of Warren Street.
Public hearings were held for the removal of Town trees at #151 New- port Street, #35 Grafton Street, #277 Oakland Avenue and #5 Webster Street. As there were no objections, the trees were removed at the expense of the petitioners.
Trees were pruned and removed by this Department for the Park, Ceme- tery, School and Public Works Departments, at the request of the respective department heads.
The Boston Edison and New England Telephone and Telegraph Companies removed the tops of twenty-three (23) trees that had their utility wires run- ning through them. This Department then removed the rest of the tree below ground with the aid of our stump cutter. Thirty-six (36) dead trees over 24" in diameter were topped by the personnel of this Department. All of these trees were removed below ground level. There were also many small- er trees taken out throughout the Town.
Many requests are still received at the office during the year for trim- ming trees that are close to houses and overhanging roofs, also; raising up and trimming trees to alleviate obstruction from high delivery trucks and buses traveling along our highways was continued.
Roots of trees were trimmed or removed in various sections of the Town for sidewalk construction and curb installation, at the request of the Public Works Department.
Trees were trimmed for better vision of street lights, at the request of the Wire Inspector.
Assisted the Public Works Department in flood control work, also; sprayed some of the areas with disinfectant.

TREE WARDEN, MOTH AND TOWN HOUSE GROUNDS
Fifty-seven (57) trees were planted on Warren Street to replace the trees that were removed in the Spring for widening of the street. These trees were all double staked and each tree was circled with wire for protec- tion.
Christmas trees in all sections of the Town were disposed of by Brush Chippers, thereby saving a considerable amount of money in truck hire.
The personnel of the Department assisted the Park Department clearing skating areas when requested, also; assisted the Public Works Department plowing streets and removal of snow.
Complete maintenance of the Reservoir Dump has been taken over by this Department.
MOTH DEPARTMENT
All public Elm trees in the Town were given a dormant spray in early April for control of the Scolytus Beetle which is the carrier of the Dutch Elm Disease. During the year eight (8) samples of Elm trees were taken from private property for laboratory tests for Dutch Elm Disease. When the tests were made known the property owners were notified and if their tree was diseased they were ordered to have it removed. There is no known cure for this disease outside of removing the trees and burning them up or burying them.
A large number of Maple trees were removed this year that were af- flicted with Verticillium Wilt. This disease is very contagious and requires disinfecting tools when we work on a tree to prevent spreading the disease.
The whole Town was sprayed by Helicopter this year for the first time and in my mind, as well as in the minds of the vast majority of people, it was very successful.
During the Spring many complaints were received at the office regarding Canker Worms and Elm Leaf Beetles, but as soon as the spraying was done the complaints ceased immediately.
Infestation of Tent Caterpillars were reported in various sections of the Town and they also were controlled by the aerial spraying.
We sprayed for the elimination of Poison Ivy at fifteen (15) different locations.
