Article 94. To see if the Town will vote to establish a Conservation Fund as authorized by G. L. Chapter 40, Section 5 (51) and appropriate the sum of 300 dollars thereto; or take any action relating thereto.

Article 95. To see whether the Town shall declare that there exists in Arlington the need for an urban renewal program; whether the Town shall declare that there is a need in Arlington for a redevelopment authority for the purpose of engaging in urban renewal and land assembly and redevelop- ment projects and that it is in the public interest that such an authority be organized in Arlington; whether a sum of money shall be appropriated for the use of said authority to formulate a Workable Program and prepare the Survey and Planning Application for federal assistance; or take any action relating thereto.

Article 96. To see whether the Town will declare that there is a need for Urban Renewal in the Town; whether the Town will delegate to the Arlington Housing Authority the powers of Urban Renewal; whether a sum of money shall be appropriated for the use of said Housing Authority to formu- late a Workable Program and prepare the Survey and Planning application for Federal Assistance; or take any action relating thereto.

Article 97. To see if the Town will make an appropriation to be ex- pended under the direction of the Town Clerk, for the purpose of defraying the expense of advertising and other incidental costs relating to the By-Laws voted at this Town Meeting; determine in what manner the money shall be raised; or take any action relating thereto.


Article 98. To see if the Town will vote to appropriate the sum of fifty one thousand, three hundred dollars ($51,300.) for the purpose of installing new boilers and an incinerator at the Locke School; said sum to be expended under the direction of the Town Manager; determine in what manner the money shall be raised or take any action relating thereto.

Article 99. To see if the Town will vote to appropriate the sum of thirteen thousand, four hundred dollars ($13,400.) for the purpose of ex- tending the sprinkler system at the Cutter School; said sum to be expended under the direction of the Town Manager; determine in what manner the money shall be raised or take any action relating thereto.

Article 100. To see if the Town will vote to apply to the Community Facilities Administration, Housing and Home Finance Agency, of the United States Government, under the provisions of Public Law 560, 83rd Congress, as amended by Section 702 of Public Law 345, 84th Congress, for a repay- able advance of funds for the purpose of procuring plans and estimates for

an addition to the Arlington Senior High School at the rear of the existing building and for certain other alterations to said High School; said monies to be expended under the direction of the High School Additions and Recon- struction Committee appointed under Article 86 of the Warrant for the Annual Town Meeting of 1956; or take any action relating thereto.

Article 101. To see if the Town will vote to appropriate the sum of sixty-five thousand dollars ($65,000.) for the purpose of procuring working plans and specifications for an addition to the Senior High School at the rear of the existing building and for certain other alterations to said High School; said sum to be expended under the direction of the Committee ap- pointed under Article 86 of the Warrant for the Annual Town Meeting of 1956; determine in what manner the money shall be raised; or take any action relating thereto.

Article 102. To see if the Town will authorize the Board of Selectmen to appoint a Committee of five registered voters two of which will be mem- bers of the Arlington Historical Society, for the purpose of investigating, developing and promoting the proper recognition to the Town for having fostered persons or any matters pertaining to historical significance; make an appropriation for the use of said Committee; determine in what manner the money shall be raised; or take any action relating thereto.


Article 103. To see if the Town will vote to authorize and direct the Board of Selectmen to sell, convey or otherwise dispose of the parcel of land, to Arlington Post No. 1775, Veterans of Foreign Wars of the United States, Inc. hereinafter described. Said parcel of land is owned by the Town of Arlington and is that land in the immediate vicinity of the Winslow Street side of the railroad station situated on Railroad Avenue; bordered on the west by Russell Terrace; on the north by Winslow Street; on the east by land owned by the Town of Arlington and on the south by land owned by the Boston and Maine Railroad.

To see if the Town will vote to make an appropriation for the purpose of providing ornamental and additional light to the streets in the business area of the Town during the Christmas holiday season; deter- mine in what manner the funds shall be raised and expended; or take any action relating thereto.

Article 105. To see if the Town will vote to amend Section 6 of Article 2 of the By-Laws, by striking out said Section 6 and inserting in place there- of the following:


Section 6. On all questions submitted for the consideration of the Town Meeting, there shall be a roll call vote when requested by twenty or more Town Meeting Members present at the meeting. All roll call votes shall be recorded so as to indicate the individual vote of each Town Meeting Member who shall have voted. Said roll call votes shall be available as recorded at the Town Clerk's office.

To see if the Town will make an appropriation of a sum of money to be expended under the direction of the Board of Selectmen for the purpose of providing suitable headquarters for the Lt. Stanley G. Benner Detachment, Marine Corps League of Arlington, determine in what manner the money shall be raised and expended or take any action relating thereto.

To see if the Town will make an appropriation to be added to the Stabilization Fund created under Article 73 of the Warrant for the 1958 Annual Town Meeting in accordance with the provisions of Massachu- setts General Laws (Ter. Ed.), Chapter 40, Section 5B, as amended; deter- mine in what manner the money shall be raised; or take any action relating thereto.


Article 108. To see if the Town will authorize taking a sum of money voted for the appropriation heretofore made at this Town Meeting under this Warrant, and not voted to be borrowed, from any available funds in the treasury and will authorize the Assessors to use free cash in the treasury in any available funds to an amount not exceeding $525,000.00, in the determi- nation of the 1962 tax rate.


And you will notify and warn the voters of the Town of Arlington to meet at the times and places herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least before the day of said meeting for the election of officers.


Hereof, fail not, and make due return of the War - rant, with your doings thereon, to the Town Clerk before the day of said meeting.

ANNUAL TOWN ELECTION, MARCH 5, 1962


In pursuance of the foregoing Warrant, the inhabitants of the Town of Arlington, qualified to vote in elections, met in the polling places designated by the Board of Selectmen for the several precincts in said Town on Monday, March 5, 1962, at seven o'clock in the forenoon.


Upon receipt of the returns as made by the election officers of the several precincts, they were canvassed by Miss Ann Mahon, Town Clerk, Messrs. Timothy J. Buckley, Arthur P. Wyman and Joseph H. Cormier, Registrars of Voters assisted by Miss Mary A. Farrington, Assistant Town Clerk, and the results were announced at 2:30 A.M. on Tuesday, March 6, 1962, as follows:
