TOWN RECORDS
In accordance with Section 61 of Chapter 51 of the General Laws, the return of the registered voters in Arlington at the close of registration for the Town Election on February 13, 1962, was forwarded to the Secretary of the Commonwealth.
The results of the count of votes cast at the Town Election were for- warded to the Secretary of the Commonwealth.
In accordance with Section 132 of Chapter 54 of the General Laws, the total number of voters checked on the voting lists in each precinct was forwarded to the Secretary of the Commonwealth.
In connection with the work of the Department of Corporations and Taxa- tion, a list of Town Officials was forwarded to the Director of Accounts.
ANNUAL TOWN MEETING - MARCH 19, 1962
Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a constable of said Town, notices having been sent by mail by the Town Clerk at least seven days before the day of the meeting to the town meeting members elected and qualified to act in town meetings in Arlington under the provisions of Chapter 43A of the General Laws, as amended, and published in the local newspapers as required by the Town's By-Laws, the town meeting members met in the Town Hall, in said Town, on Monday, March 19, 1962, at eight o'clock in the evening. The Warrant calling the meeting served as the notice sent by mail to the town meeting members by the Town Clerk.
Certificates were filed with the Town Clerkby the Chairman and Clerks of Precincts 5 and 7 relative to meetings held on March 19, and of the elections to fill town meeting vacancies until the next annual election, as follows:
Precinct 5 - Denis C. O' Connell, 54 Norcross Street, to fill until the next annual election the vacancy arising from the resignation of Walter W. Kelly, Jr., whose term was to expire in 1964;
Precinct 7 - Thomas F. O' Keefe, 74 Webster Street, to fill until the next annual election the vacancy arising from the resignation of Edward J. Dever, Jr. whose term was to expire in 1963.
Lists of the duly qualified town meeting members were used at the entrances to the meeting place and were in charge of Mary A. Farrington and Charlotte E. Emerson. The lists contained the names of two hundred forty (240) town meeting members and seven (7) town meeting members at large qualified to participate and vote in town meetings in Arlington.
The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that two hundred twenty-three (223) town meeting members and seven (7) town meeting members at large (93.1% of total 247) attended the meeting.
Philip H. Burt was sworn by the Town Clerk as Stenographer to impar- tially and correctly report the proceedings of the meeting to the best of his ability.
The Moderator, Lawrence E. Corcoran, declaring a quorum present, called the meeting to order at 8:08 P.M.
The meeting was opened with the singing of "The Star Spangled Banner" by the assembly, accompanied by Mr. Anton Kovar, pianist, and Mr. Richard Laman, trumpeter, both of the School Department.

The invocation was given by Reverend William W. Lewis, Pastor of the First Unitarian Church.
The Town Meeting Members who had not previously been sworn were thereupon sworn by the Moderator.
There being no objection to the request of Mr. Horace H. Homer, Chairman of the Board of Selectmen, permission was granted by general consent for Messrs. Greeley and Pellegrini of the Board of Selectmen; Mr. Nicksay, Executive Secretary of the Board of Selectmen; Messrs. Coolidge and Hauser of the Board of Assessors; Mr. Waterman, Executive Secretary of the Board of Assessors; Messrs. Widder, Johnson and Swadkins of the Personnel Board; Mr. Morris, Executive Secretary of the Personnel Board; Messrs. Dunn, Higby, Ahern, Lawlor, Guinan, Cotter, Sisson and Dillon of the Finance Committee; Mr. Farrow, Executive Secretary of the Finance Committee; Messrs. Baker, Daily, Coughlin, McCann, Allen, Kent, and Mrs. Porteus of the School Committee; Mr. Roens, Superintendent of Schools; Messrs. Cataldo, Kenna and Herlihy of the Planning Board and Mr. Purcell, Town Counsel, be permitted to sit within the Town Meeting enclosure.
The Town Clerk read the call of the meeting and the constable's return of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.
On motion of Selectman Homer, duly seconded, it was
VOTED: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourns to Wednesday evening, March 21, 1962, at 8 o'clock.

Purcell to speak for the Committee under vote of the Town passed March 24, 1954, to procure plans and estimates for the construction of a school building in the area of Florence Avenue, George and Renfrew Streets and on Mr. Homer's motion, duly made and seconded, it was

Mr. Percival E. Richardson presented the report of the Committee under vote of the Town passed March 24, 1954, to investigate, consider and make recommendations as to the swimming conditions at the Arlington Heights Reservoir Beach and on his motion, duly made and seconded, it was

The Moderator announced that the report of the Arlington Brotherhood Committee under vote of the Town passed March 28, 1955, was on file with the Town Clerk.
Mr. Edward G. Grey presented the report of the High School additions and reconstruction committee under vote of the Town passed April 4, 1956, and on his motion, duly made and seconded, it was
VOTED: That the report be received.
Mr. Allan B. Igo presented the report of the Arlington Development Commission under vote of the Town passed March 25, 1957, and on motion of Mr. Homer, duly made and seconded, it was

Mr. Percival E. Richardson, Chairman of the Committee under vote of the Town passed March 27, 1957, to investigate and make a study of the land owned by the Town of Arlington in the Town of Lexington, known as the Great Meadows, requested that he be excused from making a formal report at this time.

Wilkins presented the report of the Committee under vote of the Town passed March 21, 1958, to investigate, consider and make recom- mendations as to the advisability of installing voting machines in any or all of the precincts of the Town and on her motion, duly made and seconded, it was

The Moderator announced that the Chairman of the committee under vote of the Town passed March 21, 1960, to investigate, consider and make

recommendations relative to Town encouragement financially, or otherwise, of Town employees seeking formal education in areas related to or growing out of their full-time activities, had reported that he would be unable to be in attendance at this meeting and further that in the opinion of the Town Counsel they had no legal right to spend any money at this time.
Mr. George J. Remmert spoke for the Committee under vote of the Town passed March 22, 1961, to investigate, consider and make recom- mendations relative to the need for urban renewal in the Town, and requested that the Committee's report be deferred until such time as Article 95, which was inserted at their request, comes up for action.
On motion of Mr. Kermit C. Streng, Chairman of the Finance Committee, duly seconded, it was
VOTED: That Article 3 be laid on the table.
On motion of Mr. Kermit C. Streng, Chairman of the Finance Committee, duly seconded, it was
VOTED: That the remaining articles in the Warrant be now taken up separately in the order in which they appear in said Warrant unless other- wise voted as to any particular article, and that the recommendations of the Finance Committee under said articles as presented in their printed report be considered as now before the meeting, to be voted upon without further motion, separately, under the respective articles as they appear in said report.
Article 4. (Treasurer; Power to Borrow)
VOTED: That the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money on and after January 1, 1963, in anticipation of the revenue of the financial year beginning January 1, 1963 and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws and any amendments thereof; any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1963.
There being no further business under Article 4, the Moderator de- clared it disposed of.
Article 5. (Claims or Charges of Symmes Hospital)
VOTED: That the sum of forty two thousand five hundred eighty four and 95/100 (42,584.95) dollars be and hereby is appropriated to pay claims and charges of Symmes Hospital, including such claims and charges for aid, relief or care furnished prior to January 1, 1962 to persons falling into distress and standing in need of immediate relief; said sum to be raised by general tax and expended under the direction of the Town Manager.
There being no further business under Article 5, the Moderator declared it disposed of.
Article 6. (Amendment of Town By-Laws - Classification and Pay Plan)
VOTED: (Unanimously) That the Classification Plan - Schedule A and Pay Plan - Schedule B as established by Article 7C of the By-Laws and as amended under any article of the Warrant for this meeting, be and hereby are amended by increasing all money figures contained therein by approxi- mately three percent (3%) to the nearest even dollar or one hundred and forty six (146) dollars, whichever is the greater, in the annual salary

schedule, and two dollars and eighty cents (2.80) or approximately three percent (3%) to the nearest even daily rate, whichever is the greater in the weekly salary schedule; and by increasing the compensation of regularly employed part-time employees by approximately three percent (3%) to the nearest dollar; said amendment to become effective April 1, 1962; and that for this purpose the sum of seventy thousand three hundred (70,300) dollars be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the departments affected.
There being no further business under Article 6, the Moderator declared it disposed of.

There being no further business under Article 7, the Moderator de- clared it disposed of.
Article 8. (Amendment of Town By-Laws - Classification and Pay Plan.)
VOTED: (Unanimously) That the Classification Plan - Schedule A and Pay Plan - Schedule B as established by Article 7C of the By-Laws be and hereby are amended by striking out the words and figures "Maximum - $9064.00" where they appear in Grade PF 6 of said schedules and inserting in place thereof the words and figures "Maximum - $9200."; said amend- ment to be effective April 1, 1962; and that for this purpose the sum of two hundred and four (204) dollars be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the departments affected.
There being no further business under Article 8, the Moderator declared it disposed of.
Article 9. (Amendment of Town By-Laws - Classification and Pay Plan.)
VOTED: (Unanimously) That the Classification Plan - Schedule A as established by Article 7C of the By-Laws be and hereby is amended by reallocating Assistant Inspector of Buildings, from Grade AG 5 to Grade AG 6; and by reallocating Assistant Inspector of Wires, from Grade AG 5 to Grade AG 6; said amendment to become effective April 1, 1962; and that for this purpose the sum of four hundred and thirty (430) dollars be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the departments affected.
There being no further business under Article 9, the Moderator de- clared it disposed of.
