REIMBURSEMENTS AND REFUNDS


Reimbursement by the State Treasurer is now twelve months in arrears. The Town Collector and Treasurer received from the State Treasurer in 1962 the amounts which covered the months of March, 1961 through December, 1961.

1962 will be remembered as the year in which medical aid for the aged and hospital aid assumed huge proportions. The cost of hospitalization is so great, nowadays, that old people of ordinary means and young couples with three or four children to support just cannot cope with it. The Depart- ment of Veterans' Services had calls for aid because of hospitalization and medical care that were about just as great in 1962 as in 1961. It does not seem that the call for aid will be less for the future.


The Department of Veterans' Services for the Commonwealth, which maintains a certain supervision over this department and arranges for re- imbursements, has fallen back in its payments to the Town. It is now twelve months in arrears. In 1961 it was ten months in arrears.


We wish to gratefully acknowledge the cooperation and help received from the Board of Selectmen, the Town Manager, the Personnel Board and their staffs and to express our appreciation of the excellent work performed by the employees of this department.

REPORT OF THE ARLINGTON HOUSING AUTHORITY


Annual Report of the Arlington Housing Authority 1962


Board of Selectmen Town of Arlington Arlington 74, Massachusetts


Gentlemen:


The Arlington Housing Authority is pleased to submit herewith its Annual Report for the year 1962.


During the course of the year the Arlington Housing Authority consisted of the same members throughout the whole year. At its Annual Meeting held on March 13, 1962 Mr. Myron D. Chace was elected Chairman; Mr. James A. Coffey, Vice Chairman; Mr. Joseph S. Vahey, Treasurer; Mr. Thomas M. Kelly, Assistant Treasurer.


Throughout the year, the Authority has investigated possible sites for the construction of a second Development for Elderly Persons, the need of which is amply demonstrated by the large number of applications now on file. In addition to this the Authority has been very active in maintaining and operating its presently existing 176 apartments for Veterans and 72 apart- ments for Elderly Persons. As an example of the type of major work done, sixty sets of precast concrete steps complete with wrought-iron railings were installed to replace the twelve year old wooden steps; areas were blacktopped where needed; and over twenty-five hundred feet of curbstone were painted to indicate available parking for automobiles. Public bids were advertised for all major items including oil for the Drake Village apart- ments.


The Authority succeeded in amortizing against principal indebtedness an amount in excess of sixty-thousand dollars.


In addition to these direct operational duties, members of the Authority also attended legislative hearings at the State House to express views on proposed legislation affecting Housing Authorities.


During the course of the year, a voluntary payment to the Town, in lieu of taxes was made in the amount of $6336. This amount is established by law and is the largest payment so allowed.


The Authority wishes to express its appreciation to all officials, Boards, and Town Departments for their cooperation throughout the year.

ARLINGTON TOWN REPORT


Report of the Cemetery Department


January 11, 1963

Dear Sir:


The Board of Cemetery Commissioners herewith submit their Annual Report for the year ending December 31, 1962.


Wide strips of land and large corners throughout the cemetery were cut up into Single Graves and Two Grave Lots. Approximately thirty Single Graves and thirteen Two Grave Lots were made and sold during the year.


Four trees, one Flowering Crab and three Elm Trees, were removed because of disease. These are to be replaced in the Spring.


The hydrant on Beech Avenue was removed and replaced with an under- ground hydrant.


Approximately 450 new Single Graves are ready for selling in the AA Section and much more land is ready for future staking of Single Graves.


Plot CC on the westerly side of Mill Brook is also ready for Two, Three and Four Grave Lots.


There were 447 interments during the year.


Mr. John H. Callahan was re-appointed to the Board for a three year term to expire December 22, 1965.


The Commissioners wish to express their thanks to Town Manager Ed- ward C. Monahan, Department Heads and Supt. Edward C. Preston for their help during the year. We also extend our appreciation to the Cemetery Em- ployees for their co-operation in 1962.

Annual Report of the Engineering Department


January 8, 1963

Dear Sir:


The work of this Department consists of designing, estimating costs, staking and laying out lines and grades for the various construction projects built by the Public Works Department, the Park Department, the Cemetery Department and by Contractors.


Contract plans and specifications were drawn for new street construc- tion projects and drainage projects and the work of the Contractors was inspected and supervised by this Department.


Final surveys, record plans and assessments are made and calculated.


One hundred eight building applications were processed, street numbers assigned and grades checked.


Estimated costs and preliminary plans were made for the Chap. 90 re- construction and widening projects.


Plans and specifications were drawn for alterations at the Police Station, the Robbins Library and the Dallin Branch Library.


Traffic counts have been taken at some of the major intersections and studies are in progress for the modernization of traffic lights throughout the Town to comply with the new nation-wide requirements. Traffic Engi- neering continues to require more of this Department's time each year.


Plans, estimates, advice, etc. are provided for many of the other Town Departments.


Annexed to this report is a list of public and private streets and other statistics as of January 1, 1963.
