Article 4. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1963, and to issue a note or notes therefor, payable within one year, and to renew any

note or notes that may be given for a period of less than one year in accord- ance with Section 17, Chapter 44, General Laws.
Article 5. To see if the Town will make an appropriation or appropria- tions to pay the claims or charges of Symmes Arlington Hospital including such claims and charges for aid, relief or care furnished prior to January 1, 1962, to persons falling into distress and standing in need of immediate re- lief; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 6. To see if the Town will amend Schedule A of the Classifica- tion Plan, and Schedule B of the Pay Plan, as established by Article 7C of the By-Laws and as amended under any Article on the Warrant for this meet- ing, by increasing all money figures contained therein by approximately three percent (3%) to the nearest even dollar of $146.00, whichever is the greater, in the Annual Salary Schedule, and $2.80 or approximately three percent (3%) to the nearest even daily rate, whichever is the greater, in the Weekly Salary Schedule, and by increasing the compensation of regularly employed part-time employees by approximately three percent (3%) to the nearest dollar; said amendment to be effective April 1, 1962; appropriate the sum of $70,300.00 to be expended by the various departments affected; and determine in what manner the money shall be raised.

Article 24. To see if the Town of Arlington will amend Schedule A of the Classification Plan, and Schedule B of the Pay Plan, as established by Article 7C of the By-Laws and as amended under any article of the Warrant for this meeting, by increasing all money figures contained therein by ap- proximately four percent (4%) to the nearest even dollar or $208.00, which- ever is the greater, in the annual salary schedule, and $4.00 or approximately four percent (4%) to the nearest even daily rate, whichever is the greater, in the weekly salary schedule, and by increasing the compensation of regu- larly employed part-time employees by approximately four percent (4%) to the nearest dollar, said amendment to be effective April 1, 1962; appropri- ate the sum of $93,750.00 to be expended by the various departments af- fected; and determine in what manner the money shall be raised.

Article 25. To see if the Town will vote to amend Section 13 of Article 7C of the Town By-Laws entitled "Vacation Leave" by deleting sub-section 3 of said Section 13 and inserting the following new section thereof:
3. Department heads shall allow vacations with pay to employees who have met the requirements set forth above, as follows:
A. Two calendar weeks for employees, except professional librarians and library assistants, who have less than five years of service with the Town.
B. Three calendar weeks vacation for employees, except professional librarians and library assistants who have served not less than five years of continuous full time service with the Town, said five years service to be completed prior to June 1 of the year preceding that for which such third week vacation shall be granted.
C. Four calendar weeks vacation for employees, except professional librarians and library assistants, who have served not less than twenty years of continuous full-time service with the Town, said twenty years service to be completed prior to June 1 of the year preceding that for which such fourth week's vacation shall be granted.
D. Four calendar weeks vacation for professional librarians.
E. Three calendar weeks vacation for library assistants. Provided, however, that any library assistant who has served not less than twenty years of continuous full-time service with the Town shall be entitled to a vacation of four calendar weeks, said twenty years service to be completed prior to June 1 of the year preceding that for which such fourth week's vacation shall be granted.

Article 26. To see if the Town will accept the provisions of Section 95A of Chapter 32 of the General Laws, as amended, entitled; "CITY OR TOWN SHALL GRANT ANNUITY TO SURVIVING SPOUSE ETC., OF CERTAIN OF- FICIALS OR EMPLOYEES"; or take any action relating thereto.

Article 27. To see if the Town will accept a gift of a parcel of land from the Harvard Trust Company to be used by the Town to supplement town- owned land to be developed as a metered off-street parking area, or take any action relating thereto.

Said land is bounded and described as follows:
Beginning at a point on the division line between land of the Town of Arlington and land of the Harvard Trust Company said point being 26.34 feet northwesterly of the northwesterly side line of Railroad Avenue and being 45 feet northeasterly of the rear property line of the premises numbered 645 to 651 Massachusetts Avenue, thence northwesterly through land of the Harvard Trust Company a distance of 151 feet more or less to a point on the division line between said land of the Harvard Trust Company and land of the Metropolitan Transit Authority said point being 47.5 feet northeasterly of the northerly corner of the premises numbered 659 to 663 Massachusetts Avenue, thence northeasterly on the division line between land of the Harvard Trust Company and land of the M.T.A., #11 Water Street and #13-15 Water Street, a distance of 129.64 feet to an angle point, thence on the division line between said land of the Harvard Trust Company and land of the Town of Arlington southerly 37° 43' 28" east a distance of 133.65 feet to an angle point, thence southerly 24° 22' 32" west a distance of 44.47 feet to an angle point, thence southerly 34° 44' 28" east a distance of 47.97 feet to the point of beginning and containing about 11,840 square feet, as shown on a plan on file in the office of the Town Engineer, Arlington, Mass., and entitled "Plan of Land Showing Proposed Parking Area, Arlington, Mass., Scale 1"=30', October, 1961, W. H. Roby, Town Engineer."
Article 28. To see if the Town will make an appropriation to excavate, grade, pave, paint stalls, provide lighting, parking meters, vote to remove the wooden building on property in the rear of Railroad Avenue, formerly known as the Arlington Center Railroad Station and do any and all other acts necessary on land owned by the Town of Arlington in the rear of Railroad Avenue, to provide a public off-street parking area; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 29. To see if the Town will make an appropriation to pay the Boston and Maine Railroad the expenses incurred by it and to be reimbursed by the Town in connection with the laying out and construction of Drake Road, over the railroad tracks and right of way of said railroad; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 30. To see if the Town will make an appropriation to pay the Boston and Maine Railroad the expenses incurred by it and to be reimbursed by the Town pursuant to the creation of a new railroad crossing at Mystic Street, in connection with the relocation, altering, widening and reconstruc- tion of Mystic Street; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 31. To make appropriations to defray Town obligations, liabili- ties, outlay and expenses and especially for or relating to all or any of the boards, departments, purposes and matters hereinafter mentioned, and to provide for the disposal of motor vehicles and other personal property be- longing to the Town; determine in what manner the money shall be raised and expended; or take any action relating thereto.
