DRAINAGE: The long-term drainage improvement program, which was initiated during 1961 pursuant to the comprehensive study of the Town by Town Engineer Roby, continues as planned.


BOARD OF HEALTH: The full effect of legislative action reducing the number of sanitoria throughout the state will not be felt until the coming year 1963, at which time a considerable reduction should be experienced in town expenditures for this particular purpose.


LEGAL DEPARTMENT: Satisfactorily settled during the year by judicial decisions were the Russell Common Land Case and the Chapter 90 widening of Massachusetts Avenue as it affected Hutchinson's Candy Store.


LIBRARY: Circulation figures continue to increase and expenses in- crease correspondingly. There is not any question that we have a wonderful library, but the townspeople will have to make a decision very soon as to just how much farther the Town will have to go infurther improvements in a situ- ation that is already excellent by all state standards.


PARK AND RECREATION: Accelerated emphasis placed during the year on expanded programming with a great deal of attention being placed on the need for physical fitness.


PLANNING BOARD: The Planning Board has been very active during the year. In order to understand the progress made on the comprehensive report and other activities that the Board has engaged in, it is suggested that the report of the Planning Board appearing elsewhere in this annual report be referred to.


PUBLIC WORKS DEPARTMENT: Pending the receipt of a suitable bid for collection of garbage by the contract method, the Public Works Depart- ment during the first several months of 1962 combined garbage and rubbish collections and did a most outstanding job. In the meantime, bids for garbage collection, starting at $135,000. and later at $125,000., were received and finally a satisfactory bid of $115,000. per year was received ina sealed pro- posal and the contract awarded. The Public Works Department continues to be second to none in the Commonwealth. Efficient services are rendered at the lowest possible cost to the residents. In order to get a broader concep- tion of the multiple duties of this department, please refer to the report of the Public Works Department appearing elsewhere in the Annual Report.


PURCHASING DEPARTMENT: The spirit as well as the law of town by- laws in connection with competitive bidding for Town requirements continues. Wherever possible, quality and price being considered, local vendors are favored. All purchase orders that are issued are subject to simultaneous encumbrance by the Town Accountant.


SNOW REMOVAL: Although the record-breaking snowfall was experi- enced during the month of February, the winter operations were more or less

routine with the usual amount of sanding, which must be done on all hills whether or not we have any snowfall at all. The cooperation of storekeepers in cleaning off their sidewalks improved during the year. The Police Depart- ment has stepped up its supervision in connection with the pushing or plow- ing of snow from business premises which, of course, is not permitted under the by-laws. The program of plowing sidewalks in the vicinity of schools was maintained and enhanced as the need arose for such additional expanded operations. Custodians of school buildings have been more alert in taking care of snow removal and sanding of the walks within and without school premises.


TREE DEPARTMENT: Helicopter spraying of the entire Town inaugur - ated for the first time proved very successful. Approximately 500 trees were planted during the year.


WELFARE DEPARTMENT: The so-called M.A.A. program is bulking larger in gross expenditures. It is still too soon to appraise this new cate- gory completely; nevertheless, it is obvious as we move into the next few years that the cost of this particular program will loom larger in the Town's expenditures. It may be predicted, for example, that for the first time since 1953 the budget for the ensuing year will necessarily show an increased ap- propriation, attributable to said M.A.A. program, also the Disability Assist- ance Program and the Aid to Dependent Children, which are beginning to reflect greater Town responsibilities financially.


VETERANS' SERVICES: Because of medical and hospitalization costs primarily, the appropriations needed for Veterans' Services reflect in- creased costs to the Town. It may be predicted that for the third successful year the appropriation for this purpose in 1963 will show an additional in- crease over the previous year.


CONCLUSION: For their cooperation during the year, I wish to thank the Honorable Board of Selectmen, the Finance Committee, the Personnel Board, the School Committee, the Board of Assessors, the Office of Town Collector and Treasurer, and all other town departments, boards and com- missions.


My thanks are extended to the employees of all departments under my supervision and control who are especially deserving of my gratitude for their fine teamwork during the year. Considering the number of complaints and the enormity of the task, faults have apparently been relatively few in the rendering of public service to the citizens of the Town.


The Town of Arlington is indeed fortunate in the number of outstanding citizens, including Town Meeting members and members of school building committees, who give of their time and effort with no compensation to the various unpaid boards and commissions of the Town Government. Sincere thanks are expressed to them for their truly tremendous services to the town during the year just closed.


To the citizens of the Town, my sincere thanks are extended for their continued cooperation, confidence and encouragement which make worthwhile every effort expended in their behalf by their town employees, including the Town Manager.
