The Directors regret and earnestly protest against the defacing of books by patrons of the Library, which ne- cessitates re-binding or condemning a large number an- nually. It is a difficulty only to be obviated by each one assuming a personal responsibility in the matter.
The number of issues of books, for the past year, has been four hundred and seventy-one less, and the number of applicants for books seventy-eight more, than for the preceding year.
We recommend that the sum of one hundred dollars be appropriated for the purchase of books the ensuing year.

Joseph B. Heald, Clerk of the Town of Westford, has paid into the Treasury of said Middlesex County, One Hundred Forty-six 1% Dollars for Dog Licenses, for the year eighteen hundred and eighty-two, as per his account on file-$146.40.

THE SELECTMEN PRESENT THE FOLLOWING STATEMENT.
Finding a balance in the Treasury, more than sufficient to meet any immediate liabilities, the Treasurer, with our approval, made arrangements with the Worcester County Institution for Savings, to receive in December last, the amount of one note for $2,000, coming due the 28th of May next, thereby saving to the town five months' interest.
The next note, held by the Worcester County Insti- tution for Savings, will not become due till May 28, 1884, hence it seems the amount of money to be raised by taxation, for " town debts and charges," the current year, may be some $2,000 less than for the year 1882,
which was $6,500. We make this recommendation in view of the fact that an effort has been made whereby the town might take up one or more of the notes now held by the Worcester County Institution for Savings, but they will not allow us to anticipate the payment, unless we consent to pay them one per cent. per annum, for the time the notes would have to run. Hence we cannot pay off any note before May 28, 1884, unless we pay the premium required ; which we respectfully sub- mit for your consideration.
