We are pleased to make a favorable report of the continued usefulness of the Public Library. There are seventeen hundred and forty more issues of books this year than last, and less expense in their repair, from the care and forethought of the Librarian. Still the una- voidable wear, passing through so many hands, renders it necessary from this cause, to discard some of those especially popular. It is very desirable that the books · be carefully used, and the readers are earnestly requested to avoid turning down the corners of the leaves to indi- cate their place. Scarcely any practice causes greater disfigurement.
To promote the continued efficiency of the Library, and retain the interest of the constantly increasing class of readers, the directors respectfully ask for an appro- priation of one hundred and fifty dollars for the eusuing year.
We gratefully acknowledge the receipt of twenty- nine volumes of United States documents, from the Hon. Wm. A. Russell, also twelve numbers of the Unitarian Review, from the American Unitarian Association, like- wise a discourse by Rev. Edward A. Horton, commemor- ative of the Two Hundredth Anniversary of the old Meeting House at Hingham, Mass.
The list of books appended, covers the additions to the Library of the past year.
ARTHUR WRIGHT, ELIZA A. BABBITT, ABIEL J. ABBOT, Directors of Public Library.

LIST OF JURORS 1883.
The following names will be reported at the annual March meeting, to be placed in the jury-box, subject to revision by the town :
EDWARD PRESCOTT,
GILMAN J. WRIGHT,
DANIEL ATWOOD,
ISAAC E. DAY,
EDWARD COOLIDGE,
ISAAC P. WOODS,
EPHRAIM A. STEVENS,
JAMES HILDRETII,
GEORGE HUTCHINS, WESLEY O. HAWKES,
JOHN LANKTREE,
HENRY CHAMBERLIN,
LUTHER WILKINS,
MOSES EDWARDS,
REUBEN J. BUTTERFIELD,
HEZEKIAH CUMMINGS,
CHARLES E. WHIDDEN.
GEORGE T. DAY, ARTHUR WRIGHT, ALBERT P. RICHARDSON, Selectmen of Westford.
WESTFORD, February 19, 1883.
AUDITOR'S REPORT.
At the annual meeting in March, 1882, the follow- ing article was in the warrant : "To see if the town will pass a vote, requiring the Selectmen to have printed in their next annual report, the report of the Auditor, made to the town in March, 1880."
Upon the foregoing, the following action was taken : " Voted, that the report of the Auditor, made to the town and referred back with instructions, be printed in the next annual report."
In accordance with that vote, the Selectmen have caused the following report to be printed :
LOWELL, MASS., February 20, 1880.
To George T. Day, Arthur Wright and Albert P. Richardson, Selectmen, Town of Westford, Massachusetts :
GENTLEMEN .- In compliance with your request, I have examined the books of the Overseers of the Poor of your town, commencing with the year 1865, up to 1879, and herewith submit the result : During the years referred to, Mr. Prescott or Mr. Hamlin (one of the two) was Chairman of the Board, and before concluding my examination, I spent two afternoons with these gentlemen, in look- ing over the books and giving them an opportunity to explain any- thing that did not appear plain.
The years 1865 to 1872, inclusive, I found correctly cast, and each item in its proper column of debit and credit.
The years 1873, 1874, 1875, 1876 and 1877, under Mr. Hamlin's chairmanship, are not correctly cast. The footings are made to appear at the end of each year, showing an excess of expenditures
48
over the receipts, when the true footings would show the amount of money received by the Board of Overseers for each of the three years to exceed the expenditures, by the following amounts :
For the year 1873
$27 66
66 1874
18 92
66 66 1875
52 54 66 66 66 1876
90 68 66
66
66 1877
1 69
Making a total of . $191 49 There are also two charges of $5.00 each, Feb. 25, 1878, which are previously charged under the dates March 21, 1877, and Jan- uary 12, 1878. This would make a total of $201.49 due the town by the Board of Overseers for these years. On the other hand, Mr. Hamlin charged himself as having received from old Board of Overseers :
March 5, 1877 .
$33 25
And again, March 2, 1878
34 58
Making
$67 83
Now, as he himself was chairman of the board, during the preced- ing years that these two charges were made, it is evident that it must have been received from himself, and that he got mixed up some way in keeping the accounts ; therefore these sums should be deducted from the amount named ($201.49) as due the town, which would leave the net amount due by him to the town to be $133.66.
There are also two items, charged by Mr. Hamlin to the town, one of $6.00, May 15, 1877, for " work paid Mr. Bradley," and the other of $16.44, March 27, 1878, as " error in settlement," which could not be explained satisfactorily to me, but as it was likely to in- cur further expense in sifting the matter, I take the liberty of sug- gesting that these two items be dropped, provided Mr. Hamlin pays the other amount ($133.66) in such reasonable time as you may deem proper.
The year 1878, under Mr. Prescott, Chairman, I find correctly cast.
In order to avoid complications and errors in future, I would suggest that the town instruct the Selectmen to have the accounts of the Board of Overseers audited annually hereafter.
Respectfully submitted,
JOHN S. D'EVELYN.
