REPAIRS OF ROADS AND BRIDGES.


The Town, at its Aunual Meeting in 1883, voted to raise the sum of $2,000 for repairs of roads and bridges, the whole amount to be expended, under the direction of the Selectmen, during the Spring, Summer and Fall months. Of that amount there has been paid to H. D. Pierce, Master of Town Farm, for work of self, meu and horses, the sum of $1,378.70, and to all others for labor, gravel, stone, etc., the sum of $839.97. You will see we have exceeded the appropriation some $200. This arises, largely, from the fact that a considerable portion of our roads are hilly and badly worn. They can be surfaced up very well in the spring, but to put them in con- dition for permanent wear necessitates the carting of gravel, and there is great difficulty iu procuring it without carting a long dis- tance, which very much increases the expense. There are many sections of our road that can be put in good order only by carting the material, with which to do the work, a long distance, therefore we would recommend that the Town raise as much money for roads as in 1883.

EXPENSE OF LAW SUIT BETWEEN THE TOWNS OF GARDNER AND WESTFORD.


In December, 1881, an action was brought against this Town to recover the expense incurred by the town of Gardner for the sup- port of the family of one Philinda Watson and children, she being formerly the wife of Marceine Nutting of Groton, said family con- sisting of nine members. The case had to be tried at Worcester, Gardner being in Worcester County. On this account the Town was put to more trouble and expense. It was thought judicious to employ counsel from Worcester, and Hon. F. T. Blackmer was re- tained by this town. The case was continued through several terms of Court, this town being ready for trial at each term. Gardner finally withdrew the case in December, 1883, being convinced the family had no legal settlement in Westford.

That the Public Library continues to be a source of improvement and pleasure, is shown by the large issue of books,-over that of any preceeding year except the last. It may be interesting to note the increase in the percentage of circulation, in the scientific and miscellan- eous departments, indicating we may believe, the grow- ing elevation of taste which free access to a good library induces. The yearly cost for repairing the books has, in former years, amounted to a considerable sum. During the past two years this expense has been obviated by the kindness and generosity of a former lady director, and the careful oversight of the Librarian. But to lessen this generous labor, and avoid the necessity of frequent replacing, we would emphasize the desirability of more care in the use of books taken from the Library. Al- though much of the wear is due to imperfection in bind- ing, yet soiling and tearing leaves arises from causes which forethought can easily overcome.


We gratefully acknowledge the receipt of twelve numbers of the Unitarian Review, from the American Unitarian Association; nine volumes for the Theological Department, from the Librarian of the Lancaster Library ; and a volume of fiction from Mr. John M. Fletcher of Westford.


The Directors respectfully ask for an appropriation of one hundred and fifty dollars for the ensuing year.
