Recommend that compensation for elected Town Officers be fixed as follows: Town Clerk, $2,600.00 per year (all fees to revert to the Town Treasury); Town Treasurer, $2,340.00 per year; Moderator, $50.00 Annual Town Meetings, $15.00 Special Town Meetings; Town Collector, $4,264.00 per year (all fees to revert to the Town Treasury); Tree Warden, $1.75 per hour (in- cludes use of car) ; Selectmen, 2 members $600.00 per year, Chair- man, $650.00; Assessors, $1.50 per hour (includes use of car when needed) ; Constables, $1.50 per hour when called on duty by Select- men, plus fees; Auditor, $200.00 per year; School Committee, no salary; Cemetery Commissioners, no salary, $1.50 per hour for time spent at work; Water Commissioners, $150.00 per year; Library Trustees, no salary; Planning Board Members, no salary; Pound- keeper, Field Drivers, Weighers of Grain, Surveyors of Lumber, Measurers of Wood and Charcoal (all Town Officers elected other- wise than by official ballot) fees only as fixed by General Laws.


ARTICLE 4. To see what disposition the Town will make of the Dog Tax of 1962.


ARTICLE 4. Recommend $1,107.74 be added to the Library Appropriation.


ARTICLE 5. To hear and act on the report of the Finance Com- mittee together with the appropriations recommended by them and to raise such sums of money as may be deemed necessary for defraying the expenses of the Town for the ensuing year and appropriate the same and vote how the same shall be raised. To see if the Town will vote to raise and appro- priate the sum of $6,502.00 to meet the Town's share of the cost of Chapter 90 Highway Construction, and that in addition the sum of $19,500.00 be transferred from unappropriated available funds in the treasury to meet the State and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt, to unappropriated available funds in the treasury, or take any other action relative thereto.

To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $6,500.00 or any other sum, to pay the garbage col- lector, with receipts from garbage collection subscribers to be restored as received by the Town Collector to unappropriated available funds in the treasury, or take any other action relative thereto.

To see if the Town will vote to establish a "By- Laws Study Committee" (consisting of 5 members with a Secre tary to be appointed by the Selectmen, such committee to include one Selectman, one Planning Board member, and one Appeals Board member) to study revision and up dating of the By-Laws and Ordinances for the Town of Wilbraham and further to vote to raise and appropriate the sum of $100.00 for the necessary expenses of the "By-Laws Study Committee," or take any other action relative thereto.

ARTICLE 29. To see if the Town will vote to raise and appro- priate or otherwise provide the sum of $602,000.00 or any other sum, for the purpose of constructing, equipping, and furnishing a 12 room elementary school with cafeteria and auxiliary facili- ties on land numbered 635 Main Street and owned by the town, and that to meet said appropriation the sum of $183,000.00 or any other sum, be transferred from the Stabilization Fund; $10,523.51 or any other sum, be transferred from the Memorial School Building account; the sum of $96,476.49 or any other sum, be raised from taxation or transferred from available funds in the treasury, and that the Treasurer, with the approval of the Selectmen, be authorized to borrow the sum of $312,000.00 or any other sum, under authority of Chapter 645 of the Acts of 1948 as amended, and to issue bonds or notes of the Town therefor, payable in accordance with the provisions of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than five years from the date of issue of the first bond or note, or take any other action relative thereto.


ARTICLE 29. Recommend.


ARTICLE 30. To see if the Town will vote to authorize the School Building Committee, appointed by the Selectmen Sep- tember 12, 1962 to be empowered, on behalf of the Town, to proceed with the construction of the new elementary school, and to enter into any and all contracts or agreements necessary to construct, equip and furnish such school building, or take any other action relative thereto.


ARTICLE 31. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of increasing the Stabiliza- tion Fund, or take any other action relative thereto.


ARTICLE 31. Recommend $45,000.00 be transferred from avail- able funds and $30,000.00 be raised from taxation.


ARTICLE 32. To see if the Town will vote to appropriate the sum of $20,000.00 or any other sum for a Reserve Fund; $10,000.00 to be transferred from available funds in the treasury and $10,000.00 to be transferred from the Overlay Surplus Ac- count, or take any other action relative thereto.

ARTICLE 33. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $8,280.00 or any other sum, to be spent by the Water Department for additional household and business installations for water service, the cost of which is to be collected by the Town from the individuals or concerns requesting installations, and which is returned to surplus funds, or take any other action relative thereto.

ARTICLE 34. To see if the Town will vote to raise and appro- priate the sum of $14,350.00 or any other sum, to be used by the Bicentennial Celebration Committee in carrying out a program for the Bicentennial Celebration in 1963, or take any other action relative thereto.

ARTICLE 35. To see if the Town will vote to adopt a new Town Seal and hear a report relative thereto.


ARTICLE 36. To see if the Town will vote to authorize the Selectmen to purchase or take by eminent domain a parcel of land for cemetery purposes lying on the Northerly side of Mon- son Road, in Wilbraham, bounded and described as follows:


Southerly by Monson Road 160'; Easterly by the presently existing Glendale Cemetery; Northerly by the Northerly line of said Glendale Cemetery extended Westerly 160'; and Westerly by land of one Samble,


and for the purposes of confirming title and location thereof, to authorize the Selectmen in their discretion to take by eminent domain the presently existing Glendale Cemetery, and to appro- priate the sum of $2,000.00 or any other sum, or take any other action relative thereto.


ARTICLE 36. Recommend.


ARTICLE 37. To see if the Town will vote to raise and appro priate the sum of $1,860.00 or any other sum, to extend the 6" water main on South Main Street a distance of 135 feet more or less, with a 12" main which will ultimately become a part of a main extension to serve the south end of town, and will be made

under the provisions of Article 27 approved at the Annual Town Meeting on March 14, 1959 providing for betterment assess- ments on such extensions, and that betterment assessments be levied in accordance with the provisions of Chapter 40 of the General Laws, Sections 42G, 42H and 42I, or take any other action relative thereto.


ARTICLE 37. Recommend.


ARTICLE 38. To see if the Town will vote to accept Chapter 41, Section 55 of the General Laws which authorizes the Select- men to appoint a Town Accountant, or take any other action relative thereto.


ARTICLE 39. To see if the Town will vote to amend the By- Laws, Article 2, Section 6 by striking out sub section "G" which calls for the election of "one Auditor for one year," such change to become effective immediately, or take any other action rela- tive thereto.


ARTICLE 40. To see if the Town will vote to amend the By- Laws, Article 2, Section 6 by striking out sub-section "J" which calls for the election of "one Tree Warden for one year," such change to become effective immediately, and to authorize the Selectmen to appoint a Tree Warden annually, or take any other action relative thereto.


ARTICLE 41. To see if the Town will vote to amend the Zon- ing By-Laws from "Residence A" to "Neighborhood Shopping District" land on the Easterly side of Main Street, Wilbraham, owned by the First Congregational Church of Wilbraham and known as the Parish House as further described in a document entitled "First Congregational Church of Wilbraham, Parish House." Land description filed with the Town Clerk.


ARTICLE 42. To see if the Town will vote to amend the Zon- ing By-Laws from "Residence A" to "Neighborhood Shopping District" land located on the Westerly side of Main Street in said Wilbraham and being numbered 455 to 457 Main Street with a frontage on Main Street of 156.75 feet as more particu- larly bounded and described in a deed from Everett W. Graham, et al to Maitland K. Shults, et al dated May 21, 1958 and re- corded in the Hampden County Registry of Deeds Book 2608, Page 329.

ARTICLE 43. To see if the Town will vote to amend the Zon- ing By-Laws Section 5 by deleting paragraph (a) item (2) and substituting the following:


(2) A building, structure or establishment, the major object of which shall be to store and display goods for sale at retail on the premises or to furnish a service or services intended primarily for the residents of the vicinity and shall be limited to the following: retail stores, barber and beauty shops, restaurant, luncheonette, tearoom, general business offices, professional offices, bank and post office.


ARTICLE 44. To see if the Town will vote to amend the Zon- ing By-Laws by striking out Paragraph 7 of Section 4 and adding a new Paragraph 7 as follows:


7. SIGNS


A. Bulletin boards or signs necessary to uses specified in paragraphs 3 and 5 of this section or customarily used therewith.


B. Real estate sign of not over 6 square feet in area advertis- ing the sale of real estate in a subdivision or real estate development under written annual permit from the build- ing inspector.


C. A permanent sign of not over 18 inches by 24 inches in size, approved by the building inspector, identifying only by name an existing subdivision or real estate development or area and intended to replace the sign of subparagraph B above after all lots in the subdivision have been sold.


D. General Provisions:


1. Signs under subparagraphs B and C above are to be located within the subdivision or if located outside of the original subdivision they must be within 25 feet of the side lines of the nearest outlet street from said subdivision at its intersection with any main thorough- fare or way.


2. If a subdivision has nearby outlets to more than one main thoroughfare or more than one outlet from streets within the subdivision into a main thorough-

fare, more than one sign may be permitted or approved by the building inspector under subparagraphs B and C above.


3. No permit or approval shall be granted for a sign or signs under subparagraphs B and C above to be lo- cated on premises not owned by the applicant for permit or approval unless written permission from the owner of record of the premises is furnished to the building inspector or adequate proof of other legal right to such use of the premises.


4. Signs under subparagraphs A, B, and C above shall be hung a minimum of 8 feet from the ground level to the bottom of the sign if said sign is located within 25 feet of the side line of any public or private way.


ARTICLE 45. To see if the Town will vote to amend the Zon- ing By-Laws by striking out Paragraph 8 of Section 4 and adding a new Paragraph 8 as follows:


8. A. The office or studio of a physician or surgeon, dentist, artist, musician, lawyer, architect, teacher, insurance broker, real estate broker, or other similar professional person residing on the premises.


B. A sign on the premises of 8A above no larger than 18 inches by 24 inches in size stating only the name and/or profession of the resident.


Any illumination provided for said sign shall be shaded and located on the top thereof and shall be white only and shall be steady and not moving or intermittent while in use.


ARTICLE 46. To see if the Town will vote to accept a deed of a lot of land on the Northerly side of Brookmont Drive, Wil- braham, Hampden County, Massachusetts, known and desig- nated as "Public Utility" on a plan of lots recorded in Hampden County Registry of Deeds, Book of Plans 51, Pages 80 and 81.


Said lot of land containing the Brookmont Heights Pumping Station approved and accepted by the Board of Water Commis- sioners on December 8, 1957.


ARTICLE 47. To see if the Town will vote to rescind its action under Article 2 of the Warrant for the Special Town Meeting

of June 10, 1954 regarding compromise of a dispute over title to "The Green" at Tinkham Road and Main Street, Wilbraham.


ARTICLE 48. To see if the Town will vote to authorize the Board of Selectmen to take in fee by eminent domain for park and recreation purposes and/or for the purpose of possible future public buildings and to confirm and clear the present title of the Town in and to a certain parcel of land at the Northeasterly corner of Main Street and Tinkham Road in Wilbraham, being Parcel 1 as described in and subject to restrictions and reserva- tions as set forth in a document entitled "The Green" Tinkham Road, Wilbraham, Massachusetts, dated February 9, 1963 and filed with the Town Clerk.


No appropriation needed.


ARTICLE 49. To see if the Town will vote to convey Parcel 2 as described in the above-mentioned document entitled "The Green" to the present record Owners in the Hampden County Registry of Deeds of the land lying Northerly of the Old Road, as shown on said plan, adjoining said Parcel 2, without payment therefor.


ARTICLE 50. To see if the Town will vote to discontinue as a town way in its entirety the road along the Northerly line of Parcels 1 and 2 as described in the above-mentioned document entitled "The Green."


ARTICLE 51. To see if the Town will authorize the Board of Selectmen, in their discretion, to discontinue action of the Town to register its title to "The Green" so-called as set forth in peti- tion filed in the Land Court as Case No. 18738, or as to any portion thereof, or take any other action relative thereto.


ARTICLE 52. To see if the Town will vote to adopt an ordi- nance as follows, or take any other action relative thereto:


TRANSIENT VENDORS, HAWKERS and PEDLERS


No transient vendor, hawker or pedler as defined in Chapter 101 of the General Laws shall sell or barter, or carry for sale or barter, or expose therefor any goods, wares, or merchandise in the Town of Wilbraham on any day or days of Special Town Celebration so proclaimed by the Board of Selectmen unless a permit has been issued by said Board or its delegate therefor when deemed to be for the good of said Celebration; and under

such terms and conditions and for such a fee as said Board or its delegate shall determine.


Violations of this ordinance shall be punished by a fine not exceeding $20.00 for each violation thereof.


Such ordinance shall become effective immediately.


ARTICLE 53. To see if the Town will vote to authorize the Selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some con- venient and public place in the Town 14 days at least before the sale, property taken by the Town under tax title procedure, provided the Selectmen, or whomsoever they authorize to hold such public auction, may reject any bid which they deem inade- quate, or take any other action relative thereto.


ARTICLE 54. To see if the Town will authorize the Selectmen to institute or defend suits and employ counsel for the purpose of protecting the interests of the Town, or take any other action relative thereto.


ARTICLE 55. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1963, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.


ARTICLE 56. To transact such other business as may properly come before said meeting.


And you are directed to serve this warrant by posting attested copies thereof, one at the Post Office at North Wilbraham, one at the Post Office at Wilbraham, and one at Glendale Church, seven days at least, before the time for holding said election and meeting. Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk on or before the time for holding said election and meeting.

Report of Finance Committee


Notwithstanding necessary annual increase in the budget as indicated below, the Finance Committee is pleased to report that in its opinion last year's expenditures and those contemplated for the year to come continue to demonstrate the exercise of prudence and good judgment on the part of Town officers, de- partment heads and committees in the administration of their respective responsibilities. Once again the Finance Committee is indebted to these many individuals for their cooperation in assist- ing the Committee in its preparation of budgetary recommenda- tions for 1963.
