Report of Annual Town Meeting MARCH 13, 1965
In accordance with the warrant as posted, the voters of the Town assembled in the Minnechaug High School Auditorium, Wilbraham.
The meeting was called to order at 10 a.m. by Town Clerk, Doris G. Cochran who read the warrant. A short recess was called until people in the hall could be seated.
The meeting resumed and the following tellers were sworn by the Town Clerk: Robert B. Cross, Head Teller; Hubert S. McDonald, John C. Howard, William K. Prendergast, Franklin T. Richardson, Robert P. Ensign. It was noted that a quorum was present.
The Town Clerk announced that this was the 202nd Annual Town Meeting; also that the 1965 State Census had been com- pleted and our population figure, 9707. By precincts population is as follows: A -3343, B-3227, and C-3137.
The Clerk asked that names be placed in nomination for Mod- erator to preside at this Annual Town Meeting.

Mr. Bunten being the people's choice was duly sworn in by the Town Clerk to serve as Moderator at this meeting.
ARTICLE 1. To choose one Poundkeeper; two Measurers of Wood and Charcoal; two Surveyors of Lumber; three Field Driv- ers; two Weighers of Grain - all for the term of one year.

ARTICLE 3. To fix the compensation of all elected Town Officers for the year beginning April 1, 1965 and ending March 31, 1966.
Voted unanimously to fix the compensation of all elected Town Officers for the year beginning April 1, 1965 and ending March 31, 1966 as follows: Town Clerk, $2,600.00 per year (all fees to revert to the Town Treasury); Town Treasurer, $2,600.00 per year; Moderator, $50.00 Annual Town Meeting, $15.00 Special Town Meetings; Town Collector, $4,680.00 per year (all fees to revert to the Town Treasury); Tree Warden, $2.00 per hour ($2.00 per hour for use of truck when needed); Selectmen, 2 members $600.00, Chairman, $650.00; Assessors, $1.50 per hour; Constables, $1.50 per hour when called on duty by Select- men, plus fees; School Committee, no salary; Cemetery Commissioners, no salary, $1.50 per hour for the time spent at work; Water Commissioners, $150.00 per year; Library Trustees, no salary; Planning Board Members, no salary; Poundkeeper, Field Drivers, Weighers of Grain, Surveyors of Lumber, Measurers of Wood and Charcoal (all Town Officers elected otherwise than by official ballot) fees only as fixed by General Laws.
ARTICLE 4. To see what disposition the Town will make of the Dog Tax of 1964.
Voted unanimously that $1,220.77, the Town's share of the Dog Tax for 1964, be added to the Library appropriation.
ARTICLE 5. To hear and act on the report of the Finance Committee together with the appropriations recommended by them and to raise such sums of money as may be deemed neces- sary for defraying the expenses of the Town for the ensuing year and appropriate the same and vote how the same shall be raised. (See pages 119 to 128 inclusive)

ARTICLE 7. To see if the Town will vote to raise and appro- priate the sum of $2,850.00, or any other sum, for the purchase of a sander for the use of the Highway Department, or take any other action thereto.

ARTICLE 8. To see if the Town will vote to raise and appro- priate the sum of $2,000.00, or any other sum for a 1/2 Ton Pick-up Truck for the use of the Highway Department, or take any other action relative thereto.
This amount represents the cost to the Town after deducting the trade in value of a 1953 1% Ton Pick-up.

ARTICLE 9. To see if the Town will vote to appropriate and transfer from the Road Machinery Operating Account the sum of $9,500.00, or any other sum, for the purchase of a 31/2 Ton Truck with two-way radio for the use of the Highway Depart- ment, or take any other action relative thereto.
Voted unanimously.
NOTE: Meeting adjourned for noon recess at 11:55 a.m .; called to order for afternoon session at 1 p.m. It was noted that a quorum was present, but a short recess was called so that everyone might be seated.
Francis C. Parker was sworn in as a teller to replace William K. Prendergast for the afternoon session.
Mr. Low, Selectman made the following remarks:
"Mr. Moderator: With your permission I would like, on behalf of all of us, to take this opportunity to offer a tribute to Mr. Jesse L. Rice. As most of you know, Mr. Rice is retiring from politics after having served the town for 15 years, 6 as a member of the Board of Appeals, 9 as a member of the Board of Selectmen. On three occasions he has served as Chairman of the Board of Selectmen. Jesse, and the fruit he raises on his farm, are probably two of the

best known, and respected products of Wilbraham. Dur- ing his many years of service he has given freely of his time. Basically a conservative man, he nevertheless is a solid backer of orderly progress and growth for the town.
Underlying his every action is an acute sense of justice and real concern for others. Whenever he hears that a person is in trouble his first reaction is 'What can I do to help.' It has been a pleasure and a privilege for those of us who had the opportunity to serve with Jesse. No tribute to Jesse would be complete without paying tribute to his patient and understanding wife, Winnie. In every respect she is a tremendous asset to both Jesse and the Town of Wilbraham. (Edward Godfrey presented Mrs. Rice with a bouquet.) Mr. Moderator - I move we give the retiring Chairman of the Board of Selectmen, Jesse L. Rice and his wife, Win- nie, a rising vote of thanks for their years of dedicated service." Mr. Godfrey seconded.
ARTICLE 10. To see if the Town will vote to raise and appro- priate the sum of $3,200.00, or any other sum, for the purchase of two (2) cruisers for the use of the Wilbraham Police Depart- ment, or take any other action relative thereto.
This sum represents the net cost to the Town after deduct- ing the trade in value of the present cruisers.
Voted unanimously.
ARTICLE 11. To see if the Town will vote to accept as a public way the private way now known as Northwood Drive, as laid out by the Selectmen on February 16, 1965, and authorize the Board of Selectmen to take said way by eminent domain, or take any other action relative thereto. No appropriation being neces- sary therefor. Said acceptance to be conditional upon a vote to construct a sidewalk on Springfield Street and Northwood Drive under Article 12.
Voted by a majority to take no action.
ARTICLE 12. To see if the Town will vote to raise and appro- priate the sum of $44,800.00, or any other sum, for the con- struction of a sidewalk, beginning at the Stony Hill School prop- erty line in Northwood Village, southerly to Springfield Street on the westerly side of Northwood Drive, and westerly on the northerly side of Springfield Street to the Springfield City Line, a distance of 1.3 miles, more or less, and authorize the Board of Selectmen to take by eminent domain any easements which may

be required, or take any other action relative thereto.

ARTICLE 13. To see if the Town will vote to amend the Agree' ment between the Towns of Wilbraham and Hampden, Massa- chusetts with respect to the Formation of a Regional School Dis- trict so as to include grades seven through twelve in said Regional School District. The details of the amendments being contained in a document entitled "Form of Proposed Amendments to the Agreement Between the Towns of Wilbraham and Hampden, Massachusetts, With Respect to the Formation of a Regional School District as Adopted By Each of Said Towns on October 22, 1956" as filed with the Wilbraham Board of Selectmen on February 12, 1965 and with the Wilbraham Town Clerk, or take any other action relative thereto.
Voted by a majority that the Town not amend the Agree- ment between the Towns of Wilbraham and Hampden, Massachusetts, with respect to the Formation of a Regional School District.

To see if the Town will vote to raise and appro- priate the sum of $16,875.00, or any other sum, for the purpose of installing a drainage system in Stony Hill Road for a distance of 1300 feet, more or less, from Glenn Drive southerly to Fern- wood Road, or take any other action relative thereto.

To see if the Town will vote to raise and appro- priate the sum of $4,050.00, or any other sum, for the purpose of completing reconstruction of Soule Road from East Longmeadow Road easterly to Stony Hill Road for a distance of 1800 feet, more or less, or take any other action relative thereto.

ARTICLE 18. To see if the Town will vote to raise and appro- priate the sum of $6,502.00 to meet the Town's share of the cost of Chapter 90 Highway Construction, and that in addition the sum of $19,500.00 be transferred from unappropriated available funds in the treasury to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt, to unappropriated avail- able funds in the treasury, or take any other action relative thereto.

To see if the Town will vote to raise and appro- priate the sum of $2,502.00 to meet the Town's share of the cost of Chapter 90 Highway Maintenance, and that in addition the sum of $5,000.00 be transferred from unappropriated available funds in the treasury to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to unappropriated available funds in the treasury, or take any other action relative thereto.
Voted unanimously.
ARTICLE 20. To see if the Town will vote to raise and appro- priate the sum of $8,377.00 to meet the Town's share of the cost of Chapter 81 Highway Work, and that in addition the sum of $18,425.00 be transferred from unappropriated available funds in the treasury to meet the State's share of the cost of the work, the reimbursement from the State to be restored, upon its receipt, to unappropriated available funds in the treasury, or take any other action relative thereto.
Voted unanimously.
ARTICLE 21. To see if the Town will vote to raise and appro- priate the sum of $12,666.00, or any other sum, for the location, relocation, alteration, and construction of Soule Road from Stony Hill Road running easterly to Main Street, and to authorize the Board of Selectmen to take said way by eminent domain; or take any other action relative thereto.
Voted unanimously.

ARTICLE 22. To see if the Town will vote to raise and appro- priate the sum of $12,750.00, or any other sum, for the resurfac- ing of Tinkham Road from Main Street running westerly to Stony Hill Road for a distance of 6,645 feet, more or less, or take any other action relative thereto.
Voted unanimously.
ARTICLE 23. To see if the Town will vote to raise and appro- priate the sum of $9,750.00, or any other sum, for the purpose of paying the Town's share for painting and repairing the Green- Towne Bridge, or take any other action relative thereto.
Voted unanimously.
ARTICLE 24. To see if the Town will vote to raise and appro- priate the sum of $10,889.00, or any other sum, for the purpose of installing a drainage system in Tinkham Road to run north- westerly from Rochford Drive to Merrick's swamp for a distance of 1100 feet, more or less, and to authorize the Board of Select- men to take by eminent domain if necessary, or take any other action relative thereto.
Voted by a majority that the Town raise and appropriate the sum of $32,000.00 for the purpose of installing a drain- age system in Tinkham Road to run westerly from Long- view Drive to the North Branch of the Mill River for a distance of 2,700 feet, more or less, or to run said drain- age system to the Merrick swamp on the north side of Tinkham Road a distance of 1,100 feet, more or less, at the discretion of the Selectmen after negotiation with the Mer- rick heirs. If the latter alternative is chosen, any surplus of funds appropriated shall be returned to available funds in the treasury.
