It is the intent of the Water Commissioners to hold a series of public hearings in 1962 in order to learn the townspeople's wishes with respect to the future physical and financial structure of the Water Department. Interested parties may borrow copies of the master plan from the Water Department office.

TOWN WARRANT COMMONWEALTH OF MASSACHUSETTS HAMPDEN, ss.


To any of the Constables of the Town of Wilbraham in the County of Hampden:


GREETING:


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Wilbraham qualified to vote in elections of Town Officers, to meet in Wilbraham Memorial School in said Town on Saturday, the seventeenth day of March, A.D., 1962 at 8:30 o'clock in the forenoon, then and there to give in their votes on one ballot to the election of officers of said Town, for the following offices, to wit:


To choose a Moderator, a Town Clerk, a Town Treasurer, a Town Collector, a Tree Warden and an Auditor for the ensuing year; one Selectman for three years who shall be a member of the Board of Public Welfare and Board of Health; one Assessor for three years; one Water Commissioner for three years; one Ceme- tery Commissioner for three years; one Library Trustee for three years; one School Committee Member for three years; two Mem- bers of the Regional School Committee for three years; one Mem- ber of the Regional School Committee for two years; one Member of the Planning Board for five years. The polls shall open at 8:30 a. m. and shall close at 6:30 p. m.


And you are further hereby required to notify and warn the inhabitants of said Wilbraham, qualified to vote in Town Affairs, to meet in Minnechaug Regional High School in said Town on Saturday, the tenth day of March, A.D., 1962 at 10:00 o'clock in the forenoon, then and there to act on the following articles; viz:


ARTICLE 1. To choose one Poundkeeper; two Measurers of Wood and Charcoal; two Surveyors of Lumber; three Field Drivers; two Weighers of Grain - all for the term of one year.


ARTICLE 2. To hear and act on reports of the Selectmen, Board of Public Welfare, Treasurer and other officers or commit- tees.

ARTICLE 3. To fix the compensation of all elected Town Offi- cers for the year beginning April 1, 1962 and ending March 31, 1963.


ARTICLE 3. Recommend that compensation for elected Town Officers be fixed as follows: Town Clerk, $2,340.00 per year (all fees to revert to the Town Treasury) ; Town Treasurer, $2,340.00 per year; Moderator, $50.00 Annual Town Meetings, $15.00 Special Town Meetings; Town Collector, $4,004.00 per year (all fees to revert to the Town Treasury) ; Tree Warden $1.75 per hour (includes use of car); Selectmen, 2 mem- bers $600.00 per year, Chairman, $650.00; Assessors, $1.50 per hour (includes use of car when needed) ; Constables, $1.50 per hour when called on duty by Selectmen, plus fees; Auditor, $200.00 per year; School Committee, no salary; Cemetery Commissioners, no salary, $1.50 per hour for time spent at work; Water Commissioners, $150.00 per year; Library Trustees, no salary; Planning Board Members, no salary; Pound- keeper, Field Drivers, Weighers of Grain, Surveyors of Lumber, Measurers of Wood and Charcoal (all Town Officers elected otherwise than by official ballot) fees only as fixed by General Laws.


ARTICLE 4. To see what disposition the Town will make of the Dog Tax of 1961.


ARTICLE 4. Recommend $1,049.53 be added to the Library Appro- priation.


ARTICLE 5. To hear and act on the report of the Finance Committee together with the appropriations recommended by them and to raise such sums of money as may be deemed neces- sary for defraying the expenses of the Town for the ensuing year and appropriate the same and vote how the same shall be raised. (See page 99)


ARTICLE 6. To see if the Town will vote to raise and appro- priate the sum of $7,878.00 to meet the Town's share of the cost of Chapter 81 Highway Work, and that in addition the sum of $17,325.00 be transferred from unappropriated available funds in the treasury to meet the State's share of the cost of the work, the reimbursements from the State to be restored, upon their receipt to unappropriated available funds in the treasury, or take any other action relative thereto.

of Chapter 90 Highway maintenance, and that in addition the sum of $4,000.00 be transferred from unappropriated available funds in the treasury to meet the State and County's share of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to unappropriated available funds in the treasury, or take any other action relative thereto.


ARTICLE 7. Recommend.


ARTICLE 8. To see if the Town will vote to raise and appro- priate the sum of $6,303.00 to meet the Town's share of the cost of Chapter 90 Highway Construction, and that in addition the sum of $18,900.00 be transferred from unappropriated available funds in the treasury to meet the State and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt, to unappropriated available funds in the treasury, or take any other action relative thereto.


ARTICLE 8. Recommend.


ARTICLE 9. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $6,500.00 or any other sum, to pay the garbage collector, with receipts from garbage collection subscribers to be restored as received by the Town Collector to unappropriated available funds in the treasury, or take any other action relative thereto.


ARTICLE 9. Recommend.


ARTICLE 10. To see if the Town will vote to raise and appro- priate the sum of $6,000.00 to cover the second annual install- ment to the professional firm of appraisers under contract ap- proved at the last annual Town Meeting, or take any other action relative thereto.

ARTICLE 12. To see if the Town will vote to authorize the Board of Selectmen, acting as a Board of Public Welfare, to enter into a Welfare District or Combination contract with the Town of East Longmeadow under the provisions of Chapter 118B of the General Laws and upon such terms as said Board in its own discretion shall deem to be for the best interests of the Town of Wilbraham, or take any other action relative thereto.


ARTICLE 13. To see if the Town will vote to raise and appro- priate the sum of $1,500.00 or any other sum, which represents the net cost to the Town after deducting the turn in value of the present cruiser, for the use of the Wilbraham Police, or take any other action relative thereto.


ARTICLE 13. Recommend.


ARTICLE 14. To see if the Town will vote to appropriate and transfer from the Road Machinery Fund the sum of $700.00 or any other sum, which represents the net cost to the Town after deducting the turn-in value of the present mowing equipment for the use of the Highway Department, or take any other action relative thereto.

ARTICLE 15. To see if the Town will vote to appropriate or transfer from the Road Machinery Fund the sum of $825.00 or any other sum to purchase a snow plow for the use of the High- way Department, or take any other action relative thereto.

ARTICLE 17. To see if the Town will vote to accept as a public way the private way now known as Rochford Drive, as shown on the subdivision plan of "Scenic Park" drawn by Durkee, White, Towne & Chapdelaine dated April 12, 1961, and filed with the Planning Board, beginning at Tinkham Road and run- ning southerly for a distance of 1730 feet more or less.


ARTICLE 18. To see if the Town will vote to accept as a public way the private way now known as Russell Road, as shown on the plan of lots, South Easterly Section of Oak Ridge drawn by C. E. Anderson Associates, dated January 1957, and filed with the Planning Board, beginning at Arbor Lane running southerly for a distance of 705 feet more or less.


ARTICLE 19. To see if the Town will vote to accept as a public way the private way now known as Pidgeon Drive, as shown on Subdivision plan of Shady Acres, drawn by G. M. Granger and N. F. Pigeon, dated January 1960, and filed with the Planning Board, beginning at the intersection of Main Street and running westerly for a distance of 1378 feet more or less.


ARTICLE 20. To see if the Town will vote to accept as a public way the private way now known as Mohawk Street, as shown on subdivision plan as drawn by Durkee, White, Towne and Chapdelaine, Section B dated May 1961 and filed with the Plan- ning Board, beginning at Linwood Drive and running southerly for a distance of 200 feet more or less.


ARTICLE 21. To see if the Town will vote to accept as a public way the private way now known as Edward Street, as shown on subdivision plan drawn by Cobb, Beesley and Miles, dated June 1953 and filed with the Planning Board, beginning at Fair view Road and running easterly to Mountainbrook Road for a distance of 512 feet more or less.

To see if the Town will vote to accept as a public way the private way now known as Mountainbrook Road, as shown on subdivision plan drawn by Cobb, Beesley and Miles, dated June 1953 and filed with the Planning Board, beginning at Tinkham Road and running southerly for a distance of 1616 feet more or less.


ARTICLE 23. To see if the Town will vote to accept as a public way the private way now known as Fairview Road, as shown on subdivision plan drawn by Cobb, Beesley and Miles, dated June 1953 and filed with the Planning Board, beginning at Tinkham Road and running southerly for a distance of 1315 feet more or less.


ARTICLE 24. To see if the Town will vote to accept as a public way the private way now known as Linwood Drive as shown on subdivision plan drawn by Durkee, White, Towne and Chapde' laine dated July 1960 - Section "A" - and Section "B" dated May 1961 and filed with the Planning Board, beginning at the now accepted portion and running easterly thence northerly for a distance of 740 feet more or less.


ARTICLE 25. To see if the Town will vote to accept as a public way the private way now known as Oxford Drive, as shown on subdivision plan as drawn by Durkee, White, Towne and Cap- delaine, Section "B" dated May 1961 and filed with the Plan- ning Board, beginning at the now accepted portion and running easterly for a distance of 157 feet more or less.


ARTICLE 26. To see if the Town will vote to accept as a public way the private way now known as Longview Drive, as shown on the subdivision plan drawn by Smith and Wallen Engineering Co., Inc. dated March 1959 and filed with the Planning Board, beginning at Tinkham Road and running southerly for a distance of 1118 feet more or less.


ARTICLE 27. To see if the Town will vote to accept as a public way the private way now known as Katie Street, as shown on the subdivision plan drawn by Smith and Wallen Engineering Co., Inc. dated March 1959 and filed with the Planning Board,

ARTICLE 28. To see if the Town will vote to accept as a public way the private way now known as Becker Street, as shown on the subdivision plan drawn by Smith and Wallen Engineering Co., Inc. dated March 1959 and filed with the Planning Board, beginning at Longview Drive and running easterly for a distance of 493 feet more or less.


ARTICLE 29. To see if the Town will vote to accept as a public way the private way now known as Brooklawn Road, as shown on the subdivision plan drawn by C. E. Anderson Associates, dated July 1954 and filed with the Planning Board, beginning at the now accepted portion and extending northerly for a distance of 1362 feet more or less, and that the sum of $410.00 or any other sum be raised and appropriated for construction of said Brooklawn Road, and that betterment assessments be levied in accordance with the provisions of Chapter 80 of the General Laws, or take any other action relative thereto.

ARTICLE 30. To see if the Town will vote to accept as a public way the private way now known as Ely Road, as shown on a plan drawn by Cobb, Beesley and Miles dated October, 1950 and filed in the Assessor's Office, beginning at a point on Ridge Road and running easterly for a distance of 382 feet more or less; then southerly for a distance of 425 feet more or less, and that the sum of $2,856.78 or any other sum be raised and appropriated for construction of said Ely Road, and that betterment assessments be levied in accordance with the provisions of Chapter 80 of the General Laws, or take any other action relative thereto.

ARTICLE 31. To see if the Town will vote to accept as a public way the private way now known as Joan Street, as shown on the subdivision plan drawn by C. E. Anderson Associates, dated July 1954 and filed with the Planning Board, beginning at Brooklawn Road and running easterly for a distance of 480 feet and westerly for a distance of 319 feet more or less - a total of 799 feet more

or less, and that the sum of $239.70 or any other sum be raised and appropriated for construction of said Joan Street, and that betterment assessments be levied in accordance with the provi- sions of Chapter 80 of the General Laws, or take any other action relative thereto.

ARTICLE 32. To see if the Town will vote to accept as a public way the private way now known as Shirley Street, as shown on the subdivision plan drawn by C. E. Anderson Associates, dated June 1955 and filed with the Planning Board, beginning at Brook- lawn Road and running easterly for a distance of 221.46 feet; thence westerly for a distance of 400 feet, making a total of 621 feet more or less, and that the sum of $186.30 or any other sum be raised and appropriated for construction of said Shirley Street, and that betterment assessments be levied in accordance with the provisions of Chapter 80 of the General Laws, or take any other action relative thereto.


ARTICLE 32. Recommend.


ARTICLE 33. To see if the Town will vote to accept as a public way the private way now known as Railroad Avenue, as shown on a plan drawn by Francis O. Bready dated November 1958 and filed with the Planning Board, beginning at the now accepted portion and running northerly for a distance of 694.85 feet more or less, and that the sum of $1,577.21 or any other sum be raised and appropriated for construction of said Railroad Avenue, and that betterment assessments be levied in accordance with the provisions of Chapter 80 of the General Laws, or take any other action relative thereto.


ARTICLE 33. Recommend.


ARTICLE 34. To see if the Town will vote to accept as a public way the private way now known as West Colonial Road, as shown on the subdivision plan drawn by Merrill and Sears, Engi- neers, dated February 1952 and filed with the Planning Board, beginning at the now accepted portion and running southerly for a distance of 120 feet more or less, and that the sum of $348.00 or any other sum be raised and appropriated for construction of said West Colonial Road, and that betterment assessments be

levied in accordance with the provisions of Chapter 80 of the General Laws, or take any other action relative thereto.

ARTICLE 35. To see if the Town will vote to raise and appro- priate the sum of $5,250.00 or any other sum to resurface Main Street, from Boston Road to Merrill Road, or take any other action relative thereto.

ARTICLE 36. To see if the Town will vote to raise and appro- priate the sum of $5,400.00 or any other sum to resurface Main Street, from Buckley Street to Woodland Dell Road, or take any other action relative thereto.

ARTICLE 37. To see if the Town will vote substantially as follows: that the Annual Town Election of Town Officers to be chosen thereat be held on the first Saturday of March each year and that all matters to be considered at the Annual Town Meet- ing, other than the election of town officers, shall be in order only at a town meeting held within thirty days after the date of the Annual Town Election, the date thereof to be determined by the Selectmen; and that all provisions of the town by-laws which are inconsistent herewith be and are hereby amended to accord with the provisions of this vote.


ARTICLE 38. To see if the town will vote to amend the by- laws by striking out Article 4, Section 16 and substituting there- for a new Section 16 to read as follows:


"Section 16. Any person violating any of the provisions of the town by-laws shall be punished by a fine of not exceed- ing $20.00 for each offense, unless otherwise provided by the General Laws or by a particular by law."


ARTICLE 39. To see if the Town will vote to raise and appro- priate the sum of $10,500.00 or any other sum to purchase an ambulance to be used by the Fire Department, or take any other action relative thereto.

ARTICLE 40. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of increasing the Stabiliza- tion Fund, or take any other action relative thereto.

ARTICLE 41. To see if the Town will vote to appropriate the sum of $20,000.00 or any other sum for a Reserve Fund to be transferred from the Overlay Surplus Account, or take any other action relative thereto.

ARTICLE 42. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $11,000.00 or any other sum to be spent by the Water Department for additional household and business installations for water service, the cost of which is to be collected by the Town from the individuals or concerns requesting installations, and which is returned to surplus funds, or take any other action rela- tive thereto.

ARTICLE 43. To see if the Town will vote to authorize the Board of Selectmen to convey in the name of and on behalf of the Town, a certain parcel of land situate on the North side of Boston Road, taken by eminent domain by Order adopted by the Board of Selectmen on March 22, 1961 as described in Order of Taking dated March 29, 1961 and recorded in Hampden County Registry of Deeds in Book 2799, Page 169, to State Line Potato Chip Company, Incorporated, sometimes known as State Line Potato Chip Co., Inc., said parcel being no longer needed for the purposes for which it was taken.


ARTICLE 44. To see if the Town will vote to authorize the Board of Selectmen to take by eminent domain, or to acquire by purchase or otherwise, for park, playground and recreational pur- poses the fee simple in land, together with all trees thereon if any, and structures affixed thereto, if any, situated in the Town and bounded and described as follows:


Beginning at a concrete bound on the Northerly line of Boston Road, said Northerly line being as shown on an alteration plan

of Boston Road recorded in the Hampden County Registry of Deeds, Book of Plans 35, Pages 110 to 112 inclusive at page 112; and from said point of beginning running thence N. 02 46' 50" E. by land of State Line Potato Chip Company, Incorporated, sometimes known as State Line Potato Chip Co., Inc., six hun- dred fifty four and 43/100 (654.43) feet to a concrete bound in the Southerly line of lot three (3) as shown on Land Court Plan 26520B filed in the Land Registration Office for the Regis- try District of Hampden County with Certificate of Title No. 9971; thence S. 87 55' 10" E., ten hundred thirty one and 33/100 (1031.33) feet to a concrete bound at the Southeasterly corner of said lot three (3); then S. 46 35' 40" W., nine hundred sev- enty one and 65/100 (971.65) feet to a concrete bound on said Northerly line of Boston Road located at the Easterly end of a curve with a radius of six hundred forty (640) feet; thence Westerly along said Northerly line of Boston Road, by said curve, a distance of two hundred eighty nine and 38/100 (289.38) feet to an iron pin at the Westerly end of said curve; and thence N. 70 49' 10" W. along said Northerly line of Boston Road, sixty five (65) feet to the concrete bound at the point of beginning.


All as shown on an unrecorded plan entitled Vicinity of Spec- tacle Pond, Wilbraham, Massachusetts dated January, 1962 by C. E. Anderson Associates, Civil Engineers, plan number 1292-01.


Excepting and reserving to the State Line Potato Chip Com- pany, Incorporated, sometimes known as State Line Potato Chip Co., Inc., the right to use, for all purposes of a public street, the access road ten (10) feet wide as shown on said Land Court plan from said Northerly line of Boston Road to said Southerly line of said lot three (3) and also a ten (10) foot strip of land from the Westerly line of the above described premises to said access road along the Southerly line of said lot three (3), the Southerly line of the last described ten (10) foot strip shall be ten (10) feet Southerly from and parallel to the Southerly line of said lot three (3).


Said premises are supposed to be owned by State Line Potato Chip Company, Incorporated, sometimes known as State Line Potato Chip Co., Inc.


And to raise and appropriate or otherwise provide a sum of money therefor, and take any other action relative thereto.

ARTICLE 45. To see if the Town will vote to authorize the Selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town 14 days at least before the sale, property taken by the Town under tax title procedure, provided the Selectmen, or whomsoever they authorize to hold such public auction, may reject any bid which they deem inade- quate, or take any other action relative thereto.


ARTICLE 46. To see if the Town will authorize the Selectmen to institute or defend suits and employ counsel for the purpose of protecting the interests of the Town, or take any other action relative thereto.


ARTICLE 47. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1962, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.


ARTICLE 48. To transact such other business as may properly come before said meeting.


And you are directed to serve this warrant by posting attested copies thereof, one at the Post Office at North Wilbraham, one at the Post Office at Wilbraham, and one at Glendale Church, seven days at least, before the time for holding said election and meet- ing. Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk on or before the time for holding said election and meeting.

Report of Finance Committee


As in the past, the budget for the Town of Wilbraham reflects continued growth of the Town and commensurate need for expanded services and facilities. For reasons which are therefore self-evident, the Finance Committee acknowledges the increasing burden on the part of Town officers, department heads and com- mittees to exercise prudence in the financial administration of responsibilities ascribed to them. The Finance Committee is deeply indebted to the many employed and volunteer individuals who have cooperated and collaborated with the Committee to achieve the results as evidenced in this year's report and the budgetary recommendations for the year to come.
