To any of the Constables of the Town of Wilbraham in the County of Hampden:
GREETING:
In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Wilbraham qualified to vote in elections of Town Officers, to meet in Wilbraham Memorial School in said Town on Saturday, the twenty-first day of March, A.D., 1964 at 8:30 o'clock in the forenoon, then and there to give in their votes on one ballot to the election of officers of said Town, for the following offices, to wit:
To choose a Moderator, a Town Clerk, a Town Treasurer, a Town Collector, and a Tree Warden for the ensuing year; one Selectman for three years who shall be a member of the Board of Public Welfare and Board of Health; one Assessor for three years; one Water Commissioner for three years; one Cemetery Commissioner for three years; one Library Trustee for three years; two School Committee Members for three years; one Member of the Regional School Committee for three years; one Member of the Planning Board for five years; one Member of the Planning Board for four years; one Member of the Planning Board for two years. The polls shall open at 8:30 a.m. and shall close at 6:30 p.m.
And you are further hereby required to notify and warn the inhabitants of said Wilbraham, qualified to vote in Town Affairs, to meet in Minnechaug Regional High School in said Town on Saturday, the fourteenth day of March, A.D., 1964 at 10:00 o'clock in the forenoon, then and there to act on the following articles; viz:
ARTICLE 1. To choose one Poundkeeper; two Measurers of Wood and Charcoal; two Surveyors of Lumber; three Field Drivers; two Weighers of Grain - all for the term of one year.

ARTICLE 2. To hear and act on reports of the Selectmen, Board of Public Welfare, Treasurer and other officers or committees.
ARTICLE 3. To fix the compensation of all elected Town Offi- cers for the year beginning April 1, 1964 and ending March 31, 1965.
ARTICLE 3. Recommend that compensation for elected Town Officers be fixed as follows: Town Clerk, $2,600.00 per year (all fees to revert to the Town Treasury) ; Town Treasurer, $2,600.00 per year; Moderator, $50.00 Annual Town Meetings, $15.00 Special Town Meetings; Town Col- lector, $4,524.00 per year (all fees to revert to the Town Treasury) ; Tree Warden, $1.75 per hour ($2.00 per hour for use of truck when needed) ; Selectmen, 2 members $600.00 per year, Chairman, $650.00; Assessors, $1.50 per hour; Constables, $1.50 per hour when called on duty by Select- men, plus fees; School Committee, no salary; Cemetery Commissioners, no salary, $1.50 per hour for time spent at work; Water Commissioners, $150.00 per year; Library Trustees, no salary; Planning Board Members, no salary; Poundkeeper, Field Drivers, Weighers of Grain, Surveyors of Lumber, Measurers of Wood and Charcoal (all Town Officers elected otherwise than by official ballot) fees only as fixed by General Laws.
ARTICLE 4. To see what disposition the Town will make of the Dog Tax of 1963.
ARTICLE 4. Recommend $1,139.79 be added to the Library Appro- priation.
ARTICLE 5. To hear and act on the report of the Finance Com- mittee together with the appropriations recommended by them and to raise such sums of money as may be deemed necessary for defraying the expenses of the Town for the ensuing year and appropriate the same and vote how the same shall be raised. (See page 129)
ARTICLE 6. To see if the Town will vote to raise and appro- priate the sum of $26,800.00, or any other sum, for the use of the Highway Department under the Chapter 81 Highway Pro- gram and determine whether the money shall be provided for by taxation or by appropriation from available funds in the treas- ury, and upon completion of the work the reimbursement of the State's share, namely $18,425.00 to be restored to unappropri- ated available funds in the treasury, or take any other action relative thereto.
ARTICLE 6. Recommend.

To see if the Town will vote to raise and appro- priate the sum of $27,002.00, or any other sum, for the use of the Highway Department under the Chapter 90 Construction Pro- gram and determine whether the money shall be provided for by taxation or by appropriation from available funds in the treasury and upon completion of the work the reimbursement of the County and State's share, namely $20,250.00 to be restored to unappropriated available funds in the treasury, or take any other action relative thereto.
ARTICLE 7. Recommend.
ARTICLE 8. To see if the Town will vote to raise and appro- priate the sum of $7,502.00, or any other sum, for the use of the Highway Department under the Chapter 90 Maintenance Pro- gram and determine whether the money shall be provided for by taxation or by appropriation from available funds in the treasury, and upon completion of the work the reimbursement of the County and State's share, namely $5,000.00 to be restored to unappropriated available funds in the treasury, or take any other action relative thereto.
ARTICLE 8. Recommend.
ARTICLE 9. To see if the Town will vote to raise and appro- priate the sum of $17,057.08, or any other sum, for the construc- tion of Soule Road, from Stony Hill Road running westerly to East Longmeadow Road for a distance of 1,800 feet, more or less, and that in addition the said sum be transferred from unap- propriated available funds in the treasury and the reimburse- ment from the State of $8,528.54 under Chapter 782, Acts of 1962, and $8,528.54 under Chapter 822, Acts of 1963, be re- stored upon their receipt to unappropriated available funds in the treasury, or take any other action relative thereto.
ARTICLE 9. Recommend.
ARTICLE 10. To see if the Town will vote to accept as a public way that portion of Joan Street not previously accepted, as laid out by the Selectmen on February 4, 1964; and authorize the Board of Selectmen to take said way by eminent domain, and that the sum of $1,815.00, or any other sum, be raised and appro-

priated for construction of said Joan Street, and that betterment assessments be levied in accordance with the provisions of Chap- ter 80 of the General Laws, or take any other action relative thereto.
ARTICLE 10. Recommend.
ARTICLE 11. To see if the Town will vote to accept as a public way the private way now known as Park Drive, as laid out by the Selectmen on January 21, 1964, and authorize the Board of Selectmen to take said way by eminent domain, no appropriation being necessary therefor.
ARTICLE 12. To see if the Town will vote to accept as a public way the private way now known as South Park Drive, as laid out by the Selectmen on January 21, 1964, and authorize the Board of Selectmen to take said way by eminent domain, no appro- priation being necessary therefor.
ARTICLE 13. To see if the Town will vote to accept as a public way that portion of Brookmont Drive not previously accepted, as laid out by the Selectmen on February 11, 1964; and authorize the Board of Selectmen to take said way by eminent domain, and to abandon as a public way any portion of said Brookmont Drive lying outside of the said layout dated February 11, 1964. Said abandonment having already been approved by the Planning Board. No appropriation being necessary therefor.
ARTICLE 14. To see if the Town will vote to raise and appro- priate the sum of $8,000.00, or any other sum, less turn in value, for the purchase of a 21/2 Ton Truck, with two-way radio for the use of the Highway Department, $7,100.00 to be transferred from the Road Machinery Fund, and determine whether the balance of the money, namely $900.00, is to be provided by taxa- tion, or by appropriation from available funds in the treasury, or take any other action relative thereto.
ARTICLE 14. Recommend.
ARTICLE 15. To see if the Town will vote to raise and appro- priate the sum of $14,000.00, or any other sum, for the purchase

of a front end loader, 4 wheel drive, for the use of the Highway Department and determine whether the money shall be provided by taxation, or by appropriation from available funds in the treas- ury, or take any other action relative thereto.
ARTICLE 15. Recommend.
ARTICLE 16. To see if the Town will vote to raise and appro- priate the sum of $8,821.00, or any other sum, for the resurfacing of Stony Hill Road from Boston Road running northerly to the Springfield Line for a distance of 3,088 feet more or less, and determine whether the money shall be provided for by taxation, by appropriation from available funds in the treasury, or by bor- rowing under the provisions of Chapter 44 of the General Laws, with further instructions to the Selectmen to file this project with the Federal Works Acceleration Program whereby the Federal Government's share amounting to 50% of costs, exclusive of any land costs, and upon receipt, such reimbursement be added to unappropriated available funds in the treasury, or take any other action relative thereto.
ARTICLE 16. Recommend.
ARTICLE 17. To see if the Town will vote to raise and appro- priate the sum of $30,939.00, or any other sum, for the construc- tion of a sidewalk on Stony Hill Road from the Stony Hill School Road north to Dipping Hole Road for a distance of 1.1 miles, more or less, and determine whether the money shall be provided for by taxation, by appropriation from available funds in the treas- ury, or by borrowing under the provisions of Chapter 44 of the General Laws, or take any other action relative thereto.
ARTICLE 17. Recommend.
ARTICLE 18. To see if the Town will vote to raise and appro- priate the sum of $5,092.00, or any other sum, for the construc- tion of a sidewalk on South Main Street from Minnechaug Re- gional High School Drive south for a distance of 1,300 feet, more or less, and determine whether the money shall be provided for by taxation, by appropriation from available funds in the treas- ury, or by borrowing under the provisions of Chapter 44 of the General Laws, or take any other action relative thereto.

ARTICLE 19. To see if the Town will vote to raise and appro- priate the sum of $21,323.00, or any other sum, for the construc- tion of a sidewalk on Tinkham Road from South Main Street and running westerly to Rochford Drive for a distance of 4,533 feet, more or less, and determine whether the money shall be pro- vided for by taxation, by appropriation from available funds in the treasury, or by borrowing under the provisions of Chapter 44 of the General Laws, or take any other action relative thereto.

ARTICLE 20. To see if the Town will vote to raise and appro- priate the sum of $34,903.00, or any other sum, for the construc- tion of a sidewalk on South Main Street from Tinkham Road running southerly to Soule Road for a distance of 5,264 feet, more or less, and determine whether the money shall be provided for by taxation, by appropriation from available funds in the treasury, or by borrowing under the provisions of Chapter 44 of the General Laws, or take any other action relative thereto.
ARTICLE 20. Recommend.
ARTICLE 21. To see if the Town will vote to raise and appro- priate the sum of $9,867.00, or any other sum, for the construc- tion of a sidewalk on Soule Road from South Main Street and running westerly to Meadowview Road for a distance of 2,120 feet, more or less, and determine whether the money shall be provided for by taxation, by appropriation from available funds in the treasury, or by borrowing under the provisions of Chapter 44 of the General Laws, or take any other action relative thereto.
ARTICLE 21. Recommend.
ARTICLE 22. To see if the Town will vote to authorize the Selectmen to make application to the Community Facilities Ad- ministration of the Housing and Home Finance Agency under the terms of Public Law 560 for an interest free loan to finance a storm drainage study for the town, and that the Selectmen be authorized to enter into an agreement with the Housing and Home Finance Agency for said loan. The above study to be made by an engineering firm selected by the Board of Selectmen with the understanding that the engineering fee shall not exceed the sum

of $9,800.00, or any sum, for the requested planning advance, or take any other action relative thereto.
ARTICLE 22. Recommend.
ARTICLE 23. To see if the Town will vote to raise and appro- priate the sum of $2,300.00, or any other sum, which represents cost to the town after deducting the turn in value of present truck, for use of the Water Department, or take any other action relative thereto.

ARTICLE 24. To see if the Town will vote to appropriate and transfer from unappropriated funds in the treasury the sum of $12,733.00, or any other sum, to be spent by the Water Depart- ment for additional household and business installations for water service, the cost of which is to be collected by the town from the individuals or concerns requesting installations, and which is returned to surplus funds, or take any other action relative thereto.
ARTICLE 24. Recommend.
ARTICLE 25. To see if the Town will vote to appropriate the sum of $3,250.00, or any other sum, for the purchase of a cruiser for the Police Department and determine whether the money shall be provided for by taxation or by appropriation from avail- able funds in the treasury, or take any other action relative thereto.
ARTICLE 25. Recommend.
ARTICLE 26. To see if the Town will vote to accept Chapter 40, Section 6B of the General Laws as amended which reads as follows: A city or town which accepts or has accepted this sec- tion may appropriate money for the purchase of uniforms for members of its police and fire departments, which may include the purchase of rubber boots and other necessary outer clothing, or take any other action relative thereto.
ARTICLE 26. Recommend.
ARTICLE 27. To see if the Town will approve the authoriza- tion of $720,000.00, or any other sum, in bonds or notes of the Hampden-Wilbraham Regional School District for the purpose

of constructing and equipping an addition to the District School, or take any other action relative thereto.
ARTICLE 28. To see if the Town will vote to name the new elementary school on Main Street, now under construction, the Mile Oak School, or take any other action relative thereto.
ARTICLE 29. To see if the Town will vote to name the new elementary school on Main Street, now under construction, the John Fitzgerald Kennedy School, or take any other action relative thereto.
ARTICLE 30. To see if the Town will vote to raise and appro- priate the sum of $100.00, or any other sum, for the expense account of the Conservation Commission, and determine whether the money shall be provided by taxation or by appropriation from available funds in the treasury, or take any other action relative thereto.

ARTICLE 31. To see if the Town will vote to raise and appro- priate the sum of $1,000.00, or any other sum, for a "Land Pur- chase Fund" to be used by the Conservation Commission and determine whether the money shall be provided by taxation or by appropriation from available funds in the treasury, or take any other action relative thereto.
ARTICLE 31. Recommend.
ARTICLE 32. To see if the Town will vote to transfer from available funds in the treasury the sum of $6,599.02, or any other sum, to replace funds appropriated in 1958, 1959, 1960, and 1961 for the preparation and publishing of a history of the Town in 1963, these appropriations having been returned to surplus, or take any other action relative thereto.
ARTICLE 33. To see if the Town will vote to raise and appro- priate from unappropriated available funds in the treasury $7,280.00, or any other sum, for the cost of garbage collection from the subscribers to be restored, upon their receipt by the Town Collector, to unappropriated available funds in the treas- ury, or take any other action relative thereto.

To see if the Town will vote to raise and appro- priate the sum of $2,500.00, or any other sum, to be expended under the joint supervision of the Planning Board and the Board of Assessors for the preparation of maps and plans for the use of said Planning Board and Board of Assessors, or take any other action relative thereto.

ARTICLE 35. To see if the Town will vote to raise and appro- priate the sum of $14,000.00, or any other sum, for the construc- tion of a sanitary sewer along Stony Hill Road from River Road to the Springfield line to be connected with the Springfield sewer system for the purpose of disposing of sewage in conformity with the requirements of the State Department of Public Health, or take any other action relative thereto.

ARTICLE 36. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $1,000.00, or any other sum, to be spent by the Selectmen for sanitary sewer service to the City of Springfield, such cost to be assessed and, when collected by the town from the individuals who are currently on sanitary sewer service, to be returned to unappropriated available funds in the treasury, or take any other action relative thereto.
ARTICLE 36. Recommend.
ARTICLE 37. To see if the Town will vote to authorize the Selectmen to appoint a Sanitary Sewer Study Committee to work with Tighe and Bond relative to the sewer needs and problems in the area of North Wilbraham, for the purpose of disposing of sewage in conformity with the requirements of the State De' partment of Public Health, or take any other action relative thereto.
ARTICLE 38. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of increasing the Stabiliza- tion Fund, or take any other action relative thereto.
ARTICLE 38. Recommend $50,000.00 to be transferred from avail- able funds and $50,000.00 be raised from taxation.

ARTICLE 39. To see if the Town will vote to appropriate the sum of $25,000.00, or any other sum, for a Reserve Fund; $15,000.00 to be raised by taxation and $10,000.00 to be trans- ferred from the Overlay Surplus Account, or take any other action relative thereto.

ARTICLE 40. To see if the Town will vote to authorize the Selectmen to appoint a Study Committee, or Study Committees, to evaluate the advisability of establishing a Department of Public Safety, a Department of Public Works, or any other phase of Town Government Administration that said committee, or com- mittees, deem advisable to consider and to present such recom- mendations to the townspeople for consideration at some future town meeting, or take any other action relative thereto.
ARTICLE 40. Recommend.
ARTICLE 41. To see if the Town will vote to support a con- stitutional grant of home rule for the cities and towns of the Commonwealth of Massachusetts and to direct the Selectmen to take such action as may be necessary or advisable to bring about local self-government, or take any other action relative thereto.
ARTICLE 42. To see if the Town will vote to authorize the Selectmen at their discretion to continue active opposition to the power transmission line presently proposed by the Western Mas- sachusetts Electric Company, and to seek a less damaging route for same, or take any other action relative thereto.
ARTICLE 43. To see if the Town will vote to adopt as a by- law the town employee personnel plan recommended by the Per- sonnel Study Committee. Said plan is entitled "Personnel Pro- gram," is dated February 10, 1964 and is filed with the Town Clerk, and covers town positions other than those filled by popular election and those under the direction and control of the school committee, or take any other action relative thereto.

ARTICLE 44. To see if the Town will vote to amend the By- Laws by adding the following By Law thereto:

ARTICLE 3A PERSONNEL BOARD
SECTION 1. There shall be a Personnel Board of five members, not more than two of which shall be Finance Committee members, to be appointed by the Board of Selectmen after each annual town meeting for a term of such duration that the term of at least one member will expire each year.
SECTION 2. Said Board shall administer all matters pertaining to personnel plans and other such provisions of or for the By-Laws regarding personnel classification, fringe benefits, and compensa- tion plans and shall hear and determine all questions arising under such plans.
SECTION 3. Said Board shail periodically study and review any plans as referred to in Section 2 and shall advise and recommend to the Town as to any needed plans or amendments to existing Town adopted plans.
Said study shall include requests for recommendations from all Town department heads and a thorough study and review of any such recommendations shall be made.
(Such personnel plans under the General Laws are not appli- cable to positions filled by popular election or those under the direction and control of the School Committee.)
ARTICLE 45. To see if the Town will vote to amend the By- Laws by adding the following By Law thereto:
ARTICLE 3A PERSONNEL BOARD
SECTION 1. The Financial Committee of the Town shall serve as a Personnel Board for the Town.
SECTION 2. Same as Section 2 of Article 44 above.
SECTION 3. Same as Section 3 of Article 44 above.
ARTICLE 45. Recommend.
ARTICLE 46. To see if the Town will vote to accept Chapter 32B of the General Laws authorizing any County, City, Town or District to provide a plan of Group Life Insurance, Group Accidental Death and Dismemberment Insurance, and Group General or Blanket Hospital, Surgical and Medical Insurance for certain persons in the service of such Town or District and their dependents, or take any other action relative thereto.

ARTICLE 47. To see if the Town will vote to accept General Laws Chapter 39, Section 23 which provides that the election of Town officers shall take place at any time within 7 days before or after the Annual Town Meeting held for the transaction of other business. The time and the place of holding such election and vote shall be stated in the warrant for the Annual Town Meeting, and such election and vote shall be deemed parts of the Annual Town Meeting, or take any other action relative thereto.
