TOWN WARRANT COMMONWEALTH OF MASSACHUSETTS HAMPDEN, ss.


To any of the Constables of the Town of Wilbraham in the County of Hampden:


GREETING:


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Wilbraham qualified to vote in elections of Town Officers, to meet in Wilbraham Memorial School in said Town on Saturday, the twentieth day of March, A.D., 1965 at 8:30 o'clock in the forenoon, then and there to give in their votes on one ballot to the election of officers of said Town, for the following offices, to wit:


To choose a Moderator, a Town Clerk, a Town Treasurer, a Town Collector, and a Tree Warden for the ensuing year; one Selectman for three years who shall be a member of the Board of Public Welfare and Board of Health; one Assessor for three years; one Water Commissioner for three years; one Cemetery Commissioner for three years; one Library Trustee for three years; one School Committee Member for three years; two Mem- bers of the Regional School Committee for three years; one Mem- ber of the Planning Board for five years. The polls shall open at 8:30 a.m. and shall close at 6:30 p.m.


And you are further hereby required to notify and warn the inhabitants of said Wilbraham, qualified to vote in Town Affairs, to meet in Minnechaug Regional High School in said Town on Saturday, the thirteenth day of March, A.D., 1965 at 10:00 o'clock in the forenoon, then and there to act on the following articles; viz:


ARTICLE 1. To choose one Poundkeeper; two Measurers of Wood and Charcoal; two Surveyors of Lumber; three Field Drivers; two Weighers of Grain - all for the term of one year.


ARTICLE 2. To hear and act on reports of the Selectmen, Board of Public Welfare, Treasurer, and other officers or committees.

ARTICLE 3. To fix the compensation of all elected Town Offi- cers for the year beginning April 1, 1965 and ending March 31, 1966.


ARTICLE 3. Recommend that compensation for elected Town Officers be fixed as follows: Town Clerk, $2,600.00 per year (all fees to revert to the Town Treasury); Town Treasurer, $2,600.00 per year; Moderator, $50.00 Annual Town Meeting, $15.00 Special Town Meetings; Town Col- lector, $4,680.00 per year (all fees to revert to the Town Treasury) ; Tree Warden, $1.75 per hour ($2.00 per hour for use of truck when needed) ; Selectmen, 2 members $600.00 per year, Chairman, $650.00; Assessors, $1.50 per hour; Constables, $1.50 per hour when called on duty by Select- men, plus fees; School Committee, no salary; Cemetery Commissioners, no salary, $1.50 per hour for time spent at work; Water Commissioners, $150.00 per year; Library Trustees, no salary; Planning Board Members, no salary; Poundkeeper, Field Drivers, Weighers of Grain, Surveyors of Lumber, Measurers of Wood and Charcoal (all Town Officers elected otherwise than by official ballot) fees only as fixed by General Laws.


ARTICLE 4. To see what disposition the Town will make of the Dog Tax of 1964.


ARTICLE 4. Recommend $1,220.77 be added to the Library Appro- priation.


ARTICLE 5. To hear and act on the report of the Finance Committee together with the appropriations recommended by them and to raise such sums of money as may be deemed neces- sary for defraying the expenses of the Town for the ensuing year and appropriate the same and vote how the same shall be raised. (See pages 119 to 128 inclusive)


ARTICLE 6. To see if the Town will vote to appropriate the sum of $1,846.75, or take any other action relative thereto.


This sum representing the Grant received from the State for Library purposes.


ARTICLE 6. Recommend $1,846.75 be added to Library Appropria- tion.


ARTICLE 7. To see if the Town will vote to raise and appro- priate the sum of $2,850.00, or any other sum, for the purchase of a sander for the use of the Highway Department, or take any other action relative thereto.


ARTICLE 7. Recommended.


ARTICLE 8. To see if the Town will vote to raise and appro- priate the sum of $2,000.00, or any other sum, for a 1/2 Ton

Pick-up Truck for the use of the Highway Department, or take any other action relative thereto.


This amount represents the cost to the Town after deducting the trade in value of a 1953 1/2 Ton Pick-up.


ARTICLE 8. Recommended.


ARTICLE 9. To see if the Town will vote to appropriate and transfer from the Road Machinery Operating Account the sum of $9,500.00, or any other sum, for the purchase of a 31/2 Ton Truck with two way radio for the use of the Highway Depart- ment, or take any other action relative thereto.


ARTICLE 9. Recommended.


ARTICLE 10. To see if the Town will vote to raise and appro- priate the sum of $3,200.00, or any other sum, for the purchase of two (2) cruisers for the use of the Wilbraham Police Depart- ment, or take any other action relative thereto.


This sum represents the net cost to the Town after deducting the trade in value of the present cruisers.


ARTICLE 10. Recommended.


ARTICLE 11. To see if the Town will vote to accept as a public way the private way now known as Northwood Drive, as laid out by the Selectmen on February 16, 1965, and authorize the Board of Selectmen to take said way by eminent domain, or take any other action relative thereto. No appropriation being neces- sary therefor. Said acceptance to be conditional upon a vote to construct a sidewalk on Springfield Street and Northwood Drive under Article 12.


ARTICLE 12. To see if the Town will vote to raise and appro- priate the sum of $44,800.00, or any other sum, for the construc- tion of a sidewalk, beginning at the Stony Hill School property line in Northwood Village, southerly to Springfield Street on the westerly side of Northwood Drive, and westerly on the north- erly side of Springfield Street to the Springfield City Line, a dis- tance of 1.3 miles, more or less, and authorize the Board of Select- men to take by eminent domain any easements which may be required, or take any other action relative thereto.

ARTICLE 13. To see if the Town will vote to amend the Agreement between the Towns of Wilbraham and Hampden, Massachusetts, with respect to the Formation of a Regional School District so as to include grades seven through twelve in said Regional School District. The details of the amendments being contained in a document entitled "Form of Proposed Amendments to the Agreement Between the Towns of Wilbra- ham and Hampden, Massachusetts, With Respect to the Forma- tion of a Regional School District As Adopted By Each of Said Towns on October 22, 1956" as filed with the Wilbraham Board of Selectmen on February 12, 1965 and with the Wilbraham Town Clerk, or take any other action relative thereto.


ARTICLE 13. Recommended.


ARTICLE 14. To see if the Town will vote to authorize the Selectmen to appoint a School Building Site Committee to find sites for future junior high schools and elementary schools and to raise and appropriate the sum of $2,000.00, or any other sum, to be expended at the discretion of said committee, or take any other action relative thereto.


The committee to be instructed not to spend in excess of said amount.


ARTICLE 14. Recommended.


ARTICLE 15. To see if the Town will vote to raise and appro- priate the sum of $6,500.00, or any other sum, for the resurfac- ing of River Road from Old Boston Road westerly to Stony Hill Road for a distance of 2700 feet, more or less, or take any other action relative thereto.


ARTICLE 15. Recommended.


ARTICLE 16. To see if the Town will vote to raise and appro- priate the sum of $16,875.00, or any other sum, for the purpose of installing a drainage system in Stony Hill Road for a distance of 1300 feet, more or less, from Glenn Drive southerly to Fern- wood Road, or take any other action relative thereto.

ARTICLE 17. To see if the Town will vote to raise and appro- priate the sum of $4,050.00, or any other sum, for the purpose

of completing reconstruction of Soule Road from East Long- meadow Road easterly to Stony Hill Road for a distance of 1800 feet, more or less, or take any other action relative thereto.

ARTICLE 18. To see if the Town will vote to raise and appro- priate the sum of $6,502.00 to meet the Town's share of the cost of Chapter 90 Highway Construction, and that in addition the sum of $19,500.00 be transferred from unappropriated available funds in the treasury to meet the State and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt, to unappropriated available funds in the treasury, or take any other action relative thereto.

ARTICLE 19. To see if the Town will vote to raise and appro- priate the sum of $2,502.00 to meet the Town's share of the cost of Chapter 90 Highway Maintenance, and that in addition the sum of $5,000.00 be transferred from unappropriated avail- able funds in the treasury to meet the State and County's share of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to unappropriated available funds in the treasury, or take any other action relative thereto.


ARTICLE 19. Recommended.


ARTICLE 20. To see if the Town will vote to raise and appro- priate the sum of $8,377.00 to meet the Town's share of the cost of Chapter 81 Highway Work, and that in addition the sum of $18,425.00 be transferred from unappropriated available funds in the treasury to meet the State's share of the cost of the work, the reimbursement from the State to be restored, upon its receipt, to unappropriated available funds in the treasury, or take any other action relative thereto.


ARTICLE 20. Recommended.


ARTICLE 21. To see if the Town will vote to raise and appro- priate the sum of $12,666.00, or any other sum, for the location, relocation, alteration, and construction of Soule Road from Stony Hill Road running easterly to Main Street, and to author-

ize the Board of Selectmen to take said way by eminent domain; or take any other action relative thereto.


ARTICLE 21. Recommended.


ARTICLE 22. To see if the Town will vote to raise and appro- priate the sum of $12,750.00, or any other sum, for the resurfac- ing of Tinkham Road from Main Street running westerly to Stony Hill Road for a distance of 6,645 feet, more or less, or take any other action relative thereto.


ARTICLE 22. Recommended.


ARTICLE 23. To see if the Town will vote to raise and appro- priate the sum of $9,750.00, or any other sum, for the purpose of paying the Town's share for painting and repairing the Green- Towne Bridge, or take any other action relative thereto.


ARTICLE 23. Recommended.


ARTICLE 24. To see if the Town will vote to raise and appro- priate the sum of $10,889.00, or any other sum, for the purpose of installing a drainage system in Tinkham Road to run north- westerly from Rochford Drive to Merrick's swamp for a distance of 1100 feet, more or less, and to authorize the Board of Select- men to take land by eminent domain if necessary, or take any other action relative thereto.


ARTICLE 24. Recommended.


ARTICLE 25. To see if the Town will vote to authorize the Selectmen to employ a registered professional engineer to serve as Town Engineer at a salary not to exceed $9,500.00 per year, or take any other action relative thereto.


ARTICLE 26. To see if the Town will vote to accept as a public way the private way now known as Fox Hill Drive, as laid out by the Selectmen on February 16, 1965 and authorize the Board of Selectmen to take said way by eminent domain, no appropria- tion being necessary therefor.


ARTICLE 27. To see if the Town will vote to authorize the Selectmen to make application to the Community Facilities Ad- ministration of the Housing and Home Finance Agency under the terms of Public Law 560 for an interest free loan to finance

a sewer study for the Town, and that the Selectmen be authorized to enter into an agreement with the Housing and Home Finance Agency for said loan. The above study to be made by an engi- neering firm selected by the Board of Selectmen with the under- standing that the engineering fee shall not exceed the sum of $7,500.00, or any other sum, for the requested planning advance, or take any other action relative thereto.


ARTICLE 27. Recommended.


ARTICLE 28. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $10,436.00, or any other sum, to be spent by the Water Department for additional household and business installations for water service, the cost of which is to be collected by the Town from the individuals or concerns requesting installations, to be restored upon receipt to unappropriated available funds in the treasury, or take any other action relative thereto.


ARTICLE 28. Recommended.


ARTICLE 29. To see if the Town will vote to raise and appro- priate the sum of $1,200.00, or any other sum, to be expended under the joint supervision of the Planning Board and the Board of Assessors, for the maintenance and updating of maps and plans for the use of said Planning Board and Board of Assessors, or take any other action relative thereto.


ARTICLE 29. Recommended.


ARTICLE 30. To see if the Town will vote to amend the Zon- ing By-Laws of the Town of Wilbraham 1964 Revision by adding a new district as set forth in a document entitled "Proposed Warrant for the Town of Wilbraham - Multiple Dwelling District" dated November 16, 1964 and filed with the Town Clerk, or take any other action relative thereto.


ARTICLE 31. To see if the Town will vote to amend the zon- ing of land of R. L. Sirois, Inc. in the Town of Wilbraham, Hampden County, Massachusetts with 577', more or less, front- age on the northerly side of River Road bounded northerly and easterly by Western Mass. Electric Co. and westerly by other land of R. L. Sirois, Inc. from Industrial District to Multiple Dwelling District, or take any other action relative thereto.

ARTICLE 32. To see if the Town will vote to raise and appro- priate the sum of $5,870.00, or any other sum, to purchase addressograph equipment for billing use in the Town Offices, or take any other action relative thereto.


This sum represents the net cost to the Town after deducting the trade-in value of the present addressograph equipment.


ARTICLE 32. Recommended.


ARTICLE 33. To see if the Town will vote to rescind its action on Article 2 of the Special Town Meeting of June 18, 1963 authorizing the Selectmen to convey on behalf of the Town to Frank P. Nowak and Anna C. Nowak a certain parcel of land situated southerly of River Road and westerly of Bridge Street, as the Nowaks no longer wish to purchase this piece of property, or take any other action relative thereto.


ARTICLE 34. Whereas Charles J. Labody and Stella A. La- body by deed dated September 21, 1963 conveyed a certain parcel of land lying 1925 feet, more or less, easterly of Stony Hill Road in Wilbraham, Hampden County, Massachusetts as further bounded and described in said deed, for conservation or other municipal purposes.


Whereas this land was conveyed to the Town to help the Town in its case in opposition to the electric transmission line and is no longer needed for this purpose or for conservation pur- poses.


Therefore it is now desirable:


To see if the Town will vote to accept the deed from La- bodys and to authorize the Board of Selectmen to convey the land back to the said Labodys with the thanks of the Town and with- out cost to the said Labodys.


ARTICLE 35. To see if the Town will vote to appropriate the sum of $30,000.00, or any other sum, for a Reserve Fund; $20,000.00 to be raised by taxation and $10,000.00 to be trans- ferred from the Overlay Surplus Account, or take any other action relative thereto.

ARTICLE 36. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of increasing the Stabiliza- tion Fund, or take any other action relative thereto.


ARTICLE 36. Recommend $50,000.00 be transferred from available funds and $50,000.00 be raised from taxation.


ARTICLE 37. To see if the Town will vote to amend the By- Laws entitled "Personnel Program" dated February 10, 1964 and filed with the Town Clerk, as set forth in "Amendments to the Personnel Program" dated February 10, 1965 and filed with the Town Clerk, or take any other action relative thereto.

ARTICLE 38. To see if the Town will vote to accept the provi- sions of Chapter 403 of the Acts of 1936 of the Commonwealth entitled "An Act Providing for the Inclusion of Additional Pub- lic Employees within the Provisions of the Workmen's Com- pensation Law" and to cover all employees of the Town under said Workmen's Compensation Law except members of the police or fire force, regardless of the nature of their work, or take any other action relative thereto.


ARTICLE 38. Recommended.


ARTICLE 39. To see if the Town will vote to provide for pay- ments under the Workmen's Compensation Law by the purchase of insurance, or take any other action relative thereto.

ARTICLE 40. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $6,000.00, or any other sum, to pay the garbage collector, with receipts from garbage collection subscribers to be restored as received by the Town Collector to unappropriated available funds in the treasury, or take any other action relative thereto.


ARTICLE 40. Recommended.


ARTICLE 41. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury the sum of $227.60 representing prior year's bills for Veterans' Services, or take any other action relative thereto.

ARTICLE 42. To see if the Town will vote to authorize the Selectmen to appoint a Town Building Survey Committee for the purpose of making a study of the need for future Town buildings such as town hall, town library, and any other needed town buildings; and a study of possible sites for such buildings.


Said committee shall hold a public hearing at least 30 days prior to the next Annual Town Meeting and submit to such meet- ing its recommendations which shall contain at least two possible sites for each of the buildings it may recommend as being needed.


Said committee shall consist of one Selectman, one member of the Planning Board, and not less than three other persons, or take any other action relative thereto.


ARTICLE 43. To see if the Town will vote to authorize the Board of Selectmen to purchase a bond to dissolve the attachment of the real estate in the lawsuit against certain Planning Board members as individuals, when such action may in their discretion become necessary, or take any other action relative thereto.


ARTICLE 43. Recommended.


ARTICLE 44. To see if the Town will vote to accept various deeds of easement rights to the Town recorded at the Hampden County Registry of Deeds since the date of the last Annual Town Meeting, or take any other action relative thereto.


ARTICLE 45. To see if the Town will vote to direct the Select- men to instruct its representatives to the General Court to vote in favor of the Home Rule proposal (H 1384 of 1963 as revised) when it comes before them in the 1965 Legislature, or take any other action relative thereto.


ARTICLE 46. To see if the Town will authorize the Selectmen to institute or defend suits and employ counsel for the purpose of protecting the interests of the Town, or take any other action relative thereto.


ARTICLE 47. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1965, and to issue a note or notes therefor payable within one year, and to renew any note

or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.


ARTICLE 48. To transact such other business as may properly come before said meeting.


And you are directed to serve this Warrant by posting attested copies thereof, one at the Post Office at North Wilbraham, one at the Post Office at Wilbraham, and one at Glendale Church, seven days at least, before the time for holding said election and meeting. Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk on or before the time for holding said election and meeting.

Finance Committee Report


Wilbraham's population still increases. Costs in general, con- tinue an upward trend. That these two facts bear importantly on departmental operations became even more apparent as 1965 budget requests were presented by the various boards in January to this committee.


Providing essential services to an expanding population, (esti- mated population now 8,700 compared to 8,200 last year) yet holding costs within reasonable limits, has been a real challenge to all Town departments. We acknowledge the efforts and progress all the people in our Town government have made toward meeting this challenge. Thanks, also, to them for the complete budget material which was given us in ample time for the preparation of the 1965 budget. We are again indebted to Mr. J. A. Reilly, Town Accountant, for providing us with facts, figures, and other information which has been so helpful during the year just past.
