A petition from Elizabeth Stevenson and Mary Shannon, pray ing Council to order sixty-one pounds thirteen shillings and for pence, State money, to be paid to them by the late Marshal of the Admiralty, being the balance of prize money in his hands . due to Charney and Shannon, two deserters from the Continental army, al leging that they are empowered to receive the same, was read; & thereupon,
Ordered, That the said petition be rejected, the same being for feited to the use of the State.

WHEREAS, It hath been represented to us that a number of artsl men insulted and robbed divers liege subjects of this Stato rosiers in the counties of Chester and Bunks, and have threatened to cut mit further depredations in the said counties :

And whereas, It is highly necessary to the protection of the jood people of this State that such offenders should be brought to peedy and condign punishment, we have, therefore, thought pro- ver to offer a public reward, and do hereby offer & public reward, f fifty pounds specie, for each and every of the said robbers who hall be apprehended and convicted of the said robbery, to be paid n conviction, to any person or persons who shall apprehend and ecure the said robbers, or any of them ; and over and besides the aid reward, we do hereby promise free and full pardon to any one f the said robbers, or any one of their aiders or abettors, who hall so apprehend and secure the said robbers, or any of them : und all Judges, Justices, Sheriffs, Coroners, and other peace offi- ers of the State, are hereby strictly charged, enjoined, and requi- ed, to enquire concerning, apprehend, and secure, the said robbers, heir aiders, abettors and comforters, in order that they may be salt with according to law.

Ordered, That Matthew Clarkson, Esq'r, late Marshal of the ourt of Admiralty of this State, be directed to pay to the State Treasurer the sum of sixty-six pounds thirteen shillings and four ence, State money, balance of prize money remaining in his hands ue to Carney and Shannon, two deserters from the Continental rmy, the same being forfeited to the use of the State.
An order was drawn on the Treasurer in favor of Francis Bailey, or the sum of two hundred pounds, on account of printing the ws of the Commonwealth, for which he is to account.

the proclamation dated the twenty-ninth instant, offering a reward of fifty pounds specie, for apprehending and securing each and every of the robbers therein described, said to have insulted and robbed divers liege subjects of the State, residing within the counties of Chester and Bucks ; and thereupon,
Ordered, That the like reward of fifty pounds specie, be paid on conviction, and like encouragements, in all respects, be extended to persons who shall apprehend and secure such robbers within the counties of Philadelphia, Lancaster, Berks, and Northampton.
Ordered, That the foregoing resolution be published.
Passes to Boston, in the State of Massachusetts, were granted to Adam Seibert, Conrad Jumbler, Jesse Justice, Peter Justice, William Sickle, John Boyer, John Perot, and Thomas Denton, with permission to return.
Two deeds were examined and signed by his Excellency the President to Isaac Snowden, Esquire. One of them for nineteen lots in the city of Philadelphia, numbered from 477 to 480, from 483 to 484, 488, 491 to 499, and from 502 to 504, inclusive .- Consideration seven hundred and sixty-four pounds. The other of them for thirty-four lots, numbered from 743 to 752, 758 to 767, 772 to 775, 778, and seven hundred and seventy-nine, and from 789 to 796, inclusive ; sold for the redemption of the bills of credit of this State of the twenty-ninth of April, 17S0. Deeds dated this day.

Ordered, That the remainder of her corporal punishment be re- mitted.
The record of conviction of Jesse Vickars of felony and bur- glary, before the Judges of the Supreme Court, held at Newtown, in the county of Bucks, and sentenced that the said Jesse be hanged by the neck till he be dead ; being read and considered,
Ordered, That the suid sentence be executed on Wednesday, the seventh of this instant, and that a warrant be accordingly issued.
The Council considering that Jesse Vickars has probably been concerned in, or privy to other robberies then that for which he has been convicted, and may, on assurance of pardon, make important discoveries if an opportunity of so doing be afforded him,
Ordered, That the Secretary be directed to assure Vickars that if he shall make a full discovery of his accomplices in the robberies of public property or mails, so that they, or some of them, be con- victed, that in such case the Council will extend their pardon to the said Vickars.
The delegates of Pennsylvania in Congress, and the Agents on the Connecticut claims, attended in Council, and represented that the Agents of Connecticut and themselves had had several confer- ences on the subject of nominating a Court for deciding the said controversy, and represented that they had agreed on six of seren persons for that purpose, of which seven any five are to be a quo- rum, and that there is at present no member from New York, Maryland, or Delaware. They therefore requested the advice of

Ordered, That the execution of the sentence passed upon Jemme Vickars, be deferred until Wednesday the fourteenth day of At gust instant, and that a reprieve be issued accordingly.
Ordered, That Jesse Vickars, now under sentence of death in the gaol of the county of Bucks, be removed, under a sufficient guard, from thence to the gaol of the city and county of Philadel- phia, and that a warrant be issued accordingly.
Ordered, That Moses Winder, now confined in the gaol of the county of Bucks, on a charge of being concerned in robbing of the Treasury of the said county, and all other persons who have been or shall be apprehended, or charged of being concerned in the said robbery, be removed by the Sheriff of the county of Bocks, under a sufficient guard, to the gaol of the city and county of Phil- delphia, and delivered into the custody of William Will, Sheriff d the said city and county, or to his Deputy, Keeper of the said gael.
Ordered, That upon the removal of Jesse Vickars, and of the persons committed to the gaol of the county of Bucks, on a charge of being concerned in robbing the Treasury of the said county, the militia now on guard in the county of Bucks be discharged.
The Sub-Sheriff now attending with the further confession of Jesse Vickars, and also the confession of Solomon Vickars, by which it appears probable that Caleb Paul is now confined in the gaol of the county of Monmouth, under some other name ;
Ordered, 'That a communication be made thereof to his Excel- lency Governor Livingston, with a request that he may be deliv- ered up to this State, and also to inform Governor Livingston that two men of the name of Woodward, who lived near Crosswicks, have been concerned in robbing the Treasurer of the county of Bucks.
Ordered, That Captain Joseph Stiles, Commissary of Military Stores, be directed to deliver to Colonel Robert Smith, Lieutenant of the county of Chester, eight pounds of powder, twenty pound of lead, and three hundred flints; two hundred for muskets, and one hundred for pistols, for which the said Lieutenant is to account.
A deed was examined and signed by his Excellency the Presi- dent, to Abraham Sasportas, and Francis Le Boeuf, for lots in the city of Philadelphia numbered 108, 109, and 110, marked in the general plan of city lots, remaining in the Surveyor General's office, sold agreeably to law, for the redemption of the bills of credit of this State of the twenty-ninth day of April, 1780. Con- sideration money one hundred and thirty-four pounds. Deed dated this day.

An order was drawn on the Treasurer in favor of David Forst, for the sum of twenty-seven pounds eleven shillings and three pence specie, amount of his expences for bringing divers prisoner from the gaol of the county of Bucks to this city.
Passes to Boston, with permission to return again, were granted to Daniel Parker, Jun'r, and John Young, Nicholas Reidner, Heary Boyer and Samuel Willey.
The following deeds were examined and signed by his Excellenty the President, for divers lots of ground in the city of Philadel phia, marked in the general plan of city lots as follow, and roll agreeably to law for the redemption of credit of this State, of the twenty-ninth day of April, 1780, viz :
To William Bonham, for lot No. 304. Consideration twenty. five pounds.
To John Hood, for lots numbered from 1275 to 1278. Consid- eration two hundred and twenty-four pounds.
To Benjamin Harbeson, for lot No. 1600. Consideration two hundred and six pounds.
To James Pearson, for lots No. 1477 and 1478. Consideratica fifty-five pounds.
All which sums the persons above mentioned have paid to the Treasurer of the State, as appears by his receipts. Deeds dated the eighth instant.
A deed was examined and signed by His Excellency the Presi- dent, to Jane Cannon, Samuel Wetherill, John Lile, Christopher Marshall, and John M'Culloh, executors of the last will and to tament of James Cannon, deceased, for lots No. 286, 287, and . 288, in the city of Philadelphia, sold agreeably to law, for the ro- demption of the bills of credit of this State of the twenty-ninth of April, 1780. Consideration one hundred and thirty-one pounds. Deed dated the eighth instant.
A deed was examined and signed by his Excellency the Presi- dent to Gershon Johnston, for two lots of land situate in Middle- ton township, in the county of Bucks, containing forty perches and two hundred and nine feet, late part of the estate of Gilbert Hicks : Seized and sold agreeably to law, for the sum of eleves thousand two hundred pounds, Continental money. Virginia immediately to draw out and order to Fort Pitt, each State one hundred and fifty men, properly officered and accountred to be under the orders of the commanding officer of that post, enable the said officer more effectually to cover and protect the country. That the Secretary at War and Superintendent of Ir nance take, order that proper magazines be laid up in the maid furt which may enable the commanding officer, in case the said post should be invested by the enemy, to render it tenable until reliend; and thereupon,
Ordered, That the Lieutenant of the county of York, and the Lieutenant of the county of Cumberland, do immediately fortid seventy-five men from each of the said counties, according to law, and send them forthwith to Fort Pitt.

A message from the President and Council to the Representatives of the Freemen of Pennsylvania, in General Assembly met.
GENTLEMEN :- It has been with great reluctance that we ban called you together at an carlier day than that to which you stand adjourned ; but the state of the treasury rendered it in our opinie indispensably necessary. The sum which we have been ableto procure on loan, in consequence of the act of Assembly passed the fast session, entitled " An Act to enable the Supreme Executin Council to negotiate such loans as may be necessary to procure ! sufficient sum of money for the defence of the frontiers of this State, and the support of civil Government," has been so very

fling, as to leave us no room to hope for a supply of money by it means; and we had great reason to apprehend a severe blow uld be aimed at the frontiers by the Indians. Our fears in this pect have been but too well justified by events which have since opened, and there is reason to believe that the blow has fallen :b redoubled force in consequence of killing the Moravian In- ns at Muskingham, an act which never had our approbation or Intenance in any manner whatever.
The monies becoming due on contracts for supplying the men on : frontiers will be very considerable; and as the continuance of : supplies will depend on the payment thereof with punctuality, s object becomes of very great importance, and requires imme- te attention.
Since the time of your adjournment, a great quantity of British rchandize has been imported into this State from the city of w York, and paid for in specie. This has occasioned a consid- ble deficiency in our circulating medium, and justly alarmed Ty good citizen with apprehensions of the most fatal consequences that destructive trade is not immediately and effectually re- ained. The intercourse between the disaffected of the State and : enemy at New York is so easy and unrestrained, as to become iremely injurious and really dangerous; and it is, in our opinion, come absolutely necessary to restrain it. We are sensible that ameness of language and similarity of dress and manners render difficult to devise effectual means for this purpose; but those dif- ulties, far from preventing, ought to redouble our diligence and orts in a case on which so much depends.

The insults and robberies committed within the State by several sties of armed men, some of whom have talked of open defiance, Ive induced us to offer public rewards for apprehending and bring- g them to justice, and a number of them have been arrested and e now in confinement.
A state of the taxes of last year, with other papers of public noern, will be herewith laid before you.

A letter from Henry Osborne, Esquire, Eschestor General, is closing a writ of enquiry concerning the estate of Charles We keiser, executed for murder in the county of Northampton, and the same being considered,
Ordered, That the part of the said Charles Werkeiser's estate forfeited to the Commonwealth be remitted, and divided betwea his children equally, his just debts, maintenance in prison, nad the charges of prosecution, trial, and execution, being first pil and satisfied.
An order was drawn on the Treasurer in favor of the Honorakh Joseph Gardner, for the sum of one hundred pounds, in part d his pay as a member of this Board, for which he is to account.
