Petitions from Dorsey Pentecost, Ephraim Douglass, Alexander McClean, and Joseph McCleery, Esquires, respectively, praying to be appointed Prothonotary of the county of Fayette, were read. upon which, agreeably to the order of Saturday, Council proceeded to the election of a Prothonotary of the county aforesaid, and on the votes being taken, it appeared that Ephraim Douglass, Esquire. · was duly elected.


The Comptroller General's reports on the following accounts were read and approved, vizt :


Upon the account of Francis Bailey, for printing work done by order of Council, fourteen copies of the new editions of the laws neatly bound, and four copies of the Constitutions of the seven States, also bound, furnished for public use.


Upon the account of John Chambers, Esquire, Jate Sub-Lieu- tenant of Northampton county, and an order drawn on the Tres surer for the sum of fifty-eight pounds thirteen shillings and six pence specie, to be paid out of the money arising from militis fine in the said county.

SUPREME EXECUTIVE COUNCIL.


Upon the account of Francis Bailey, for printing work done for the office of the Comptroller General.


Upon the account of Doctor Gerardus Clarkson, for medicine fur- nished to a Serjeant of Proctor's regiment.


An order was drawn on the Naval Officer in favor of Major James Moore, for six hundred pounds specie, out of the duties which have arisen by the late impost laws, agrecably to resolution of the Gene- ral Assembly dated the twenty-second day of September, 1783, for the purpose of recruiting two companies of Infantry, to be sta- tioned at Wyoming.


An order was drawn on the Treasurer in favor of John Nichol- Bon, Esquire, Comptroller General, for seven hundred and fifty pounds, State money of the seventh day of April, 1781, for paying one-third of depreciation to the Pennsylvania line, agreeably to act of Assembly passed the thirteenth of April, 1782, said Comptrol- ler to account.


The Honorable Dorsey Penticost, Esquire, sent in a resignation of his seat at this Board, which was read and accepted.


A letter from the Senate of Hamburgh, and sundry papers in- closed, respecting the ship Else Catharina, were. received and read, and the same were ordered to be sent to the Naval Officer to report to Council the circumstances attending the said vessel.

The record of the conviction of Pietro Giacobe Francisca Meses and Mattes Brattelli, (for the murder of William Pickles,) at the Court of Oyer and Terminer held at Philadelphia the twenty- second day of September last, was received and read, by which it appears that the said Pietro Giacobe, otherwise called Pietro Simone Francisco Mesca and Matteo Brattelli, are sentenced by the said Court, "to be hanged by the neck 'till they be severally dead." A petition from Giacoma Agnese in their behalf, was also read; and the same being considered,


Ordered, That a warrant under the less seal of the State be is- sued for executing the said sentence upon them, the said Pietre Giacobe, otherwise called Pietro Simone Francisco Meses and Matteo Brattelli, on Saturday the eighteenth instant, between the hours of ten of the clock in the forenoon, and two of the clock in the afternoon of the same day, at the usual place of execution.


Ordered, That the Sheriff of the city and county of Philadel. phia, be directed to call forth the posse cometatus of the mid county, or a respectable part thereof, for the purpose of preserving peace and good order at the said execution.


Two orders were drawn on the Treasurer in favor of John Hays, Esquire, one for fifty-four pounds nine shillings and two peres, State money, and the other for seventy-seven pounds twelve shil- lings specie, ballances of his account as late Sub-Lieutenant d Northampton county, to be paid out of the money arising from militia fines in the said county.

The following orders were drawn on the Treasurer, vizt :

SUPREME EXECUTIVE COUNCIL.


Benjamin Fuller, John Maxwell Nesbitt, and John Nixon, for five hundred and seven pounds specie, in full for services and at tendance as Auditors of Accounts, payable in four months from the date of said resolution.


Upon the Comptroller General's report on the account of James Old, Iron Master, and his petition to the Board, praying some allowance for losses sustained in the sale of a quantity of cannon and cannon ball,


Resolved, That Council cannot agree to make the compensation requested, but consent that the ballance of fourteen pounds nino- teen shillings and ten pence specie, due to him on the settlement of his account to the State, as appears by report from the Comp- troller General's office, remain in his hands.

The following orders were drawn on the Treasurer, vizt :


In favor of William Moore, Esquire, Messieurs James and John Wharton, Executors, and Elizabeth Wharton, Executriz, of Thomas Wharton, Jun'r, Esquire, dec'd, payable in six months from the twenty-fourth day of September, 1783, for the sum of fifteen bun- dred pounds, including what is now due to them for the use of his widow and children, " to be equally divided among them, share and share alike," agreeably to resolution of Assembly of 24th of Sep- tember, 1783.


In favor of Mr. Francis Bailey-two orders-one of them for one hundred and forty-nine pounds ten shillings specie, amount of his account for printing done by order of Council, and the other for fifty-one pounds fifteen shillings specie, for printing done for the Comptroller's office.


An order was drawn on the Treasurer in favor of Mr. Griffith Evans, for forty-five pounds twelve shillings and six pence specie, ballance of his accounts for eleven months' salary as Clerk to the Comptroller General, ending the fourteenth instant.


The Comptroller General's reports in favour of the following oficers and soldiers, were read and approved, and an order drawn for the interest due to each on the tenth day of April, 1782, as com- puted by him, to be paid out of the monies arising from the excise

The Comptroller General's report upon the account of the Hon'- ble Christopher Hayes, Esquire, late Sub-Lieutenant of the county of Westmoreland, were read and approved, and two orders were drawn on the Treasurer in his favor : one for forty-one pounds four- teen' shillings and six pence, State money; and the other for one hundred and forty-three pounds moven shillings and nine pence, ballance of his account as Sub-Lieutenant for said county, to be paid out of the money arising from militia fines in the county of Westmoreland.


And one other order was drawn in favor of the said Christopher Hayes, Esquire, for fifty pounds nineteen shillings and ten penco specie, in full for provisions furnished by him to the persons om- ployed in running the Temporary line between this State and the State of Virginia.


An order was drawn in favor of Hon'ble John Piper, for the sum of six pounds two shillings and six pence, in full for his attendance. in Council till the fourteenth iustant, and his mileage.


Frederick Phile, Esquire, agreeably to order, attended in Uoun. cil, and made report of the monies in his hand, subject to the draughts of this Board.


Upon the verbal representation of Colo. Richard Humpton, that many of the recruiting accounts of the Pennsylvania line were yet unsettled, and that he had reason to believe there was a large bal- lance due to the State, for which he as Superintending officer of that duty held himself responsible,


Ordered, That the ballances due to the State by the several re- cruiting officers upon a settlement of their accounts, be deducted from the sum to be advanced to each in consequence of the resolu- tion of Assembly of the twenty-second of September, 1788, and that they be added to the fund now in the hands of the Naval officer, and appropriated to the purposes of the aforesaid resolu. tion.


Resolved, That orders be drawn agreeably to the following arrangement, as settled by the Comptroller General :
