Upon the petition of Anne Briggs,


Ordered, That the fine adjudged to be paid to the use of the State by John Briggs be remitted, on his finding security to pay the costs of prosecution, and to be of good behaviour, according to the sentence of the Court.


Upon the petition of Joseph Bohm, Junior, convicted of for- gery in the county of Philadelphia,


Ordered, That the fine adjudged to be paid to the use of the State by the said Joseph Bohm, Jun'r, be remitted.


Colonel Thomas Proctor, Esquire, Sheriff of the city and county of Philadelphia, attended in Council, and took the oaths of alle- giance and of office.


An order was drawn on the Treasurer in favor of Andrew Boyd, Esquire, for thirty-two pounds, State money, in full for waggon hire in Chester county, to be paid out of the money appropriated by resolution of Assembly dated 8th April, 1782.


The records of the conviction of John Connor of highway rob- bery, and James M'Graw and James Jones of burglary, at the Courts of Oyer and Terminer and General Gaol Delivery held for the city and county of Philadelphia the twenty-second and twenty- ninth days of September last, were read, by which it appears that they are sentenced by the said court to be hanged by the neck . 'till they be severally dead; and the Council having fully con- sidered their case,


Ordered, That a warrant be issued for executing the said sen- tence upon them, the said John Connor, James M'Graw and James Jones, on Saturday the first day of November next, at the usgal place of execution.


Ordered, That a like warrant be issued for executing the sen- tence of the same court upon Pietro Giacobe, (otherwise called Pietro Simone) Francisco Mesca and Matteo Bratelli, on Saturday the twenty-fifth instant, at the usual place of execution.


An order was drawn on the Naval Officer in favor of Messieurs. Hazlewood and Blakiston, for seventy-two pounds fourteen shil- lings and three pence one half penny, out of the money appropria- - ted by resolution of Assembly dated twenty-second of September, 1783, for provisions furnished to the two companies of troops to be Stationed at Wyoming.

A deed was examined and signed by his Excellency the Presi- dent to Francis Bailey, for a lot on State Island, containing twenty- one acres and eighty four perches of marsh and cripple : Sold agrees- bly to law, for three hundred and seventy-six pounds thirteen shil- lings and nine pence, State money dated the twenty-ninth of April, 1780. Deed dated the twenty-second day of October, 1783.

Two orders were drawn on the Treasurer in favor of Captain Isaiah Marks, Captain John Henry, John Polton, and John Philips, for the sum of three hundred pounds each order, being the reward allowed by proclamation of this Board for apprehending and secu- ring Edward Conrad and Henry Conrad.


Upon the petition of John Philip De Haas, convicted of an as- sault and battery in the county of Lancaster,


Ordered, That the fine adjudged to be paid to the use of the State by the said John Philip De Haas be remitted.

the said William Brann, on the twenty-second instant, was killed and murdered near the Center house, by some unknown person. On consideration,


Ordered, 'That a proclamation be issued in the following words, to wit :


By the President and the Supreme Executive Council of the Commonwealth of Pennsylvania:


A PROCLAMATION.


WHEREAS, By an inquest held by the Coroner of the city and county of Philadelphia, it appears that William Brann was, while in the prosecution of his lawful business on the twenty-second day of this present month, killed and murdered near the Center house, by some unknown person :


And whereas,. It is of the utmost importance to the lives of the good people of this State, and a due execution of the laws, that the perpetrator of a crime so horrid should be brought to condigo and exemplary punishment ; we have, therefore, thought fit to issue this proclamation, hereby engaging that the public reward of three hun- dred pounds in specie shall be paid to any person or persons who shall discover the perpetrator of the said murder, to be paid ca conviction for the same ; and we do hereby charge and require all Judges, Justices, Sheriffs, and Constables, to make diligent search and inquiry after, and to use their utmost endeavours to apprehend and secure the perpetrator of the said murder, his aiders, abettors, and comforters, and every of them, so that they may be dealt with according to law.


Given in Council, under the hand of his Excellency the President and the seal of the State, at Philadelphia, this twenty-fifth day of October, in the year of our Lord one thousand seven hundred and eighty-three.

Mem .- The person who murdered the said William Brann was drest in a blue coat, and his companion in a green coat ; they ap peared to be foreigners, and had with them a large dog, thin to- wards the flanks, read and white coloured, with a read streak on the end of his tail. The murderer and his companion had each of them a gun. The murder was committed in the afternoon.

Mr. Clark, Mr. Evans, and Mr. M'Pherson, a Committee of the House, attended in Council, and a conference was had upon the time when the election of the President and Vice President of the Supreme Executive Council should take place, and the manner is which it should be conducted.

An order was drawn on the Treasurer in favour of the Honor- able John Montgomery, Esquire, for the sum of one hundred and sixty-three pounds ten shillings specie, in full for his attendance in Congress from the fifteenth of July till the first day of November, 1783, inclusively.


The Vice President and Mr. Atlee are named to the Board of Property which sits this morning.

The memorial of Mr. du Ponceau, praying to be appointed to the place of Notary Public, &ca., &ca , lately held by Paul Fooks, deceased, was read. A number of certificates in support of Mr, du Ponceau's pretensions, were also read.


A recommendation of James Ross, Esquire, to the office of Lieu- tenant, lately held by Colonel Adam Hubley, was read and post- poned for censideration.


The petitions of John Foster and James Kelly, convicted of larceny, in the late sessions of the City Court, with the recommen- dations of the Magistracy, &ca., &ca., annexed, were read and post- poned for consideration.


The petition of Daniel Clymer, Esquire, praying to be appointed Naval Officer, was read.


The Council met.
