IN COUNCIL, Philadelphia, December 9th, 1783.
SIR :- Your return in safety and health to this city, from which you first set out, commissioned to defend the liberties of your coun- try, and after so successful a performance of that high trust, affords us a most sincere joy.
We heartily congratulate you on the late honorable peace, by which the freedom, sovereignty, and independence of the United States are fully acknowledged, their territorial rights ascertained, and the calamities of war terminated.
When we contemplate your conduct in every period of the event- ful contest, and the various proofs you have exhibited of your love for your fellow-citizens, our minds are filled with sentiments which we are convinced you would rather deserve than have expressed, if they could be expressed.
'They are sentiments, sir, representing you in such a light to us, that ardently wishing you every happiness of this life, we feel our- solves equally moved by duty and affection to beseech the best and greatest of Beings, in his good time, to bestow upon you the felicities of that to conc.
When I thus communicate the sense of Counoil, I rejoice in the opportunity of testifying with how perfect an esteem

; A letter from Michael Huffnagle, Require, read on the ninth of September last, was again called ap, and an order taken that Jobs Proctor, Esquire, be directed to receive from Mrs. McCoy, of the county of Westmoreland, all the bonds, book accounts, &e., &a, late the property of Alexander Ross, an attainted traitor, and that mits be immediately commenced upon the said bonds, don, da, for the benefit of the State.
Agrecably to the following resolution of the General Assembly, a re-conveyance to the Commonwealth of a tract of land parchased by John Christie and Andrew Lytle, Esquires, for themselves cod others, as the confiscated property of Andrew Allen, Require, de ceased, was made, and accepted by this Board.

The following letter from his Excellency General Washington, in reply to their address of the ninth instant, was read :
To his Excellency the President and the Honorable the Supreme Executive Council of the Commonwealth of Pennsylvania :
GENTLEMEN :- I am duly afected by the welcome reception I have met with on my return to this city, and accept with unusual pleasure your obliging congratulation.
But I feel myself particularly indebted to you, gentlemen, for `that delicate sensibility which hath spared my feelings, and by sup- pressing your sentiments of my conduct, placed it in but too fair & point of light.
It is from a heart overflowing with gratitude for your past assis- tance and present politeness, that I reciprocate all your benevolent wishes.
While my farewell blessing thus attends you, permit me to give this last public testimony of the great respect and esteem with which I have the honor to be, gentlemen, your obedient, humble servant,

The memorial of Gaetano Porrogalli, of the city of Philadelphia, merchant, was read ; and thereupon,
Ordered, That the memorialist publish in at least two of the newspapers of this city, an accurate inventory of all the goods mentioned in their memorial of to-day, saved from the wreck of the ship Two Friends, and that in the same advertisement they state their application to this Board, and call upon the persons supposed to be consignees, and all others concerned, to make their objections, if any they have, against the sale prayed for.
Ordered, That Messieurs Gerard Koch, John Miller, Junior, and James Abercrombie, be appointed to inspect the goods men- tioned in the aforesaid memorial, to report the condition thereof, and whether they come within the intent and benefit of the act intitled " An Act to alter and amend 'An Act of Assembly inti- tled An Act for the more effectual suppression of auctions and vendues, and to prohibit male. persons capable of bearing arms from being hawkers and pedlars,' 80 far as to allow the sale by public auctions of goods damaged or shipwrecked," passed the second day of March, 1780, page 294.
