Resolved, That Mr. Sam'l Hollinshead be and he is hereby ap- pointed Master of the State Ship Gen'l Green and receive subsis- tance as Officers of the same Rank, on board Continental Vessels.
The above appointment is to take place from the 22d April last.
Resolved, That Mr. John Reed be appointed first Midshipman of said Ship, & receive subsistance as Officers of the same Rank on board Continental Vessels.
Resolved, That Mr. John Wessell be appointed second Midship- man of said Ship, & receive subsistance as aforesaid.

Ordered, That Saturday the twelfth day of June next be ap- pointed for the execution of the said sentence, between the hours of ten of the Clock of the Forenoon & two of the Clock in the Afternoon of the same day, at the usual place of Execution, & that a Warrant, under the less Seal of the State, signed by the Presi- dent & attested by the Secretary, be accordingly issued.
The Hon'ble the Congress of these United States having trans- mitted to this board the following resolution, Viz :
"In Congress, 22d May, 1779. 1
"WHEREAS, a proposition has been made for exchanging a num- ber of the Good Citizens of these States who are in captivity at Niagara & its vicinity, for disaffected Citizens who are desi- rous of joining the Enemy :
Resolved, That the Commissioners of Indian Affairs in the Northern department, or any two of them, be authorized & directed, with the concurrence of the Commander-in-Chief & the Governor or Executive Authority of the several States whose Citizens res- pectively shall be the subject of the proposed exchanges, to nego- tiate & settle such exchange, in the manner & on the terms they shall judge reasonable & expedient.

A Flag of Truce from the Island of St. Croix having arrived with Mr. Beverhout & his family, & he having applied to this Board for permission to land with his family & baggage :
Resolved, That the same be & is hereby accordingly granted.
It being represented to this Board that George Farrell, Patrick Goff & Will'm Alexander, late belonging to Colonel Protor's Reg't & now confined in Goal, are such dangerous and attrocious characters that Capt. Montgomery did not incline to take them on board the State Ship, agreeable to the Resolve of the eighteenth inst., & Capt. Harding, of the Confederacy Frigate, having expres- sed his desire to have them ;
Ordered, That he have permission from this Board so to do.
An Order was drawn on the Treasurer in favor of Capt. Jos, Stiles, Commissary of Military Stores, for the sum of Three Thou- sand Pounds to pay for 600 Cartouch boxes, & the like number of Bayonet Scabbards, for which he is to account.

A return of an Election of Justices having been made from Whitehall Township, in the County of Northampton, by which it appears that Peter Hohhler & George - were duly elec- ted.

A Letter was this day received from His Excellency Gen'l Wash- ington, representing in very cogent terms, the necessity of filling up the Continental Regiments, and also the defective state of the Clotheing department, and suggesting the procedure on the Resolve of the 23d of March last.
Ordered, That the same letter be farther considered in order to an answer.
A Letter from John Carson, dated Carlisle, May 24th, 1779, was read, informing that he had got a number of Rifles repaired for the use of the Rangers, & requesting an Order for 8000 Dollars.
Ordered, That the same be granted, & a Warrant issued accord- ingly to Col. Hart, to be forwarded to Mr. Carson by Col. Thomas Smith.
WHEREAS, It has been represented to this board that divers per- sons of Suspicious Characters & to whom inimical practices are im- puted, & also divers who are charged with forestalling & engross- ing, have lately been restrained in their liberty & yet so remained. In Order, therefore, that an open & regular examination be had in the Premises, Justice be done the Public as well as individuals; & also that reasonable & proper satisfaction be given to a people

long injured & insulted by the abettors of the Tyranny of Great Britain, who have in divers instances abused the generous mildness & lenity of Government, & the tenderness of the well affected: It is
Resolved, That the Magistrates of the City be requested & di- rected to Order the Sheriff or other proper Officer, to transmit to them without delay a list of all such persons as are under his care & charge, other than those committed in the ordinary course of Jus- tice; And that two of the said Magistrates, at least, do proceed from day to day to make strict enquiry into the circumstances & accusations against all such persons, assigning a particular time for each, that all persons may have an opportunity to appear against them, & if there be reasonable grounds therefor, commit or other- wise hold them by ample security to appear at the next Court of quarter sessions, there to be dealt with and proceeded against in due form of Law. And this Board do most earnestly recommend to the faithful & good Subjects of this State to give all needful as- sistance & information with respect to the persons so charged, & to acquiesce in the decisions & determinations of the said Justices in the premises, as they tender the Honor & Safety of Government, would avoid giving the Common Enemies of our Liberty & Country grounds to rejoice & bring reproach on public authority.

A Letter from Col. Proctor, May 27, 1779; from Maj. Gen'l Sullivan, May 26, 1779.
An Order was drawn on the Treasurer in favor of Thomas Smith, Esq'r, (of Bedford,) for the Sum of Fourteen Thousand Dollars, of which sum he is to deliver to Capt. Cluggage the sum of Six Thou- sand Dollars, to be applied to the raising his Company of Ran- gers; And he is to deliver to John Carson, at Carlisle, the Sum of Eight Thousand Dollars, to be applied in purchasing of Arms for the several Companies of Rangers.
A return of an Election of Officers in Capt. Rhoads' Company, in the first Battalion of the County of Bedford, was read, by which it appears that the following Gentlemen were Chosen, Viz : James Hendricks, first Lieutenant; Jacob Walker, second Lieutenant; & John Bowman, Ensign.

An Order was drawn on the Treasurer in favor of Capt. John McCullogh for the Sum of Two Hundred & Twenty-four Pounds, Six Shilling & Three Pence, to Pay the Company of Artillery now doing duty at the Forts on the Delaware, at the requisition of the United States, for which he is to account.

The Petition of Mich'l Farner, Tobacconist, praying for a pass for himself, a Waggon and four Horses, to Boston ;
Ordered, That His Petition be granted.
Capt. Newton Cannon, of the Scho. Two Sisters, lately arrived from the Bahama Islands, in the possession of the King of Great Britain, with a cargo of Fruit, Rum, &ca., &ca., having applied to this Board to be admitted to an entry, & dispose of His Cargo, al- ledged that the said Schooner & her Cargo are the property of one John Baldwin, a native of Maryland, & a person well affected to these States ; and that he is removing his effects in order to settle in this Country, of which this Vessel & Cargo are part. That he,

the said Captain, received orders to sail for Baltimore, There to de- liver said Vessel & Cargo to Mess. Lua & Bowly, Merch'ts. That he accordingly came out with an intention to carry the said Vessel to Baltimore, but being met by several New York Privateers, from whom he had an account of the British Ships in Chesapeak Bay, he changed his course & put into this Port. That he sailed from Baltimore to Cape Francois last Winter, & was taken, on his voy- age back from Cape Francois to Baltimore, & carried into Provi- dence, & that every person on Board is also a prisoner ; To the truth of all which he hath solemnly deposed.
And Whereas, Mich'l Duncan and George Lux, Esq'rs, persons well known & good credit, have in like manner deposed, That he, the said Newton Cannon, is known to them to be a person of good fame & character, & well attached to these States, the said Matt'w Duncan deposing that he knew the said Cannon to have been a Prisoner at New Providence, as he had set forth; That the said John Baldwin is a friend to America, & he believes intends to re- move to the United States. And the said George Lux deposing that the said Newton Cannon did sail in the employ of Lux & Bowley, Merchants of Baltimore, & verily believes the account herein given of the said John Baldwin & the said Newton Cannon is just & true in all respects. All which being duly considered, & it appearing that the said Newton Cannon did, as a farther proof of the honesty of his intentions, deliver into this Board sundry Letters, wrote by the Captains of the New York Privateers. The Board also taking into consideration that the Hon'ble The Con- gress have, by their Resolve of the have encouraged the bringing in Vessels from the Enemy's Ports by the Mariners ; and also by a Resolve of 27th March, 1776, encouraged the removal of Settlers, with their effects.
Resolved, That Capt. Newton Cannon be permitted to dispose of the said Cargo & Vessel, & in other respects dealt with in a friendly manner.
The case of George Holder being again considered, together with the examinations of Jacob Walton, Geo. Kensey, & Sam. Harold, On their Solemn affirmations, proving the said Holder to have been in Bucks County from 27th Sept. 1777, to July, 1778, where- by the Suspicion of his Joining the enemy is removed, & there having been a Session of Assembly since his attainder-
Resolved, That a free pardon be granted him immediately.
A Letter from Mr. Haller, inclosing sundry Papers respecting the Prisoners at Reading, & disturbances between them & the in- habitants of the town.
Ordered, That they be transmitted to the Board of War, & that the Board be requested to send the said Prisoners to some other place.

Ordered, That the Petitioner be Acquainted that the persons who are sweeping the River have obtained a Permission so to do, and are to account with the State for one-fourth of what they find, and that this Board cannot consent to persons taking the liberty desired without permission ; and have directed the Gallies to stop all persons not having the like authority.
A return of the German Battalion, certified by the Board of War to have been raised and credited as a part of the Quota of this State, having been laid before the Board in order to their par- taking of the benefit and advantage to which the other Troops of our Quota are entitled, Agreeable to Resolve of Assembly of Fifth of April last,
Resolved, That the said return be transmitted to Lieutenant Colonel Farmer, the Commissary of the State, in order that He may take a copy thereof, sending back the Original to this Board, and that He be directed to make a like proportionate provision for them, as He has done for Colonel Proctor's Regiment, under the same circumstances.

Ordered, That Colonel Hart and Colonel Smith be a Commit- tee to Confer thereon with the Assistant Quarter Master General, On the Facts set forth in the Petition, and Represent to the Bearer of the said Petition that the like or greater demands are now made in other parts of the State, and that any partiality or local Ease- ment may be productive of bad effects, and cannot be granted but in case of the most Absolute Necessity.
A Letter from George Sharp, Esq'r, Sub-Lieutenant of Cumber- land County, enclosing his Commission, and Requesting to Re- sign the same ;

Ordered, That James Baily, Esq'r, Waggon-Master of the county of Lancaster, do immediately Furnish the Board of War, or their Order, with Twenty Waggons according to Law; and a warrant was Issued accordingly and sent to the Board of War.
A Letter from the Board of War, dated Fourth Instant, was read ; And thereupon,
Ordered, That the Waggon-Master of the County of Lancaster do furnish the Board of War with Twenty Waggons to remove Stores from Lebanon to Lancaster in Order to Relieve the Militia from the Necessity of doing Guard duty at Lebanon ; and a War- rant was accordingly issued.
