A decree of the Justices of the Supreme Court was read, in fa- vour of Michael Rhine, against the forfeited estate of George Rhine, for the sum of sixty pounds, with interest at two and a half per Cent., from the 21st of November, 1777, to the 21st of November, 1778, and Interest of five per Cent. from that time to the time of payment, being a debt due on bond; also, the sum of forty-eight pounds, a debt due upon account, with Forty-three pounds ten shillings Costs ; and thereupon,


An Order was drawn on the Treasurer in favour of Michael Rhine, for the sum of one hundred and fifty-six pounds fifteen shillings and two pence, according to the said decree ; the same be- ing the amount thereof, estimating the Interest to this day : Principal, - £60 -

MINUTES OF THE


Several letters relative to the attacks of the savages on the Fron- tiers, was read ; & on consideration,


Ordered, That a reward of three thousand dollars for every In- dian Prisoner or Tory acting in arms with them, and a reward of two thousand five hundred dollars for every Indian scalp, to be paid on an Order of the President or Vice President in Council, to be granted on certificate signed by the Lieutenant or any two Sub- Lieutenants of the county, in conjunction with any two freeholders, of the service performed, such reward to be in lieu of all other re- wards or emoluments to be claimed from the State.

Ordered, That William Young, an apprentice of Benjamin Town, Printer, now confined in the Gaol of this city, be discharged.

The Council took into consideration the following transcripts of Conviction before the last Supreme Court, to Wit : Marmaduke Grant, convicted of Felony and Burglary, & sentenced "to be hanged by the Neck untill he be dead."


Ordered, That the said sentence be Executed on the said Mar- maduke Grant, at the usual place of execution, on Saturday the sixth day of May next, between the hours of Ten and two of the clock of the same day.


Denis Carraghan, Convicted of Felony and Burglary, & sen- tenced to " be hanged by the Neck till he be dead."


Ordered, That the said sentence be Executed on the said Dennis Carraghan, at the usual place of Execution, on Saturday the sixth day of May next, between the hours of ten and two of the Clock of the same day.


John Hill, convicted of Felony and Robbery, and sentenced "to be hanged by the Neck untill he be dead."


Ordered, That the said sentence be executed, at the usual place of Execution, on the said John Hill, on Saturday the sixth day of May next, between the hours of ten & two of the Clock of the same day.


George Montgomery, convicted of felony and Burglary, sentenced " to be hanged by the Neck untill he be dead."


Ordered, That the said sentence be Executed, &ca., as above, And that Warrants for the Execution of the said sentences be is- sued in due form, under the less Seal of the State, & directed to the Sheriff of the City and County of Philadelp'a.


Ordered, That Mr. Turnbull be directed to sell such Cloth now in the State Store as is unsuitable for Cloathing for the Army, for

James Scott appeared before the Council, and being examined, it appears by his own Confession, that he was formerly a Pedlar, and kept a Vendue in this City; that he left this City and went to New York with the Enemy in June, 1778, and that he had con- tinued there untill about two weeks ago, when he left Long Island and returned to this City


On consideration of the danger arising from such persons being at large in this City,


Ordered, 'That the said James Scott be committed to the Goal of the City of Philadelphia untill the further order of this Board.


Captain Craig, ordered by his Excellency General Washington to Pittsburg with Artillery & stores, made application to this Board for assistance therein. -


On consideration,


Ordered, That it be recommended to the Lieutenant and sub- Lieutenants, Justices of the peace, & others, of the respective Counties through which Captain Craig shall pass, to aid and assist him in transporting the said artillery and stores, as occasion may require.

Resolved, That Captain Stiles, Commissary of Military Stores for this State, deliver to Colonel Henry, Lieutenant of the City, such arms as have been repaired, in order that they may be dis- tributed among the Militia, and that due inquiry be made after the Arms delivered out last year, and which have not been redelivered to Captain Stiles, agreeable to a former order of the Board.


A letter from General Irvine, dated April the 18th, 1780, repre- senting great desertion from the line and scarcity of provision.


A letter from Charles Pettit, Esquire, Assistant Quarter Master General, inclosing a draft for two hundred thousand dollars, dated April the 24th.


Ordered, To lay for further consideration ; and Mr. Rittenhouse was requested to give in a state of the Treasury.

SUPREME EXECUTIVE COUNCIL.


A letter from the President of Congress, dated April the twenty- third, inclosing sundry papers respecting Colonel Broadhead, with the resolution of Congress for supporting him in his command.


A letter from the President of Congress, dated April the 20th, 1780, inclosing a resolution of Congress that any State supplying the Officers of the Hospital and Medical Staff, agreeable to the act . of Congress of the 24th day of November last, shall have credit therefor with the United States.


A letter from Colonel Atlee, Lieutenant of Lancaster County, dated April the 18th, 1780, recommending Jacob Carpenter, James Barber, and Robert Clerk, as Sub Lieutenants of the said County, and they were appointed accordingly.


Resolved, That Mr. McMullin, agent for Confiscated Estates, do apply to the Attorney General to defend the Claim of this State upon the Estate of McDade, and that the present Tenant be sup- ported in his possession, at the expence of the State.

A petition from John Dunlap and James Budden, on behalf of themselves and others, was read, Setting forth that they had pur- chased, at a vendue of Confiscated Estates, a part of Tinicum Island, in the County of Chester, late part of the Estate of Joseph Gallo- way; That one Abraham Kintzing is in possession of the prem- isses, and refuses to deliver them up: Whereupon, they have prayed the aid of this Board to cause possession to be given them, agreeable to the act of assembly : Whereupon, the said act being considered,


Resolved, That the Sheriff of the City and County of Philadel- phia, together with the Sheriff of the County of Chester, do give possession of the said premises to them, the said John Dunlap, James Budden, and others, in due form of law, they paying the incident expences.


A small armed Boat having come up the River, occasioned some uneasiness to the citizens, who were suspicious of her being in con- cert with the Enemy's Pilot boats which infest our Bay.


Aaron Buck, commander of the said Boat, was brought before: the Council and examined, when he produced a Commission under

Congress, dated in September last ; and Captain Sutter, who was stationed for some time at the state Salt works, being called upon, represents that Captain Buck lived about four Miles from the Salt works, was always respected as a good Whig, and turned out under arms at every alarm at Toms River; he was thereupon discharged.


Petition of Robert M'Knight, praying the interposition of Coun- cil with respect to a claim of a share in a certain prize purchased by him of James Johnston, and withheld under an apprehension of his being a deserter, was read.


On consideration,


Ordered, That Colonel Lewis Nichola be authorized and directed to adjust and Settle the shares of all prizes claimed by deserters, or by any persons purchasing of or claiming under deserters, untill the further order of this Board.


Memorial of Captain Coren, respecting refreshments,"was read.


It appearing that Mr. John Randall is duly appointed Sub-Clo- thier of the State of Maryland, and has in his hands a quantity of Cloths and shalloons, the property of that State, which are ordered to be sold as unsuitable for the supply of the army, and the same being necessary to be done in the due Execution of his said Office,


Ordered, That it be recommended to the Vendue Master of the City to sell the said Cloths & Shalloons at public Vendue.


On consideration,


Ordered, That the delivery of the Books and papers now in the hands of Edmund Physick, Esquire, be further postponed untill the 20th day of May next.

An order was drawn on the Treasurer in favour of his Excellency Joseph Reed, Esq'r, President, for the sum of three thousand pounds, in part of his Salary, for which he is to account.


An order was drawn on the Treasurer in favour of Frederick Sneider, for the sum of three hundred & sixty-six pounds twelve shillings and six pence, amount of his account for his attendance at the door of the Council room from the first to the thirtieth of April last, thirty days, at thirty dollars per day, and cash paid for sundry articles for the use of the Council.


Captain McClean and William Lewis, Esquire, appeared before the Council, and Captain McClean having stated his case and Mr. Lewis made his reply, respecting the Suit commenced by him for the recovery of a Negroe Boy taken by Captain McClean on the lines, during the Enemy's being in possession of Philad'a, And George Noarth, Esq'r, being also heard, the further consideration of this subject was referred 'till General Lacey comes to Town. to whom the conduct of Isaac Knight is fully known.


The transcript of the conviction of Joseph Bates of Burglary, before the Supreme Court of the county of Chester, and the sen- tence of the said Court that the said Joseph Bates be hanged by the Neck untill he be dead, being read and considered ; thereupon,


Ordered, That the said sentence be executed at the usual place of Execution, on Saturday the 20th day of May instant, between the hours of ten of the Clock in the forenoon and two of the Clock of the afternoon of the same day, and that a Warrant be accord- ingly issued under the less Seal of the State.

A letter from Samuel Rca, Esquire, Lieutenant of the County of Northampton, dated Mount Bethel, the 1st of May, 1780, and one enclosed relative to the attack on the Frontiers by the Indians, was read.


The petition of Frederick Merchant, convicted of Larceny, and sentenced by the Court of Quarter Sessions of the peace of the County of Westmoreland, to suffer corporal punishment, and pay a fine, &ca., was read ; and on consideration,


Ordered, That the sentence of the said Court be remitted, and the Defendent pardoned.


The Petition of Isabella Grant, convicted of Larceny, was read, & rejected.


A return of an Election for Justices of the peace for the town- ship of Rostraver, in the County of Westmoreland, was read, by which it appears that Alexander Mitchell and Henry Wesly were duly elected ; whereupon,


Ordered, That Alexander Mitchell be appointed and commis- sioned a Justice of the peace for the Co'y of Westmoreland.


The petition of Francis Nelson, convicted of Misprision of Trea- son, was read ; and thereupon,


Ordered, That he be pardoned, on condition of his quitting the State within one Month, and never returning, but not to extend to a permission to go to New York, which this Board do not approve.

An application from Hon'ble Governor Morris, on behalf of Mrs. Eliza Francis, wife of Mr. Samuel Francis, late of the city of New York, Inn-holder, for permission for the said Mrs. Francis to come from the same city of New York to this city, was read ; and there- upon,


Ordered, That the same be granted, on condition that she do not return to the said city of New York during the present War, nor hold any correspondence with any person there during her resi- dence in the city of Philadelphia.


The Petition of David Coleman, convicted of an Assault and Battery at a court of General Quarter Sessions of the peace, held the seventh day of March last, for the County of Philadelphia, and sentenced by the said Court to pay a Fine of fifteen hundred pounds to the use of the State, was read, setting forth that he is unable to pay the said Fine, and praying remission of the same; There- upon,


Ordered, That the said fine be remitted, on condition of his en- listing to serve on board one of the Gallies in the service of this State, during the present War, unless sooner discharged ; For which enlistment he is to receive no bounty.


An application from Mrs. Mary Miller, on behalf of her Son, William Miller, now in New York, for a pass for the said William Miller to come from New York to Philadelphia, was read ; and thereupon,


Ordered, That the same be granted, on condition that the said William Miller do not return to New York during the present War, nor hold any correspondence with any person there during his resi- dence in Philadelphia.

An Order was drawn on the Treasurer in favour of Colonel Lewis Nichola, for the sum of seven hundred and sixty-one pounds twelve shillings and four pence, amount of money due to Colonel Lewis Nichola, Captains Woelper and McIlhatton, and Lieutenants Wood and Pugh, in lieu of their rations and refreshments, from the twelfth day of March to the ninth day of April last.


A letter from the Lieutenant and Sub-Lieutenants of the city of Philadelphia, dated this day, was read, setting forth that the In- habitants of Mulberry and North Wards had neglected to Elect their Officers, agreeable to the Militia Law of this State, and re- commending Alexander Quarrier, Conrad Syfert, William Hunter, and John Laurence, as proper persons to be appointed Officers in the said Wards; thereupon,


Ordered, That Alexander Quarrier be appointed Captain, Conrad Syfert, Lieutenant, and William Hunter, Ensign, of a Company of . Militia in Mulberry Ward, in the City of Philadelphia.


Ordered, That John Laurence be appointed Lieutenant of a company of Militia in North Ward, in the said City, and that they be commissioned accordingly.

On Examination, it appears that he is an English- man; served part of his apprenticeship in this city-that he came into Philadelphia during the time it was in possession of the En- emy, and went to England ; that he returned to New York, & from thence into New Jersey, and that his conduct in New Jersey had afforded ground of suspicion.

Ordered, That the said Henry Lane do attend this Board on Tuesday next, for further examination.


The petition of Joseph Richardson, now a Prisoner in the Goal of Philadelphia, was read.
