Application being made to this board by Andrew Bunner and Company, for permission to take on board the ship Charming Sally, Commanded by Alexander Holmes, forty-eight barrels of fish.

An order was drawn on the Treasurer in favour of Mr. James Loughead, Paymaster, for the sum of £25,854 10, for the purpose of paying the Militia of the city and liberties of Philadelphia, now called into service, for which the said Paymaster is to account, be- ing monies arising from Militia fines, and paid on the 12th instant by Col'l William Henry, Lieut't, into the hands of the Treasurer.


An order was drawn on the Treasurer as follows, vizt :- In favour of Captain William Mackey, for the sum of 4,880 dollars ; in favour of Lieutenant David Coulstone, for the sum of 4,270 dol- lars ; and in favour of Ensign Philip Gallagher, for the sum of 3,600 dollars; amounting in the whole to the sum of 12,750 dollars; for their expences in forwarding to Camp the York county Volun- teers, agreeble to their account.


A letter from Mathew Gregg, Esquire, of the county of Cum- berland, dated the day of , resigning his office of Wag- gon Master for the said county, was read; and thereupon,


Ordered, That Colonel Robert Culbertson, Esq'r, be appointed Waggon Master of the said county, in the room of the said Mat- thew Gregg.

An order was drawn on the Treasurer in favour of Mr. James Loughead, paymaster of the Militia of the city and liberties of Philadelphia, for the sum of 20,530 dollars, Continental money, for the purpose of paying the Militia now called into service from the city and liberties, to be charged to Colonel William Henry, Lieutenant, and to be repaid by him out of the monies arising from militia fines.

A return of Justices from the township of Bedford, in the county of Bedford, being read, by which it appears that Andrew Todd and William Proctor, Esq'rs, were duly elected Justices of the said township.


On consideration,


Ordered, That Andrew Todd, Esq'r, be appointed a Justice of the Peace of the county of Bedford, and that he be commissioned accordingly.


A letter was written to Colonel Lewis Nichola, requesting him to use his utmost endeavours, either personally or by any commission- ed prudent officer, to be appointed by him, to detect and secure all deserters from the Continental army that may be found on board any ships or vessels in this port, with a direction to the Captains, or other officers, on board such vessels, to aid and assist him therein, and in case of any opposition, that he report to this Board the names of the persons so offending, that they may be dealt with as the case may require; and the said Colonel Nichola was also requested to report to this Board his success in the said business.


The application from Matthew Irwin, for leave to ship for the West Indies 200 barrels of fish, was resumed; and on considera- tion,


Ordered, That the same be granted, and that the Naval Officer be directed to enter the same in the usual form.


The petition of Moses Lamb, who being bound in recognizance for the appearance of a certain Benjamin Nugent at a Court of Oyer and Terminer, held at Carlisle, for the county of Cumberland, and the said Nugent not appearing, the same became forfeited, was read, praying remission of the same, and he being recommended to this Board by the Hon'be the Chief Justice ; thereupon,


. Resolved, 'That the said forfeiture be remitted, on satisfying the officers to whom fees may be due thereon.

A petition from a number of the inhabitants of the county of Chester, setting forth that debts were due to them from the Com- missioners and contractors of the hospital, and, that the collectors of the taxes are calling upon them for their taxes, and praying the aid of this Board therein, was read, and the same was dismissed.


A petition from divers of the township Assessors in the county of Chester, praying exemption from Militia duty, was read, and dismissed.

Resolved, That the said return be dismissed, and that Abraham Samford and John McIlhatton, the subscribing Judges of the said election, be informed of this resolution; that they may take the pro- per steps for rectifying the mistake.

for the use of the workmen and labourers employed at the fortifica- tions on Mud Island.


Ordered, That Captain Joseph Stiles, Commissary of Military Stores, be directed to deliver to Thomas Smith, Esquire, of the . county of Bedford, or his order, three hundred weight of gun- powder, twelve hundred weight of lead, and 1,000 flints, to be by him forwarded to Colonel John Piper, Lieutenant of the county of Bedford, for the use of the Militia of s'd county.


A deed was examined and signed by Hon'ble the Vice Presi- dent, to Messrs. Christian Wertz, John Schaffer and Jacob Geiger, conveying a certain messuage or tenement and lot of ground, situ- ate on the north-east corner of Second and Sassafrass streets, in the city of Philadelphia, containing in breadth north and south nine- teen feet, and in depth 100 feet : bounded southward by Sassafrass street, eastward by a four feet wide alley, which divides this lot from another lot late of John Parrock, (now sold to Peter Paris,) northward by another messuage and lot, late of the said John Par- rock, now belonging to the trustees of the University of the State of Pennsylvania; and westward by Second street aforesaid, together with the free use and priviledge of the said four feet wide alley: Seized and sold agreeable to law, as the estate late of John Parrock, (attainted of high treason,) to the said Christian Wertz, John Schaffer and Jacob Geiger, for the sum of £40,000, Continental money, (subject to a yearly rent of twenty bushels of good mer- chantable wheat, by half yearly payments, to the trustees of the University of this State,) three-fourth parts of which sum they have paid into the hands of the agents for forfeited estates in the city of Philadelphia, the other one-fourth part being reserved for the purpose aforesaid. Deed dated the nineteenth day of August instant.

An order was drawn on the Treasurer in favour of Colonel Lewis Nichola, for the sum of six hundred dollars, to be paid in State money, at sixty for one, for one year's pay due to him as Town Major, ending the nineteenth instant.


A deed was examined & signed by the Hon'ble the Vice Presi- dent, to William Lawrence, conveying a certain lott of ground situate on Third and George streets, in the Liberties of Philadel- phia, being twenty two feet and a half wide on the said streets, and two hundred feet in depth : Bounded west by Third street; north by William Ball's lot ; east by George street ; and south by John Morris's lot, subject to a ground rent of £8 6, payable to William Hockley, and also £2 14 payable to Luke Morris, seized & sold agreeable to law, as the estate late of George Harding, for the sum of £900, which sum of £900 the said William Lawrence hath paid into the hands of the agents of forfeited estates in the county of Philadelphia. Deed dated the 22d day of August instant.

John Mitchell, Esq'r, late D'y Q'r M'r General, attended in Council, and paid into the hands of the Hon'ble the Vice President, the sum of £700, Continental money, the rent of the bridge on the river Schuylkill, for the month of July. '


Ordered, That the same be paid into the hands of the Treasurer, which was done accordingly.


An order was drawn on the Treasurer in favor of Isaac Serrill, for the amount of £5,850, Continental money, in State money, at the rate of sixty for one; to be by him paid to Adam Richards, for thirteen head of beef cattle, seized for the use of the Conti- nental army by Colonel Philip Marsteller, Commissioner of Pur- chases in the county of Lancaster, agreeable to an act of General Assembly, passed the first day of June last.


Ordered, That Jacob Saylor, Esq'r, of the town of Bedford, in the county of Bedford, be appointed & commissioned to be a Jus- tice of the Peace for the said county.


A letter from his Excellency the President of Congress, of the 22d instant, informing this Board that a majority of the United States have passed laws adopting the resolutions of the Hon'ble Congress of the 18th of March last, for calling in the bills in cir- culation, and emitting new bills on certain funds, was read, and the same was ordered to be filed.

Two letters from his Excellency the President, were read ; one of them dated the 21st of August instant, urging the necessity of

a speedy collection of the fines due for neglect of militia duty: And the other dated the twenty-third instant, enclosing one from his Excellency General Washington, countermanding the orders issued for marching the militia under the command of his Excel- lency the President, for the present, and requesting that the militia in the back counties may be ordered not to march immediately, but to hold themselves in readiness to move upon the shortest notice.


Whereupon, letters were written to the Lieutenants of the coun- ties of Lancaster, York and' Cumberland, agreeable to the said letter.

An order was drawn on the 'Treasurer in favour of Colonel Rob- ert Wilson, for £5,800, Continental money, to be by him paid to John Beaton, Esquire, Paymaster of the militia of the county of Chester, for the purpose of paying the militia of the said county; now called into service, for which the said Paymaster is to account; the same to be charged to Colonel Robert Smith, Lieutenant of the

Resolved, That William Scott, Esq'r, of the county of Bucks, be appointed Paymaster of the militia of the said county.


An order was drawn on the Treasurer in favor of William Scott, Esq'r, Paymaster of the militia of the said county, for the sum of £125,000 Continental money, for the purpose of paying the mi- litia of the said county now called into service; The same to be charged to Colonel Joseph Hart, Lieutenant of the said county, to be repaid by him out of the monies arising from militia fines.


An order was drawn on the Treasurer in favour of Mr. Joseph Dolby, for the sum of £210 Continental money, for ringing the bells of Christ church on yesterday, being the birth day of his most Chris- tian Majesty.


An order was drawn on the Treasurer in favour of Mr. Jesse Bonsall, for the amount of 20,000 dollars Continental money, in State money, at 60 for one, for six head of beef cattle delivered to John Crosby, Jun'r, Commissioner of purchases in the county of Chester, for the use of the army, agreeable to an act of the Gen- eral Assembly, passed the 1st day of June last.


A petition from a number of the inhabitants of the county of Northumberland, setting forth their defenceless situation in case the German regiment should be withdrawn ; that they are not any - longer able to support themselves against the inroads of the sava- ges, & praying some relief from this Board, was read, together with letters from Colonel Samuel Hunter, Lieutenant, and Mathew Smith, Esq'r, Prothonotary of the said county, of the 18th instant, on the same subject.


Ordered, That the same be laid before the Gen'l Assembly at their next meeting.

The petition of Mary Baker, convicted of felony, and sentenced to pay a fine to the use of the State of £450, was read, setting forth that she is unable to pay the said fine, and praying remission of the same; thereupon,

Ordered, That Mr. Samuel Sterrett be appointed Muster Mas- ter of the militia now in service under the command of his Excel- lency the President of the State.

Beginning at a post, a corner of land of Thomas Babb; thence by the said Thomas Babb's land and lands of Sam'l Sintclair and Samuel Fisher north eighty-two degrees west two hundred and sixty-three perches to a marked black oak; thence by land of Mrs. Key and by land of William Law south 23, degrees west 212 perches to a marked black oak; thence by land of


Stanford south 64 degrees east seventy-six perches to a post ; thence by the said land south one degree and a half west 48 perches to a post; thence still by the said Stanford's land south 32 degrees east twenty perches to a corner of land of Alex'r McPherson's by the side of a run of water ; thence by the said Alexander McPher- son's land north 83 degrees east 177 perches to a marked black oak, a corner of land of Francis Alexander; thence by the same north 15 degrees east 108 perches to a heap of stones; thence still by the same land north 86 degrees east 84 perches to a stone, a corner of land of William Dawson ; thence by the same north three de- grees west 150 perches to the place of beginning; containing four hundred and fifty acres, be the same more or less, seized and sold agreeable to law, as the estate late of David Dawson, for the sum of £17,250, which sum the said Margaret Dawson hath paid into the hands of the agents for forfeited estates in the said county. An order was drawn on the Treasurer in favour of William Evans, Esq'r, Commissioner of Purchases in the county of Ches- ter, for the amount of 3200 dollars, Continental money, in State money, at the rate of 60 for one, to be by him paid to Sarah Eachus, for one steer and ten sheep, purchased by the said William Evans for the use of the army, agreeable to an act of the General Assembly, passed the first day of June last.


An order was drawn on the Treasurer in favour of Colonel Lewis Nichola, for the amount of 4,808 dollars and sixty-ninetieths, Con- tinental money in State money, at 60 for one, ballance of his acco't for repairing the barracks.


An order was drawn on the Treasurer in favor of Hon'ble Timo- thy Matlack, Esq'r, for the sum of £3,000 in Continental money, in part of his pay as a member of Congress for this State, for which he is to account.


A letter from Mr. John Currie, of Saucon township, in the county of Northampton, dated the 12th day of August, 1780, in- closing a commission from this Board appointing bim a Lieutenant in the fourth Company of foot in the fourth Battalion of the Mili. tia of the said county, & praying leave to resign the same, was read; and thereupon,
