Ordered, That Joseph Shippen, Junior, esquire, late Secretary of the Governor of the Province of Pennsylvania, do, on or before the twentieth day of April next, deliver up to Timothy Matlack, esquire, Secretary of this Council, the Records, books and papers belonging to the said office of Secretary of the late Government of Pennsylvania, or shew Cause to this Council for his Non-compli- ance.
Invitation to the Funeral of the Hon'ble Mr. Forbes, Member of Congress, to-morrow at four O'Clock; agreed to attend the said Funeral.
The return of Justices from the townships of Straban and Mount Pleasant, being read, it appears that the said Election was held by the Voteables of said district, from which it is doubtfull whether the said Election was made by the freeholders only, according to the Constitution and law, or the Voters generally, in which latter case the election would be void.
Resolved, therefore, That the said return be transmitted to the said Towhships, in order that the same may be rectified, if the Elec- tion has been duly had; and if not, that a new Election be held by the freeholders only.
The petition of Charles Cook, for permission to stay a few weeks longer, was read ; and thereupon,

The return of Justices from the Townships of Manallen and Tyrone, being read, it appears that the said Election was held by the Inhabitants of said district, from which it is doubtfull whether the said election was made by the Freeholders only, according to the Constitution and law, or the Inhabitants generally, in which latter case the election would be void.
Resolved, therefore, That the said return be transmitted to the said Townships, in Order that the same may be rectified, if the election has been duly had, and if not, that a new election be held by the freeholders only.

The Council resumed the consideration of the Petition recom- mended to them by the Honourable House of General Assembly, respecting Benjaman Nugent, William Nugent, and Jobn Rosbo- rough, Charles Johnston, and Doctor John McCartney, suspected of having burned divers houses in the County of Cumberland ; and thereupon,
Ordered, That a reward of One thousand dollars be offered for apprehending each of the above named persons, to wit : Benjamin Nugent, William Nugent, John Rosborough, Charles Johnston, and Doctor John McCartney ; and that a Proclamation be Issued for that purpose.

A PROCLAMATION.
WHEREAS, divers of the Inhabitants of the county of Cumber- land, within this State, have, by their humble petition, represented

to the House of Assembly, in their present Sessions, that they are in a state of most imminent danger from a number of violent, wicked persons within the said county, who being detected in coun- terfeiting Money and such like evil practices, have Burnt the Barns, Mills, & Houses of sundry well disposed and faithfull sub- jects of this State, who have exerted themselves in discovering and bringing to Justice the above offenders :
And Whereas, Benjamin Nugent; William Nugent, John Ros- borough, Charles Johnston, and Dr. John McCartney are, among others, charged with the perpetration of the above offences, but have hitherto eluded the hands of publick Justice : And the said petition being recommended to the care and notice of this Council, for the discovery and punishment of such pernicious and attrocious crimes, and that the said Benjamin Nugent, William Nugent, John Rosborough, Charles Johnston, & Dr. John McCartney, may be brought to condign and exemplary punishment :
We have thought fit to issue this our proclamation, hereby pro- mising and engaging that the publick reward of five thousand dol- lars shall be paid to any person or persons who shall apprehend the said Benjamin Nugent, William Nugent, John Rosborough, Charles Johnston, and Dr. John McCartney, and one thousand dollars for either of them, and safely deliver them, or either of them, to any Sheriff within and Goal of this State, together with reasonable ex- pences attending the same.
And we do hereby strictly charge, enjoin and require all Judges, Justices, Sheriffs, Constables, and all other the faithfull and liege subjects within this Government, to make diligent search and en- quiry after the above offenders, and to use their utmost endeavours to apprehend and secure them and every of them, so that they may be brought to Justice.
Given, by order of the Council, under the hand of his Excellency

Two letters from George Stevenson, esquire, (of Carlisle,) to the Secretary, relative to land of the Reverend Mr: Batwell, the one dated the Twelfth day of February, and the other, March the twenty-first instant, relative to a tender made by Mr. Kauffman to Stephen Duncan, esquire, County Treasurer, were read.
The Petition of divers Inhabitants of the County of York, praying protection against the enemy, was read.
The petition of Philip Moore and James Montgomery, praying to have ten Tons of broken Cannon, &ca., was read.
Ordered, That Mr. George Henry do deliver to Mr. Philip Moore & Captain James Montgomery, or their order, the Ton of broken Cannon, they paying for it at the rate of three hundred pounds per Ton.
A letter from Major David S. Franks, of this day's date, respect- ing his claim to the provisions made for Officers by the State, was read.

barrels of Flour, Six hundred barrels of Pork, and two hundred barrels of Beef, by the first day of May, out of the Supplies to be furnished, and also reminding this Board of some supposed deficiency last fall, was read and considered ; Whereupon,
Resolved, That a draft of a letter in answer thereto, be prepared and laid before the Board to-morrow.
A letter from Colonel Wiltner, dated March the eighteenth, de- siring the Board to determine between Captain Schott and Captain Selin, each claiming to remain in the command of the company formerly Ottendorff's, and now to be incorporated with the Ger- man Battalion, was read and considered.
Also, a letter from the same officer, of the same date, informing that Captain Rice and Lieutenant Godfrey Schneider, of his Corps, had sold the Cloathing provided by the State ; also, recommending Lieutenant Philip Schrawder to the command of a company.
Resolved, That the said letters be transmitted to the Board of War.
Captain Ziegler, appointed Distributor of the Stores at Camp, having laid his accounts before the Board, and they having been examined & approved, he requesting the Board to make him an allowance for his year's service in that station ; whereupon,
Resolved, That fifteen hundred pounds be allowed therefor.

Petition of Edward Evans, respeeting his Claim to City Lotts, &ca., was read and rejected
Application by the Committee appointed by an act of Assem- bly, passed in the last session, for striking the sum of one hundred thousand pounds for the Paper Moulds, for striking the two hundred thousand pounds in the year 1777.
Ordered, That the Secretary do deliver the said Moulds, and the same was done accordingly.
The Council resumed the consideration of the appointment of Lieutenants and Sub-Lieutenants in the several counties.
Moved and agreed, That Coloned Robert Smith be appointed Lieutenant, and that Colonels Thomas Cheney, Lewis Gronow, Andrew Boyd, Thomas Levis, and Robert Wilson, be appointed Sub-Lieutenants of the county of Chester.
Moved and agreed, That William Scott, esquire, be appointed Lieutenant, and that Mathew Dill, John Agnew, Henry Slagle, William Ross and James Dixon, esquires, be appointed Sub-Lieu- tenants of the county of York.
Moved and agreed, that Peter Kichlein be appointed Lieutenant, and John Chambers, Peter Burkhalter and Frederick Limboch, Sub Lieutenants of the county of Northampton.

A deed was examined and signed by his Excellency the Presi- dent, to Jacob Morgan, Junior, esquire, conveying a certain Stone Messuage or Tenement, Paper Mill, Saw Mill, and two tracts, pieces or parcels of Land, situate on Wissahiccon road, in Rox- borough Township, in the county of Philadelphia, containing in the whole about one acre; One of them (whereon the said Mes- suage, Paper Mill and Saw Mill are erected) beginning at a corner of William Smith's land; thence along the same, south sixty-five degrees West Eleven perches, to the River Schuylkill; thence by the said River South forty-seven degrees east eight perches to an Elm Tree, at the corner of Isaac Norris's land ; thence by the same north fifty-nine degrees East thirteen perches, to a stone at the side of the s'd Wissahiccon road ; thence along said road North sixty-seven degrees west eight perches to the place of beginning ; containing eighty-two perches and five tenths of a perch.
The Other tract (whereon the Mill dam is) beginning at. a stone at the side of the said road; thenee along the same South seventy degrees east twenty perches, to a corner of Jonathan Adams' Land ; thence by the said Land the three following courses & distances, to wit : North twenty-four degrees east two perches and five-tenths of a perch; thence North sixty degrees West twenty perches and five-tenths of a perch, to a White Oak sapling; thence south twenty degrees West five perches and two-tenths of a perch, to the place of beginning ; Containing seventy-seven perches and five tenths of a perch of Land, late the estate of Chris- topher Saur, late of Germantown, Printer, forfeited to the use of the State, and sold by public vendue, agreeable to Law, on the eighteenth day of September last. The sum of five thousand one hundred and fifty pounds having been paid to Thomas Hale, late Agent for the said county, on the twenty-seventh of October last, being the full consideration money for the said Messuage, buildings, and pieces of Land. Deed dated the thirty-first day of March Instant.
A deed was examined and signed by his Excellency the Presi- dent, to Jacob Morgan, Junior, esquire, conveying a certain Mes- suage or Tenement, and tract or piece of Land thereunto belong- ing, situate in the Northern Liberties of the city of Philadelphia,

Beginning at a post by the River Delaware; thence by Michael Hillegas's Land North twenty-six degrees fifteen minutes West two hundred and six perches, to the road leading to point no point ; thence along the same south fifty-nine degrees and a half West forty-three perches & four-tenths, to Abel James's Land ; thence by the same South twenty-six degrees East One hundred and ninety-five perches, to Delaware River aforesaid; and thence up the same to the place of beginning ; Containing fifty-four acres, late the estate of John Parrock, late of the City of Philadelphia, yeoman ; Forfeited to the State, and sold agreeable to law, on the twen- tieth day of September last. The sum of twenty-seven thousand six hundred pounds consideration Money for the same having been paid to Thomas Hale, late Agent for the said County, on the twen- ty-seventh day of October last. Deed dated the thirty-first day of March instant.
A deed was examined and signed by his Excellency the Presi- dent to Messrs. John Little & Ephraim Blaine, Conveying a Cer- tain piece or parcel of Meadow ground, situate in Passyunk Town- ship, in the County of Philadelphia, bounded as follows, Vizt : beginning at a post by low Water Mark of the River Schuylkill, a Corner of Daniel Roberdeau's meadow land ; thence by the same north eleven degrees east eighty-three perches and a half, to a small lane between this and land late Henry Elwes; thence by the same North eighty four degrees and an half West fifty-six per- ches and an half to the middle of Sepicken Creek ; thence down the middle of the same to the Mouth thereof; thence down by low Water mark of the River Schuylkill to the place of beginning ; containing twenty-nine acres and sixty perches, late the estate of Joseph Galloway, now forfeited to the use of the State, and sold agreeable to law, on the twenty-fifth day of August last. The sum of fifteen thousand five hundred and twenty pounds having been paid to the Agents of the said County, on the first day of October last, being the full consideration Money for the same. Deed dated the twenty-sixth day of August last.
The Council resumed the consideration of appointing Lieuten- ants and Sub-Lieutenants of the Several Counties, and agreed that Colonel Samuel Atlee be appointed Lieutenant of Lancaster county.
A letter from Major General Greene, Quarter Master General, respecting forage, was read ; also a letter on the same subject from Mr. Biddle, assistant forage Master, was read.
Ordered, That a Conference with General Greene be request- ed.
General Greene attended in Council, and on Conferring with him, it appears that the want of Money and of Forage occasions the difficulty in his department, that many Waggons are daily dis- charged for want of money to pay for it.
Ordered, 'That a pass be granted to Edmund Grimshaw and Jane his wife, to go into the city of New York; also, that a pass be granted to to go into the City of New York.

Agreed, that James Cunningham, Christopher Kucher, Abraham Dehuff, John Hopkins, John Huber, William Steel and Maxwell Chambers, esquires, be appointed Sub-Licutenants of the County of Lancaster.
Peter Richards, esquire, proposed as Sub-Lieutenant of the County of Philadelphia.
A letter from John Hubley, esquire, recommending Christian Wertz as Commissioner for the County of Lancaster.
The Council took into consideration the appointing Commission- ers of Purchases, agreeable to an "Act for procuring a supply of Provisions and other necessaries for the use of the Army." And several applications for that Office in the City of Philadelphia be- ing read.
The Council proceeded to Elect by ballot a Commissioner of purchases for the City of Philadelphia, when Mr. Andrew Doz was elected by a very great Majority ; and thereupon, was declared to be the Commissioner of purchases for the City of Philadel- phia.
And Colonel John Bull was Elected Commissioner of purchases for the County of Philadelphia ; and thereupon, he was declared to be Commissioner of durchases for the county of Philadelphia.
And Colonel John Gill was unanimously appointed Commis- sioner of purchases for the County of Bucks.
And Colonel Persifor Frazier was unanimously appointed Com- missioner of purchases for the County of Chester.
Warrants were issued to the Sheriff of the County of Bucks for apprehending a certain John Coogler & Susanna Coogler his wife, of the said County, charged with aiding & assisting British prison- ers and others, enemies of this State and the United States, to be brought before this Board for examination, agreeable to an act of Assembly entitled "An Act to impower the Supreme Executive Council & Justices of the Supreme Court to apprehend suspected persons, and to increase the fines to which persons are liable for neglecting to perform their tour of Militia duty."

And that the Quarter Master General be requested to appoint the persons to whom, and the places where the several articles within his department are to be delivered, untill his Excellency the Commander-in-Chief shall give his general directions herein.
The Council taking into consideration the State of the Supreme Court, and being of opinion the interests of the State required an- other Judge, proceeded to choice, when the Hon'ble George Bryan, esquire, was unanimously appointed to that Office.
Mr. Ormsby, from Westmoreland County, attended, and gave a relation of the proceedings of the Virginia Commissioners in the said County ; whereupon, the Secretary was directed to take Mr. Ormsby's deposition.
Resolved, On consideration, that the Commiss'rs of purchases, now nominated, give Security in fifty thousand pounds each, for the due performance of their Offices.
Andrew Doz, and John Bull, Esquires, appearing in Council, took the Oaths of Office for Commiss'rs of Purchases for the City and County of Philadelphia, agreeable to their late appointments.
A petition from Jacob Morgan, Junior, esquire, was read, setting forth that he had purchased, at a Vendue of Confiscated estates, a paper- Mill & saw-Mill, with a lott of ground, & the appurtences, in Roxborough Township, on the River Schuylkill, in the County of Philadelphia, late the estate of Christopher Saur; That one Daniel Sower is in possession of the premises, and refuses to deliver them ap ; Whereupon, he has prayed the Aid of this Board to Cause pos- session to be given him, agreeable to the Act of Assembly ; Where- upon, the said act being considered,
Resolved, That the Sheriff of the County of Philadelphia do give possession of the said premises to the said Jacob Morgan, Junior, in due form of law, he the said Jacob Morgan paying the incident expenses.
A letter from Colonel Atlee was read, requesting to be appointed Commissioner of purchases for Lancaster County, and to hold the said Office, together with that of Lieutenant, and the same being considered,
Resolved, That it will be inconvenient to the Publick to unite the said Offices at this time.
Lieutenants Bigham and Beevens, who have been down the river after deserters, reported that they had received four from the Ves- gels in the River, but that Captain Gardner had refused to permit them to examine his Vessel, and had permitted his Men to abuse and insult them ; Whereupon,
Resolved, That the said report be transmitted to Congress, that they may take such measures with respect to the Commission of the said Captain Gardner as may be proper.
