An order was drawn on the Treasurer in favour of Mr. Thomas Strawbridge, for the sum of 7,900 dollars Continental money, to be paid in State money, at the rate of sixty for one, for seven head of beef cattle delivered to Thomas Heslip, Commissioner of Purchases in the county of Chester, for the use of the army, agreeable to an act of the General Assembly, passed the first day of June last.
The petition of William Bailey, convicted of felony at the city court held in July last, & sentenced by the said court to restore the goods or the value thereof, to be whipped on his bare back twenty-one lashes, and pay a fine to the use of the State of the sum of £1,500, was read, praying remission of the said fine.
On consideration,
Resolved, That the fine adjudged by the said court to be paid for the use of the State, be remitted.
A petition from Lewis Prahl of the Northern Liberties, gunsmith, setting forth that he had been fined for not performing his tour of militia duty on the late call of militia, and that there are divers debts due to him from the continent, for the repairing of arms, was read ,praying the aid of this Board therein.
On consideration,
Resolved, That the said petition be dismissed.
A petition from Jonathan Clay, praying a pass to the city of New York, was read, and the same was rejected.

in Chester county, or his order, the amount of 3,579 dollars, Con- tinental money, in State money, at 60 for one, amount of his ac- count for purchasing cattle, agreeable to an act of General Assem- bly passed the first day of June last.
Information being laid before this Board that a mulatto slave named Het, late the property of Gideon Irwin, an attainted traitor, is now secreted in the county of Bucks ; on consideration,
Resolved, That the Sheriff of the county of Bucks, or any of the Magistrates of the said county, be requested to assist Mr. Robert Smith, agent for confiscated estates in the city of Philadelphia, in the recovery of the said mulatto slave.
An order was drawn on the Treasurer in favor of the managers of the Pennsylvania Hospital, or their order, for the sum of £ 47 1 9, of the money emitted by an act of the General Assem- bly, passed the 25th day of March last, amount of their account of the expences of sundry persons in the said hospital.
A petition from Daniel Stevens, convicted of larceny at a court of Oyer and Terminer and General Goal Delivery, held at Phila- delphia, the 25th day of September last, and sentenced by the said court to restore the value of the goods stolen, to be publickly whipped on his bare back, and pay a fine of £2,000 to the use of the State, was read, praying remission of the said fine; on con- sideration,
Resolved, That the fine adjudged to be paid to the use of the State be remitted, on condition that the said Daniel Stevens shall enlist with Colonel Nichola, to serve in the Pennsylvania line during the present war, without any bounty.
The Council took into consideration the case of James Scott, committed to prison by an order of this Board of the 24th of April last ; and thereupon,
Resolved, That the said James Scott be released from confine- ment, on condition that he become bound, himself and two suffi- cient sureties, in the sum of £10,000; conditioned that he be of good behaviour during the continuance of the present war.

The Council resumed the consideration of Doctor Adam Kuhn's case, in consequence of his letter of the 14th instant; therefore,

Resolved, That agreeable to the resolution of the 12th instant, the said Dr. Adam Kuhn do depart this State in the sloop Eliza- beth, William Westcoat, Master, for St. Croix, who will be ready to leave this port on Wednesday next, the 25th instant; and that the said Dr. Kuhn be released from that part of the said resolution as relates to his giving security in £100,000, and two sureties in £50,000 each, not to return to any part of America, or to any part of the dominions of the King of Great Britain. But it is under- stood, and hereby declared, that he is not to return to any of these United States during the continuance of the present war.
A letter from his Excellency Samuel Huntingdon, Esquire, of the 20th instant, and a Proclamation of the Hon'ble the Congress of the 18th inst., recommending to the several States to set apart Thursday, the 7th day of December next, as a day of publick thanksgiving and prayer, were read; and the said Proclamation is as follows, vizt :
PROCLAMATION.
" WHEREAS, It hath pleased Almighty God, the Father of all " mercies, amidst the vicissitudes and calamities of war, to bestow " blessings on the people of these States, which call for their de- " vout & thankful acknowledgements, more especially in the late " remarkable interposition of his watchful Providence, in rescuing " the person of our Commander-in-Chief, and the army, from im- " minent dangers, at the moment when treason was ripened for exe- " cution ; in prospering the labours of the husbandmen, and caus- "ing the earth to yield its increase in plentiful harvests ; & above " all, in continuing to us the enjoyment of the Gospel of Peace. " It is, therefore, recommended to the several States to set apart " Thursday, the 7th day of December next, to be observed as a day " of publick thanksgiving and prayer, that all the people may " assemble on that day to celebrate the praises of our Divine Bene- " factor, to confess our unworthiness of the least of his favours, " & to offer our fervent supplications to the God of all Grace, that " it may please Him to pardon our transgressions, & incline our " hearts for the future to keep all His laws; to comfort and re- " lieve our brethren who are anywise afflicted or distressed ; to " smile upon our husbandry and trade; to direct our publick coun- " cils, and lead our forces, by sea and land, to victory ; to take our " illustrious ally under His special protection, and favour our joint " councils and exertions for the establishment of permanent peace ; " to cherish all schools & seminaries of education, and to cause the "knowledge of christianity to spread over all the earth."

A memorial from Dr. Adam Kuhn, and a petition from divers inhabitants of the city of Philad'a on his behalf, were read; and on consideration,
Resolved, That they be dismissed.
A circular letter from his Excellency General Washington of the 18th instant, representing the ill tendency of temporary enlist- ments, and calling upon the different States to compleat their sev- eral quotas of troops in the Continental army, for the continuance of the war, was read, together with a return of the troops of the Pennsylvania line.
Resolved, That the same be laid before the General Assembly.
A letter from his Excellency Samuel Huntingdon, Esq'r, Presi- dent of Congress, of the 16th instant, and a resolution of the Hon'ble the Congress of the tenth instant, inclosed therein, were read ; by which it is
Resolved, "That the unappropriated lands that may be ceded "or relinquished to the United States by any particular States, "pursuant to the recommendation of Congress of the 6th of Sep- "tember last, shall be disposed of for the common benefit of the " United States, and be setled and formed into distinct republican " States, which shall become members of the Federal Union, and " have the same rights of sovereignty, freedom and independence, " as the other States. That each State which shall be so formed " shall contain a suitable extent of territory, not less than one hun- " dred nor more than 150 miles square, or as near thereto as cir- " cumstances will admit.

The Hon'ble Major General Baron de Stueben having applied to. this Board, by the Honourable the Vice President, to rent the coun- try seat late belonging to Benedict Arnold, an attainted traitor ;. whereupon,
Resolved, That the Baron de Stueben, occupy the above men- tioned country seat untill the first day of April next, with the land thereunto belonging, except what may be contained within the present tenant's lease, for the sum of £35, specie, or the exchange. of Continental money.
A return of Justices for the district contain'g the townships of Colebrookdale and Oley, in the county of Berks, being laid before. the Board, it appears that John Guldin and Daniel Gager were duly elected Justices for the said district. On consideration,

A letter was written to Robert Jewell, Esq'r, keeper of the new prison, permitting Mr. William Hamilton to retire to his county seat for . seven days, provided Captain Shewell does not go for Coracoa sooner, taking Mr. Hamilton's parole to return into his custody when demanded.
The Council taking into consideration the case of Mrs. Margaret Arnold, (the wife of Benedict Arnold, an attainted traitor with the enemy at New York,) whose residence in this city has become dan- gerous to the publick safety ; and this Board being desirous, as much as possible, to prevent any correspondence & intercourse being carried on with persons of disaffected character in this State and the enemy at New York, and especially with the said Benedict Ar- nold ; therefore,
Resolved, That the said Margaret Arnold depart this State within fourteen days from the date hereof, and that she do not return again during the continuance of the present war.

A letter of the 26th instant, from his Excellency Samuel Hunt- ingdon, Esq'r, President of Congress, and a resolution of the Hon'ble the Congress, of the 21st instant, inclosed therein, were read, and is as follows, vizt :
" Resolved, That the several regiments of infantry requested from the respective States by a resolution of the third instant, be augmented, and consist of one Colonel, one Lieutenant Colonel, and one Major, where the full Colonels are continued, or one Lieu-

tenant Colonel Commandant, and two Majors where the Colonels are not continued ; nine Captains, 22 Subalterns, one Surgeon, one Surgeon's Mate, one Serjeant Major, one Quarter Master Serjeant, 45 Serjeants, one drum Major, one fife Major, 10 drums, 10 do. fifes, 612 rank and file. That there be a Captain and two Subal- terns to each company, and that the four supernumerary Subalterns shall eaeh have the rank of Lieutenant, one of which is to reside in the State to which he belongs, to enlist and forward on recruits, one drum and one fife from each regiment to attend the recruiting officer ; the other three supernumerary officers to do the duty of Paymaster, Quarter Master, & Adjutant, in their respective regi- ments.
That the regiments of Artillery be augmented to 10 companies each.
That instead of four regiments of cavalry, there be four legion- ary corps, consisting of four troops of mounted dragoons, and two of dismounted dragoons, each consisting of sixty privates, with the same number of commissioned and non-commissioned officers to each troop as at present.
That there be two partizan corps, consisting of three troops of mounted, and three of dismounted dragoons, of fifty each ; one of which corps to be commanded by Colonel Armand, and the other by Major Lee, and officered by appointment of the Commander-in- Chief, with the approbation of Congress, and that the Commander- in-Chief be authorized to direct a mode for compleating, recruiting, and supplying the said corps.
That the whole of the troops be enlisted during the war, and join their respective corps by the first day of January next.
· That the Commander-in-Chief, & the commanding officer in the southern department, direct the officers of each State to meet and agree upon the officers for the regiments to be raised by their re- spective States, from those who continue in service; and where it cannot be done by agreement to be determined by seniority, and make return of those who are to remain, which is to be transmitted to Congress, together with the names of the officers reduced, who are to be allowed half-pay for life.
That the officers who shall continue in service to the end of the war, shall be intitled to half-pay during life, to commence from the time of their reduction.
This Board having received information that a Flagg Vessel with prisoners is expected from New York :
Ordered, That Captain Nathan Boys be directed to dispatch a boat, under the command of a prudent officer, to watch her motions, and prevent all intercourse with the people on shore.
Resolved, That a warrant issue to the Sheriff of the city and county of Philadelphia, for apprehending and bringing before this Board for examination, a certain John McFarlane, a suspicious character, lately come out of New York.

A resolution of the Hon'ble the Congress of the 24th instant, directing that the Commissary General of Purchases make accurate returns to Congress of the supplies furnished by each State since the last day of December last; and that the State agents transmit to the Commander-in-Chief and the Commissary General of Pur- chases, monthly returns of all the provisions which shall be drawn into their hands, specifying the articles and places where they shall be deposited, and also earnestly recommending to the several Leg- islatures to injoin it as a duty on their State agents, in such man- ner as to enforce a punctual obedience.
