Resolved, therefore, That the faith of the State be pledged to every person who will lend the State any money, for the repay- ment thereof in the same species as lent, whether gold or silver, State money or Continental, as soon as the state of the Treasury will permit.
Application being made by the Navy Board for permission to sell by vendue some damaged provision belonging to the United States,
Resolved, That the same be granted.
An order was drawn on the Treasurer in favour of John Mitch- ell, Esq'r, D'y Q'r M'r Gen'l, for the sum of £50,000 Continental money, for purchasing materials for the making of tents for the Militia now called into service, for which he is to account.
An order was drawn on the Treasurer in favour of William McCalla, Esq'r, Commissioner of purchases for Bucks county, for the sum of £780, Continental money, for expences in purchasing cattle for the army, agreeable to act of Assembly passed the 1st day of June last.
An order was drawn in favour of Colonel Francis Johnston, for 5,000 dollars, Continental money, for expences in forwarding the Pennsylvania Volunteers to Head Quarters, for which he is to ac- count.

An order was drawn on the Treasurer in favour of Frederick Sneider, for the sum of £555 7 6, for his wages from the first to the 31st of July last, at forty dollars # day, & cash paid for sun- dry articles for the Council.
An order was drawn on the Treasurer in favour of Philip Mars- teller, Esq'r, for the amount of £3,549 17 6, Continental money, in State money, at sixty for one, ballance of his account, for pur- chasing cattle for the use of the army, agrecable to act of Assem- bly passed the first day of June last.
The three following orders were drawn on the Treasurer in fa- vour of Philip Marsteller, Esq'r, vizt :
One for the amount of £1,850, Continental money, in State money, at 60 for one, to be paid to William Sloan, of Lancaster county, for five head of beef cattle delivered to the said Philip Marsteller, for the use of the army, agreeable to act of Assembly passed the first day of June last.
One other for the amount of £1,550, Continental money, in State money, at 60 for one, to be paid to Thomas Edwards, for five head of beef cattle, delivered as aforesaid, agreeable to said act.
One other for the amount of £3,000, Continental money, in State money, at 60 for one, to be paid to Michael Straw, of said county, for eight head of beef cattle, delivered as aforesaid, agree- able to said act.

An order was drawn on the Treasurer in favour of Doctor James Hutchinson, for the sum of 14,000 dollars, Continental money, for the use of his department, as director of the Militia Hospital, for which he is to account.
An order was drawn on the Treasurer in favour of Captain J. Hubley, for the sum of £1,584 13 4, Continental money, for his expences in forwarding to camp the Pennsylvania Volunteers from the county of Lancaster.
An order was drawn on the Treasurer in favour of Mr. William Crispin, for the sum of £10,000, Continental money, to enable him to supply the Militia now called into service with necessaries, for which sum he is to be accountable.
A letter from Michael Hillegas, Esq'r, Treasurer of the United States, requesting information of the intentions of the Board re- specting two warrants, dated June 29th, for 1,796,950 dollars, and another for four million five hundred and sixty-nine thousand & forty-five dollars and thirty-ninetieths, was read ; and
Resolved, That an answer be given.
Which was done.
A letter from his Excellency Governor Jefferson, of Virginia, dated the 17th of July, enclosing a resolution of the Legislature, confirming the line agreed on by the Commissioners in August, 1779, between the two States, on certain conditions, was read ; and
Ordered, To be laid before the Assembly at their next meeting.
A letter from Governor Greene, of Rhode Island, dated the 23d of July, inclosing a resolution of the General Assembly, requesting that one McIntosh Alexander, an inhabitant of that State, lately captured & brought in a prisoner to this port, may be liberated and sent thither, were read ; whereupon,
Resolved, That the same be forwarded to the Commissary of Prisoners in this city, who is desired to report thereon to this Board.

An order was drawn on the Treasurer in favour of Mr. Nicholas Conrad, for the sum of £4,000, of the money emitted by an act of General Assembly, passed the 25th day of March last, to be by him paid to Nicholas Lutz, Esq'r, Commissioner of purchases for Berks county, for purchasing the supplies for the army, to be charged to account of the said Nich's Lutz.
A deed was examined & signed by his Excellency the President, to Abraham Rex, conveying a tract or piece of land in Bristol township, in the county of Philadelphia, beginning at a corner of Jacob Engle's land ; thence by the line dividing the township of Bristol and Germantown south fifty-one degrees east forty-three perches and a half to a corner of Thomas Nearos' land ; thence by the same north 39 degrees east 72 perches and six-tenths to a cor- ner of Derrick Lukens' land ; thence by the same north fifty-one degrees west 43 perches and five-tenths to a corner of the said Jacob Engle's land ; thence by the same south thirty-nine degrees west 72 perches and six-tenths, to the place of beginning; con- taining nineteen acres and 118 perches : Seized and sold agreeable to law, as the estate late of Christopher Saur, Jun'r, to the said Abraham Rex, for the sum of £2,820, which sum he hath paid into the hands of the agents for forfeited cstates in the said eounty. Deed dated the 14th day of June last.
Resolved, That Doctor James Hutchinson be appointed Director General of the Militia Hospitals, and that the Commissary do com- ply with the direction of the said Director in procuring necessary hospital stores.
Resolved, That the following persons be appointed and directed to collect the quota of horses in the county of Chester ; That they have full authority of this Board for so doing, under the direction of Colonel Andrew Boyd, Waggon Master of said county, to wit :

The Board taking into consideration the great and repeated de- mands made by his Excellency General Washington, for horses, have thought proper, & do hereby empower the Hon'ble John La- cey, junior, Esq'r, to give such directions and orders for securing a number in Bucks county as he shall think proper at this exi- gence, paying a due regard to such as are necessary for the farmer, & directing certificates to be given when appraisement shall be made, such horses to be deemed a part of the quota of the township to which the owners belong; and all officers, civil and military, are hereby required to aid and assist him herein, as they will answer the contrary at their peril.

An order was drawn on the Treasurer in favour of Colonel Lewis Farmer, for the sum of £500, of the money emitted by an act of General Assembly, passed the 25th day of March last, for purchas- ing enumerated articles of rum, sugar, tea, coffee, &ca., for the use of the troops of the Pennsylvania line, for which he is to ac- count.
An order was drawn on the Treasurer in favour of his Excel- lency Joseph Reed, Esq'r, for the sum of £5000, in part of his salary, and place the same to his account.
An order was drawn on the Treasurer in favour of Hon'ble Ja- cob Arndt, Esq'r, for the sum of £300 of the money emitted by an act of General Assembly, passed the 25th day of March last, to be by him paid to Conrad Kreider, Esq'r, Waggon master of the county of Northampton, for the use of his department as Waggon master, for which he is to be accountable.

ing to a late survey thereof, bounded as follows, vizt : beginning at a corner stone in a line of John Butcher's land ; thence extend- ing south forty-eight degrees east one hundred and eighty-one perches and four-tenths of a perch to another corner stone in the said Butcher's land; thence by Jonathan Comley's land north for- ty-two degrees east ninety perches to a corner stone; thence north forty-eight degrees west 181 perches and four-tenths of a perch to a corner stone in a line of Joseph Mitchell's land; thence partly by the said Mitchell's land and partly by Casper Fetter's land south forty-two degrees west ninety perches to the place of beginning ; containing one hundred acres, be the same more or less : Seized and sold as the estate late of Joseph Comley, agreeable to law, (subject to the yearly rent of twelve bushells and eleven-twentieth parts of good merchantable wheat, by half yearly payments, paya- ble to the Trustees of the University, their successors or assigns,) for the consideration of £25,100, three-fourth parts of which sum the said Charles Walker hath paid into the hands of the agents of forfeited estates in the said county, the other one-fourth part be- ing reserved for the purpose aforesaid. Deed dated the 31st day . of July last.
The petition of George Haughton, convicted of misprision of treason at a Court of Oyer & Terminer, held at Philadelphia the seventh day of March last, and sentenced by the said court to for- feit one half of his goods and chattles, lands and tenements, to the State, and to be imprisoned during the continuance of the present war, was read, setting forth that he is in a distressed situation, and praying a pardon for the said offence.
On consideration,
Ordered, That a pardon do issue to the said George Haughton, on condition that he enters on board the Confederacy Ship of War, in the service of the United States, and serve during the present war.
Ordered, That Colonel Lewis Farmer be directed to deliver to Hon'ble Joseph Gardner, Esq'r, all the rollers now in his posses- sion, and as much coarse linnen as will be necessary for bandages for the Militia now ordered into service, to be charged to the Uni- ted States.

An order was drawn on the Treasurer in favour of Colonel Lewis Nichola, for the sum of £1,290, Continental money, to be paid in State money, at the rate of 60 for one, amount of money due to Colonel Lewis Nichola, Captains Woelpper and McIlhatton, & Lieutenants Honeyman, Wood, and Pugh, in lieu of their rations and refreshments from the third to the thirtieth day of July last.
An order was drawn on the Treasurer in favour of Messrs. Steiner and Cist, for the amount of £210, Continental money, in State money at the rate of sixty for one, amount of their account for printing.
A deed was examined and signed by his Excellency the Presi- dent, to Colonel John Bull, for three small pieces or parcels of lands, situate in Germantown, in the county of Philadelphia; one of them beginning at a corner of land now or late of John Adam Gruber, from thence extending by the same north-east by the Ger- mantown line; thence north by east, by the same, to a corner of land late Peter Shoemaker's and John Bartholemew's; thence by the same south-west to a stone, set for a corner, by Germantown street ; thence by the said street seventy-eight feet and four inches to the place of beginning ; containing by computation six acres one hundred forty-six perches and eleven foot of land : One other of them, adjoining the above, beginning at a stone set for a corner on the north-east side of Germantown main street; thence by the said John Adam Gruber's land north-east forty-two perches and a half, to a stone set for a corner; thence north-west twelve feet, to the above described lot; thence along the same line south- west forty-two perches and a half, to the side of the main street aforesaid ; thence by the same south-east twelve feet, to the place of beginning; containing by computation thirty square perches three-quarters of a square perch and fifty-one square feet of land: And one other of them, situate on the cross street called Bowman's lane, in Germantown aforesaid, containing in breadth on the said lane nineteen perches and two-thirds of a perch, and in depth fourteen perches ; bounded south-eastward by the said lane, north- eastward by William Tustin's, late Godfrey Bockius' land ; north- westward by John Keyser's land ; & south-westward by a lott of Henry Hill, late George Herriger's. The Board having taken into consideration the conduct of Rufus Gardner, late Commander of the Privateer Enterprize, in harbour- ing deserters from the American army, countenancing his crew in insulting Lieutenants Bigham and Bevans, two officers of the said army, while searching for deserters, and afterwards discharging them without taking any measures to secure them for the publick service,
Resolved, That it is the opinion of this Board, that on Captain Gardner's paying the sum of four thousand one hundred and ninety-three dollars, being the expences attending Lieutenants Bigham and Bevans prosecuting the complaint, and assuring this Board that he will, to the utmost of his power, discountenance such like conduct on board any vessel he may hereafter command, his commission to be returned to him, and discharged from his re- cognizance.
Ordered, That John Beaton be appointed paymaster of the Mi- litia of the county of Chester.
An order was drawn on the Treasurer in favour of Messrs. An application from Thomas Lawrence and James Budden, on behalf of themselves and others, was read, setting forth that they had purchased at a vendue of confiscated estates, a tract of land on Germantown Road, in the Northern liberties in the county of Philadelphia, late the estate of Joseph Grieswold ; that one Grieswold is in possession of the premisses, and refuses to deliver them up: Whereupon, they have prayed the' aid of this Board to cause possession to be given them, agreeable to the act of Assem- bly ; and the said act being considered,
Resolved, That the Sheriff of the city and county of Phila- delphia do give possession of the said premises to them, the said Thomas Lawrence and James Budden and others, in due form of law, they paying the incidental expences.
An order was drawn on the Treasurer in favour of John Hazzle- wood, Esq'r, for the sum of 25000 of the money emitted by an act of the General Assembly, passed the 25th day of March last, for purchasing supplies for the use of the army, for which he is to account.

Ordered, That Mr. James Loughead be appointed paymaster of the Militia of the city of Philadelphia and districts annexed.
A letter from Colonel Lewis Nichola, of this day, was read, rep- resenting that 'Thomas Murphy, Henry Cook, Alexander Drisdell, and Jack, a Negro, now confined in the goal of this city, are will- ing to enlist to serve during the present war in the line of this State, and requesting an order of this Board for remission of their fines and their enlargement ; thereupon,
Ordered, That their several fines be remitted and they be re- leased from confinement, on condition of their enlisting as afores'd, & paying their goal fees.

An order was drawn on the Treasurer in favour of the Hon'ble John Hambright, for the sum of £1,500, Continental money, in part of his pay as a member of this Board, for which he is to ac- count.
WHEREAS, It is represented to this Board that a number of horses are immediately wanted for the publick service ; therefore,
Resolved, That Majors Alexander, Boyd and Philip Pancake, be authorized and directed to seize from persons disaffected, who have not taken the oath or affirmation of allegiance, in this city and lib- erties, any number not exceeding 30 horses or mares, to be ap- praised in specie, by two indifferent persons, and certificates to be granted for the amount thereof, payable with interest.
WHEREAS, It has been represented to this Board that two lean cows, the property of Elijah Weed, were seized by Colonel John Hannums, one of the Commiss'rs of Chester county, for purchas- ing provisions for the use of the army, and delivered to John Kitts ; which cattle were designed by the said Weed for the use of his family :
Resolved, That Mr. John Kitts be ordered to deliver the afore- said two cows to the order of Captain Elijah Weed, he having first proved his property by affidavit, which proof, together with a copy of this order, shall be left with Mr. Kitts as a voucher for such delivery.
A letter from Timothy Pickering, Esq'r, Quarter Master General, dated the 10th instant, was read, informing the Council of his ap- pointment of Colonel Sam'l Miles, as Deputy Quarter Master for the State of Pennsylvania, and recommending him to the approba- tion of this Board, agreeable to the plan for regulating the depart- ment of the Quarter Master General, established by Congress on the 15th day of July last; thereupon,
Resolved, That this Board doth approve of the said appoint- ment, and that a letter be wrote to Colonel Pickering, signifying the same ; which was done accordingly.

The Council being now informed that a quantity of boots have lately been sent to Camp by the State Clothier ; Whereupon,
Ordered, That the said boots be immediately returned to the State store in this city.
A very considerable body of Militia of this State being now un- der marching orders, the Council took into consideration the pro- priety of advising his Excellency the President, to take the command thereof in person at this critical time, when the most vigorous and decisive efforts are intended to be made. And thereupon, agreed unanimously, that this Council do advise his Excellency the Presi- dent, to command the Militia in person.

PHILAD'A, Monday, Aug'st 14th, 1780. PRESENT :
The Hon'be WILLIAM MOORE, Esq'r, Vice President. Mr. Read, Mr. Arndt, & Mr. Gardner, Mr. Hambright.
WHEREAS, Information hath been made to this board, that great quantities of flour hath been shipp'd on board outward bound vessels, notwithstanding the Embargo laid by the authority of this State ; therefore,
Resolved, That Captain Nathan Boys do fit out two boats pro- perly manned, under the command of Captains Roach and Beezley, who are hereby authorized and directed to seize any vessel or ves- sels outward bound, they may suspect to have on board provisions more than what is specified in their manifests, and unload such vessel or vessels at the piers at Mud Island. If on examination they find provisions more than is mentioned in their manifests, then to send said vessel or vessels and their cargoes up to this city, to the care of the Naval Officer. But if no provision be found on board more than is expressed in their manifest, then to load the vessel, or vessels at the publick expence, and discharge her, so that she may proceed on her voyage.

An order was drawn on the Treasurer in favour of Captain Nathan Boys, for the sum of 2,000 dollars, for fitting out two boats, under. the command of Captains Roach and Beezley, to proceed down the river, in order to search vessels outward bound who may be car- rying away provisions contrary to the Embargo.
