To the Constables of the Town of Arlington, in said County :
Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places designated for the several pre- cincts in said town on Monday, the Fourth day of March, 1940 at seven o'clock in the forenoon, to act on the following Articles, namely :
Article 1. To elect by ballot the following Town Offi- cers : a Moderator for one year ; a Selectman for three years ; a member of the Board of Public Works for three years ; one Assessor for three years; one Assessor for two years; three members of the School Committee for three years; two Trustees of the Robbins Library for three years; one mem- ber of the Board of Health for three years; one Park Com- missioner for three years; two members of the Planning Board for three years; one Commissioner of the Sinking Fund for three years; one Trustee of the Pratt Fund for five years; one Trustee of the Edwin S. Farmer Poor Widows' Fund and Trustee of the Edwin S. Farmer Fund for Needy Persons for five years; one Cemetery Commissioner for three years ; a Tree Warden for one year ; also, in accordance with the provisions of Chapter 43A of the General Laws, in each precinct the number of Town Meeting Members as hereinafter specified: in Precincts 4, 6, 8, 10 and 14, the first third in the order of votes received, of members so elected,

For these purposes, the polls will be opened at seven o'clock A. M. and remain open until eight o'clock P. M., at each of the polling places designated, viz: Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street; Precincts Six and Eight, in the Town Hall; Precincts Seven and Nine, in the Russell School Building; Precinct Seven, entrance on Medford Street; Precinct Nine, entrance on Mystic Street; Precincts Ten and Twelve, in the Cutter School Building, entrance on Robbins Road; Precinct Eleven, in the Highland Hose House, entrance on Massachusetts Avenue; Precinct Thirteen, in the Peirce School Building, entrance on Park Avenue North, Heights; Precinct Four- teen, in the Locke School Building, entrance on Park Ave- nue, Heights.
You are, also, required to notify and warn the said in- habitants to meet at the Town Hall, in said Town on

Wednesday, the thirteenth day of March, 1940, at eight o'clock in the evening, at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.
Article 2. To choose and appoint all other usual Town officers not hereinbefore mentioned, in such manner as the Town may determine.
Article 3. To hear and act on the reports of the perma- nent committee under vote of the Town passed March 24, 1919, on the Town yard; of the committee under vote of the Town passed April 15, 1936, and amended April 6, 1938, to investigate and consider a method or methods of disposing of ashes, rubbish and offal; of the committee under vote of the Town passed March 30, 1938, to investigate the parks and playgrounds within the Town and to report and make recommendations for their development and improvement; of the committee under vote of the Town passed March 30, 1938, to investigate and study the whole question of relief in Arlington; of the committee under vote of the Town passed March 29, 1939, to study Article 8 of the Town's By-laws relating to membership of the Finance Committee; and of other Town Boards and officers and of the Finance and other committees heretofore appointed.
Article 4. To make appropriations to defray Town ob- ligations, liabilities, outlay and expenses and especially for or relating to all or any of the boards, departments, pur- poses and matters hereinafter mentioned; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 5. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1941, and to issue a note or notes therefor, payable within one year, and to re- new any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 6. To see if the Town will authorize its Collec- tor of Taxes to use all means of collecting taxes for the year 1940 which a Town Treasurer may use when appointed a Collector of Taxes.
Article 7. To see if the Town will make an appropria- tion for the Extension of the Sewerage System; determine in what manner the money shall be raised and expended or take any action relating thereto.

Article 11. To see if the Town will make an appropria- tion for the Removal of Snow and Ice from the streets and sidewalks; determine in what manner the money shall be raised or expended or take any action relating thereto.
Article 12. To see if the Town will make an appropri- ation for the construction of permanent sidewalks and for the installing of edgestones; determine in what manner the money shall be raised; or take any action relating thereto.
Article 13. To see if the Town will accept the laying out of a town way from its present end westerly about 50 feet, substantially in the location of the private way known as Aberdeen Road, as made and filed in the office of the Town Clerk by the Joint Board of Selectmen and Board of Public Works, under the provisions of law authorizing the assess- ment of betterments; establish said way ; make an appropri- ation for said laying out and the construction of said way ; determine in what manner the money shall be raised; or take any action relating thereto.
