From the comparison of costs it is seen that the es- timated annual cost of incineration exceeds the estimated cost of disposal at Burlington by $1,410 per year. This amount would of course be reduced if the incinerator plant should be operated more than 20 years. In other words, at the end of 20 years interest payments and payments on the

Conclusions and Recommendations


A summary of the results of our recent studies con- taining our conclusions and recommendations will be found in the letter of transmittal at the beginning of this report.


Mr. Donovan moved the Previous Question, which was duly seconded, and being put to a vote the Moderator de- clared the motion lost. There was considerable discussion; Mr. Hamlet moved the Previous Question, which was duly seconded, and being put to a vote the Moderator declared the motion carried. Thereupon, a vote was taken on the substi- tute motion of Mr. Wallace and the Moderator declared it lost.


The Moderator called for a vote on the recommendation of the Finance Committee. Whereupon, Mr. Wallace offered a substitute motion, which was duly seconded, that the Com- mittee on Methods of Disposal of Ashes, Rubbish and Offal be discharged.


Mr. Harris offered the following substitute motion, duly seconded :


That this article be referred back to the Committee for further study and report on any or all methods of disposal of rubbish, waste material and ashes; that the sum of $500.00 be and hereby is appropriated for their use in ob- taining such information; said sum to be raised by general tax; and that the committee be instructed to report their findings to the Town at each succeeding meeting, special or otherwise, until the full investigations are completed. which was later withdrawn.


The Moderator called for a vote on the substitute mo- tion of Mr. Wallace and declared it carried.

Voted: That the Committee on the Methods of Disposal of Ashes, Rubbish and Offal be discharged.


There being no further business under Article 56 the Moderator declared it disposed of.


Article 57 taken up. (Transfer of Mt. Pleasant Ceme- tery Funds)


On motion, duly made and seconded, it was unanimously


Voted: That the sum of three hundred and forty ($340) dollars be transferred from (Mt. Pleasant Cemetery) Sale of Lots and Graves Fund to the (Mt. Pleasant Cemetery) Perpetual Care Fund.


There being no further business under Article 57 the Moderator declared it disposed of.


Article 58 taken up. (Acquisition of Land for the Ex- tension of Mt. Pleasant Cemetery)


On motion, duly made and seconded it was unanimously


Voted: That the Board of Cemetery Commissioners be and hereby is authorized and empowered on behalf of the Town to purchase or otherwise acquire for the enlargement of Mt. Pleasant Cemetery the land within the town and also the right or easement in other land, all as hereinafter de- scribed; that for the purpose of such purchase or acquisition the sum of twelve hundred ($1,200) dollars be transferred from the (Mt. Pleasant Cemetery) Sale of Lots and Graves Fund and expended under the direction of the Board of Cem- etery Commissioners ; and that permission be and hereby is given to use said land for burial.

ly by land now or formerly of Michael Kelly, (being prem- ises numbered 95-97 Mystic Street, one hundred thirty- three and 7/10 (133.7) feet, more or less; northerly by land now or formerly of Sarah E. Holmes two hundred sixty- three and 14/100 (263.14) feet, more or less ; easterly 10.95 feet, northerly 50.19 feet, easterly 122.64 feet and 96.40 feet, northerly 5.00 feet and easterly 122 feet, all more or less, by land of the Town of Arlington (Mt. Pleasant Ceme- tery) ; westerly by land now or formerly of Arlington Dye Works, Inc. twenty (20) feet, more or less; southerly by the brook, land of owners unknown, and westerly and southwesterly by land now or formerly of Highland Trust Company; containing 76,046 square feet of land more or less; also the right or easement for the purposes of a way in the passageway twenty-five (25) feet wide extending westerly from said land to Mystic Street. Said land and passageway are shown upon block plan No. 49 on file in the office of the Board of Assessors, and said land and right or easement are the same described in Article 58 of the War- rant.


There being no further business under Article 58 the Moderator declared it disposed of.


Article 59 taken up. (Zoning)


Chairman Knight reported for the Planning Board, recommending the change. Mr. Dutcher moved that the re- port be accepted and on being put to a vote the Moderator declared the motion carried. Thereupon, on motion duly made and seconded, it was unanimously


Voted: That the Town amend its Zoning By-Laws by referring all appeals from the provisions of the By-Laws to the Board of Appeals instead of, as was previously the case, to the Selectmen or the Board of Appeals, all of which being set forth in detail in Article #59 of the Warrant for Town Meeting Wednesday, March 13, 1940.

Voted : That Article 3 be taken from the table.


The Moderator declared Article 3 before the meeting.


Mr. Hayes moved that the report of the Committee to Investigate the Question of Relief in all its forms in Arl- ington as submitted in printed form be accepted and the Committee discharged.


Mr. Harris offered the following in substitution which was agreeable to Mr. Hayes.


That the Committee's report as submitted be consid- ered a report of progress; the Committee instructed to continue the work for which they were appointed, and to include in the Warrant of the first convenient special or regular Town Meeting such Article or Articles as will make the recommendations of this or any further report effective.


And on being put to a vote the Moderator declared the motion carried; thereupon it was

By virtue of this Warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and places and for the purposes herein specified by causing a printed attested copy of said Warrant to be left at every dwelling house in the Town previous to said day of the meeting for the election of candidates of political parties and by posting an attested copy of said Warrant at the doors of the Town Hall and in five or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before said day of said meeting. A notice of the time, places and objects of the meeting was published in the local papers.
