Arlington is situated six miles northwest of Boston, in latitude 42 deg., 25 min. north; longitude 71 deg., 09 min. west, at an elevation above mean tide of from 4 to 377 feet.

REPORT OF TOWN COUNSEL


December 31, 1940


Honorable Joint Board of Selectmen and Board of Public Works Gentlemen:


During this year the work of the town counsel has been of the same general character as in previous years. He has attended your regular meetings, regular meetings of the Board of Selectmen, meetings of other boards and commit- tees, and hearings at the State House and elsewhere. He has consulted with town officers and employees, and others; has furnished legal opinions, examined records and drafted in- struments ; and has performed various other duties.


As in previous reports, only brief reference is made to claims and court cases. In the various courts within the commonwealth a total of twelve proceedings involving int- erests of the Town were initiated and twelve were disposed of. There was a decrease in the number of appeals to the Appellate Tax Board. There was also a decrease in the num- ber of claims made, of which some were abandoned, some were settled and some are pending. All payments were first approved by the Board of Selectmen.


The town counsel again expresses his high appreciation of the kind and degree of cooperation of town officers, em- ployees and committees.

The Boston Edison Company, the Telephone Company and the Boston Elevated Railway replaced eighty poles dur- ing the year.


After nearly fifteen years of association with my pre- decessor, Mr. William E. Mason, I would like to call atten- tion to the loyal and efficient service he rendered the Town of Arlington from his appointment on May 1, 1921, to the date of his retirement, October 1, 1940.

Gentlemen :-


I have the honor to submit herewith the report of the medical inspector of the Department of Public Welfare for the year ending December 31, 1940.

The total number of calls for the year 1939 was 3880, therefore, for the current year there has been an increase of only 49 calls, or about 1%. This is by far the smallest increase of any year since the onset of the depression. It is interesting to note that in 1933, the increase in the number of calls over the previous year was well over 100%. The tremendous increase in calls on O. A. A. cases is also noted from a start of practically nothing, the number of calls has increased in a few years until now there is about half the number of straight welfare cases.


A new unit record system has been installed in the medical clinic conducted by the department, which greatly facilitates the keeping of the records and works out for the best interest of the patient. Each patient has a cardboard folder with his name typed on the outside. Into this folder is placed the clinical record, x-ray reports, laboratory re-

ports, hospital reports and any correspondence pertaining to the patient. When a patient reports for treatment, his folder is removed from the file and reveals a complete med- ical record from the time he first became a recipient. It is noted that some of the recipients have had medical care for a period of seven years, since I first assumed office on April 1, 1933. Previous to that time no medical records are avail- able. This record system coincides with that used in the best hospital practice.

ARLINGTON TOWN REPORT


REPORT OF THE BOARD OF HEALTH


In accordance with the Town By-Laws, the Board of Health herewith submits its annual report for the year end- ing December 31, 1940.


Regular Board meetings are held the first Monday of each month in the office of the Board of Health.


At the annual Town Meeting, held March 4, 1940, Mr. John S. Crosby was elected a member of the Board of Health for a term of three years. Mr. Crosby qualified be- fore the Town Clerk and was sworn to office March 5, 1940. On March 6, 1940 the Board organized and elected Dr. Ernest R. Brooks as Chairman for the ensuing year. The personnel of the Board of Health is as follows:

For the second consecutive year the Board received notice that one of its members would not seek re-election to the Board at the annual Town Meeting. It was with sin- cere regret that the Board members received this announce- ment from Mr. Lombard, for by this decision the Town of Arlington and the Board of Health lost the services of one who had served continuously on the Board from 1917 to 1940.


Mr. Lombard was appointed to the Board of Health on May 14, 1917 by the Board of Selectmen to fill out the un- expired term of Dr. Laurence L. Pierce, and at the Town Meeting the following year was elected to the Board, to which office he was re-elected upon each expiration of his term of office. A singular honor was paid Mr. Lombard in that he served as Chairman of the Board during his entire service.

Mr. Lombard gave to the Town a service of greatest interest, capable and devoted. His close connection with State affairs and experience proved of inestimable value in administering the problems in connection with the Arling- ton Board of Health.


The present Board wishes to take this opportunity to publicly express their thanks to Mr. Lombard for his mani- fested interest in the Public Health of the Town of Arling- ton.

The Board of Health announces that in the year 1940 there were relatively few reportable diseases recorded in the Department.


The Board conducted a free Diphtheria Clinic in the Spring and Fall. These clinics were well attended with 279 children completing the course, which consisted of three treatments. Starting in 1941 but one Diphtheria Clinic will be conducted, and this will be held in the Fall, shortly after the opening of the Fall school term.

ARLINGTON TOWN REPORT


The annual Clinic for inoculating dogs against Rabies was conducted in the Spring at which clinic 911 dogs of 1709 licensed in the Town were inoculated. The Board strongly urges the owners of dogs to license the animal on April 1st, 1941, and if the dog is allowed to roam to have it inoculated against rabies. In the case of a dog bite be sure to report the name of the owner of the dog involved in the biting. Full co-operation in regard to these suggestions will materially reduce the cost to the Town in treating cases of dog bites.


The Dental Clinic service was continued as in former years. A detailed report of its activity follows.


As in past years, the waters of Spy Pond and the Reservoir were, under the supervision of the Board of Health, treated with copper sulphate to control the growth of Green Algae.


Licenses and permits, required by Statute Law and the Regulations of this Board, have been issued upon re- ceipt of applications.


The Board wishes to thank the Arlington Visiting Nurses Association, the Ring's Sanatorium and the School Committee for their co-operation throughout the year.


The financial, mortality and morbidity reports, to- gether with those of appointees are appended.
