Section 1. The Advisory Committee, to be called the Finance Committee, shall be composed of fifteen registered voters of the Town, one from each of the fourteen precincts and one from the Town at large, and except as hereinafter provided, shall be appointed by an Appointing Committee of three members, com- posed of the Moderator, the Chairman of the Finance Committee and the Chairman of the Sinking Fund Commissioners, within twenty days after the final ad- journment of the Annual Town Meeting.


Section 2. The first Committee appointed under this By-Law shall be appointed promptly by the Ap- pointing Committee within twenty days after this By- Law shall take effect. Of such Committee the member from each of the precincts numbered one, four, seven, ten and thirteen shall be appointed for a term of three years; the member from each of the precincts num- bered two, five, eight, eleven and fourteen shall be ap- pointed for a term of two years; and the member from each of the precincts numbered three, six, nine and twelve and the member at large shall be appointed for a term of one year. In any year when the term of any member expires, his successor shall be so appointed for a term of three years. The said terms shall expire on the seventh day after the final adjournment of the An- nual Town Meeting but the members shall respective- ly continue to act as such until their successors are ap- pointed. All the present members of the Finance Com- mittee shall continue to act as such until the said first Committee of fifteen is appointed as herein provided.


Section 3. If any member of the Finance Com- mittee is absent from three or more successive meet-

ings, the other members of the Committee may by the affirmative vote of each of a majority of its members request the Appointing Committee to remove such ab- senting member from his membership and the Appoint- ing Committee may thereafter by a majority vote so re- move such member and may notify him by mail of such removal. The Appointing Committee shall then prompt- ly fill the vacancy so created by appointing a successor for the remainder of the term for which such member was appointed.


Section 4. No person holding either elective or appointive Town office other than Town Meeting mem- bership and no Town or other public employee shall be eligible to serve on said Committee.


Section 8. The Finance Committee shall annually appoint a person who is not one of its members as Ex- ecutive Secretary for the term of one year. The said Committee shall define his duties and fix his salary. The position of Clerk of the Finance Committee shall cease upon the appointment of the new Finance Com- mittee of fifteen.


Section 9. Except as herein otherwise provided, the Committee shall have power to elect its own officers. All vacancies in the membership of said Committee shall be filled by the Appointing Committee.


After much discussion Mr. Gaddis moved the Previous Question, which was duly seconded, and on being put to a vote the Moderator declared it carried.


The Moderator called for a vote on the substitute mo- tion and being in doubt as to the result called for a standing vote; which resulted in one hundred and thirty voting in the affirmative and forty-eight in the negative and the Moderator declared the substitute motion carried.

Voted: That the Town do amend Article 8 of its By- Laws, relative to the Finance Committee, by striking out Sections 1, 2, 3, 4 and 8, of said Article and inserting in place thereof the following Sections numbered 1, 2, 3, 4 and 9 and by inserting a new Section numbered 8, all as follows :


Section 1. Thereupon, Mr. Washburn offered a motion, which was duly seconded, changing "Other Clerks" from $2,808.00 to $2,600.00; and the total $6,270.00 instead of $6,478.00. A vote was taken and the Moderator being in doubt called for a standing vote which resulted in one hundred and six voting in the affirmative and sixty-nine in the negative, and the Moderator declared the motion carried.

ARLINGTON TOWN REPORT


the Town Meeting Members met in the Town Hall on Wednesday evening, March 27, 1940, notices having been sent to the Town Meeting Members, and also posted in each of the precinct boxes in the Town.


Lists of the duly qualified Town Meeting Members were used at the entrances to the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.


The check lists filed with the Town Clerk at the close of the meeting showed that one hundred and ninety-seven members attended the meeting.


The Moderator called the meeting to order at 8:05 P.M.


Town Meeting Members not previously sworn were sworn by the Moderator.


On motion of Mr. Estabrook, duly seconded, it was unanimously

On being put to a vote the Moderator was in doubt and called for a rising vote which resulted in seventy-eight voting in the affirmative and seventy-three in the negative, and the Moderator de- clared the motion carried.

Mr. Hayes offered the following amendment, which was duly seconded :


That under "Capital Outlay" the word "type" be added after the word "Caterpillar" wherever the latter word ap- pears.


Mr. Seavey offered an amendment to the above, which was duly seconded, to take out "1 Snow Loader $4,800.00" and 2 Caterpillar Tractors with conversion or Type "V" plows @ $6,940.00 each, $13,880.00. On being put to a vote the Moderator declared the amendment lost.
