REPORT OF THE JOINT BOARD OF SELECTMEN AND BOARD OF PUBLIC WORKS


To the Honorable Board of Selectmen Arlington, Massachusetts


Gentlemen :


In accordance with the requirements of Section 3 of Article 3 of the Town's By-laws, the Thirty-seventh Annual Report of the Joint Board of Selectmen and Board of Public Works for the year ending December 31, 1940, is herewith respectfully submitted.


At the Annual Town Election held March 4, 1940, Mr. Ernest W. Davis and Mr. Loren W. Marsh were re-elected members of the Board of Selectmen and of the Board of Public Works, respectively, for terms of three years, and, by virtue of such elections, both continued as members of this Board. On March 11, 1940, the Board organized with Mr. Harold M. Estabrook as Chairman and Mr. Willard A. Wallace as Vice-Chairman.


The regular bi-monthly meetings of the Board were continued as heretofore. The Board, in addition, held twenty-three special meetings for the consideration of mat- ters which could not conveniently be disposed of during the regular meetings.


Activities of the other departments under the jurisdic- tion of the Board appear elsewhere in the Town Report. The information contained therein is further amplified by the following facts :


NEW STREETS


The sum of eighty-eight thousand, one hundred ninety- eight ($88,198) dollars was appropriated at the Annual Town Meeting for the construction of the following thirteen (13) streets, under the provisions of law authorizing the

assessment of betterments :


Aberdeen Road, from its present end westerly about 50 feet


Bates Road, from Mass. Avenue to Broadway


Bellington Street, from the Concord Turnpike to East- ern Avenue


Burton Street, from Mass. Avenue to Appleton Place


Chester Street, from Park Avenue to #64


Fisher Road, from Bellington Street to Eustis Street


Jason Street, from Brantwood Road to and including Lot 142


Mary Street, from its present end to Littlejohn Street Newport Street, from Eastern Avenue to Arlmont Street


Newport Street, from Eastern Avenue to Longfellow Road


Sutherland Road, from Lorne Road to Aberdeen Road Walnut Terrace, from its present end to Walnut Street White Street, from Margaret Street to Burch Street The undertaking most noteworthy because of its perma- nence and size, is the construction of streets for the past several years under W.P.A. auspices. During this year an average of one hundred and fifty (150) persons found work on this particular project. Details in relation to the cost of materials and equipment are included in the Report of the Board of Public Works.


STREET LIGHTING


Considerable emphasis has rightly been placed by the Board in recent years on the need for improvement of the street lighting system. The program now being carried out calls for gradual improvement on our main and secondary streets, through such modern developments in the street lighting field as shielded light sources equipped with de- flectors.


On Broadway and Pleasant Street a new installation of pendant-type incandescent luminaires with deflector globes

went into service the latter part of 1939. A new installation of luminaires is recommended for Lake Street during the coming year. The efficiency of these luminaires is two to three times greater than the former equipment used. They afford safer night driving for motorists and protect pedes- trians after sundown.


Additional lighting has also been provided on private and public ways where it was deemed necessary.


Mr. William E. Mason, who had served the Town for approximately twenty years as its Inspector of Wires, re- tired on October 1, 1940. During that period Mr. Mason dis- charged the responsibilities of the office with great distinc- tion to himself and the utmost advantage to the Town. Mr. Robert L. Reid, who served as Assistant Inspector of Wires for about fifteen years, was appointed to succeed Mr. Mason. In the interest of economy, the position of Assistant In- spector of Wires was abolished, thereby effecting an annual saving of at least twenty-seven hundred ($2700) dollars.


SIDEWALKS AND EDGESTONES


During this and the past several years, the W. P. A. has been performing very creditable work in constructing per- manent sidewalks and installing granite edgestones in vari- ous locations throughout the Town. Judging from the num- erous applications filed with the Board and the favorable comments of property owners, this project continues im- mensely popular, chiefly due to the reasonable amount of the assessment to the abuttors.


Portions of the existing sidewalks in Florence Avenue, Gray Street, Hillside Avenue, Jason Street, Kensington Park and Pleasant Street, were ordered reconstructed of bitumin- ous concrete construction (black-top) upon application of property owners.

NEW BOARD OF SURVEY PLANS


The Board, sitting as the Board of Survey, held public hearings and final approval was given to the plans and pro- files of the following streets :


Portion of Gray Street (northerly and southerly sides at Pleasant Street)


Portion of River Street (westerly side at Warren Street)


Tentative approval was given the proposed layout and de- velopment of the tract of land known as the Kenney Farm, bounded by Summer Street, Forest Street, the Boston & Maine Railroad and land now or formerly of Hill.


ITEMS OF GENERAL INTEREST


Exterior lines were established on Spring Street, from Hillsdale Road to a point northwesterly of land now or for- merly of Alfred Morton.


The State, County and Town each made available the sum of one thousand ($1,000) dollars for the maintenance of various streets in the Town, under the provisions of Chapter 90 of the General Laws. The roads improved were: Massa- chusetts Avenue, Park Avenue, Appleton Street, Lake Street and Mystic Street.


The Board, having determined and adjudged that com- mon convenience and necessity require the alteration and reconstruction of the easterly side of Tufts Street, from Massachusetts Avenue to Broadway; the northerly and southerly sides of Gray Street at Pleasant Street, and the westerly side of River Street at Warren Street, is to recom- mend the acceptance of such alteration and reconstruction to the next Annual Town Meeting.


Numerous petitions were received during the year from the New England Telephone & Telegraph Company and the Boston Edison Company for permission to locate, relocate and remove poles in and from public ways of the Town and

attach all necessary wires and fixtures thereto, to place and maintain buried cable, manholes, handholes, with the wires and cable therein, markers and other fixtures in or under the surface of public ways. Hearings were held when required by law and the necessary orders adopted.


In conclusion, the Board desires to express gratitude for the assistance rendered the Town by Federal, State and County officials, Town officials and the various civic organi- zations. Their cooperation has been extremely helpful to the Board on many occasions. To the staff, department heads and other employees, the Board extends sincere thanks and appreciation for their spirit of cooperation, devotion to duty and support at all times, which has made the year 1940 one of progress and achievement.

Gentlemen :


The following is the annual report of the operation of the Engineering Department for the year ending December 31, 1940 :


Twenty sewer taking plans, 9 water taking plans, 15 street acceptance plans were drawn up, approved, and filed at East Cambridge, 19 W. P. A. projects were drawn up, filed in W. P. A. Area Office and finally were approved; 21 lines and grades were given on public ways; 3 plans drawn, data compiled, and court attended in three cases ; 20 claims for personal injuries and property damage were investi- gated, pictures and measurements being taken ; 3 hearings were attended at the State House and County Commission- ers ; 15 applications were made to the Metropolitan District Commission, and State Department of Public Works for permits for work on land under their jurisdiction ; 8587.93 feet of water main, 5194.10 feet of sewer main, 6480.40 feet of storm drain were laid out, final surveys made, and record plans completed ; 2 Board of Survey layout plans, 1 exterior lines plan, and 3 alteration of the way plans were com- pleted and filed; 13 applications for changes in grade were approved, 2 tracts of undeveloped land were studied for Board of Survey layout, 6 new buildings were surveyed for zoning restrictions, 27 street grades were checked for sew- er and water extensions; elevation was established for 198 buildings, and grade of 198 buildings was checked; 66 sketches were made for particular sewer locations, 634 lien requests were checked for the Tax Collector, 154 releases for property changes on new streets were drawn up and signed by abutters, construction plans were made for 13

new streets, studies were made for the extension of the sewer, water, and storm drain systems, 11 advertising signs were checked for location, surveys and plans were made for 2 fatal accidents caused by automobiles, 29 special sewer assessments were calculated and levied; 27 plans were re- ceived from Middlesex South District Registry of Deeds, and 9 from the Land Court, these being filed for future ref- erence ; 144 pictures were taken in connection with personal injuries and property damage claims, 533.02 cu. yd. of ledge were measured, 694 water service box location cards and 197 particular sewer location cards were completed ; 17608.59 feet of granolithic walks, 1378.4 feet of tar walks and 14787.41 feet of granite curbing were staked out and measured for betterment assessments, 7517 plans were printed on Pease Ozalid Machine, 18 private streets were surveyed for acceptance and estimated cost and betterment were figured, street betterments were figured and levied on 15 streets, 4 Board of Survey plans were checked and ap- proved, 5 requests for abatement of assessments were in- vestigated and reports made, plots V and W in Mt. Pleas- ant Cemetery were laid out and staked, 3 changes in street numbers were approved, 108 precinct maps were made, Block Plan corrections were completed, street construction plans were made of 13 ways, 5 park areas were studied for laying out and grading; all work on an engineering nature on W. P. A. projects was carried on at an expense of $7,915.29 exclusive of drawing up new projects, 237 new buildings were plotted on all plans; Belmont, Cambridge, Lexington, Somerville, and Winchester lines were peram- bulated, 3 studies were made of layout for proposed filling stations, 1740 catch basins were marked out because of heavy snow in February, 3 descriptions were drawn for proposed changes in zoning, 1 layout was made for new traffic lights, graphs were completed showing expenditures in Public Works Department over the last 10 years, estim- ated cost of repairs on Boston Elevated Railway along Mass. Avenue were made, 2 Land Court layouts were checked and studies were made for proposed skating areas. I wish to take this opportunity to express my appre-
