REPORT OF GENERAL MANAGER
The Honorable Board of Selectmen

Gentlemen:
I hereby submit the annual reports of the activities of the various de- partments over which the General Manager has administrative control.
I would like to point out to you various observations in connection with these departmental reports.
1. In June of 1957 the Metropolitan District Commission began to furnish the Town of Norwood with its full requirement of water. In connection with the same the Water Department completed extending the 16" and 14" water main on Route 1 from East Cross Street to New Morse Street. Also, the Water Department completed the installation of the by-pass at Ellis Avenue which will permit the use of our own water facilities at Ellis Station in con- nection with the Metropolitan District Commission supply or independ- ently. We feel that this work is one of the steps in the right direction in strengthening our water distribution system.
2. The off-street parking area on Cottage Street was completed and was put into operation in the month of June. We feel this has aided our traffic and parking problem substantially. Additional parking meters were installed on Guild Street and we are in the process of installing additional meters on Cottage, Street, Vernon Street and Day Street and a portion of Washington Street, northerly of Railroad Avenue together with parking meters in the off-street parking lot behind the Norwood Theatre and in the Guild Square off-street parking area.
3. Improvements have been made in the Father McAleer Playground whereby additional area was graded and seeded and made available for use for the 1958 season. This is one step further in the completion of the development program for Father McAleer Playground.
4. With funds made available for the Electric Light Department, orders have been placed for station equipment which is the first step in converting our Central Street station to an automatic station. Various other improvements have been made in the Electric Light Department strengthening our dis- tribution system.
5. In the Public Works Department we were fortunate to replace some of our much needed heavy equipment and also acquired a backhoe which will reflect tremendous savings in the operation of this department. The work load and activities in this department are becoming increasingly heavy year by year and much thought must be given to the acquisition and replacement of motor equipment so that we may be able to cope with the demand for this increased public service.
With accelerated activities in all of the town service departments, tre- mendous responsibility and work load was placed in the Engineering Depart- ment and with its limited personnel, it has been very difficult to keep up with

the work required on all these projects and from time to time it has become necessary to secure the services of outside engineers. However, the Engineer- ing Department has rendered exceptional service to all departments including those under the General Manager.
The General Manager wishes to express his appreciation to the former Superintendent of the Highland Cemetery, Louis J. D'Espinosa, who retired on June 1, 1957. Much credit should be given Mr. D'Espinosa for the develop- ment of the Highland Cemetery during his term of office and it is with deep regret we announce his retirement from public service.
In closing I wish to express my sincere appreciation and gratitude to the Board of Selectmen and to all other Town Officials and employees who have worked and cooperated so well with me during the past year.

Dear Sir:
Total purchase orders issued in 1957 were 1561. The above orders were placed in answer to requisitions from all Town departments.
On all items involving expenditures of $1000.00 or over sealed proposals were requested through advertisements in the local papers. Some of the larger items purchased this year included Instruction Supplies for the School Department, Cast Iron Pipe and fittings, and new switchgear for Light Sta- tion #31.
On all other purchases competitive bids were received either by phone or if possible by mail depending on the needs of the various departments.
All requests were processed promptly in order that all departments could carry out their programs without delays due to lack of materials and equip- ment.

Dear Sir:
The Committee on Industrial Development of the Town of Norwood hereby tenders its sixth annual report.
The Federal Government's defense cutbacks and the National recessions of 1957 had a direct effect upon our industrial growth for that year.
Mason-Neilan, Division of Worthington Corporation, added 8,000 square feet to their present building on Nahatan Street and presently have an additional 30,0000 square feet under construction.
The Star Market Company has started to construct a large shopping area on Nahatan Street which they expect to complete in the spring of 1958.
A 12,660 square foot factory has been constructed on Industrial Way (off Dean St.) which has been leased by The Bardahl Company.
A 9,000 square foot factory is under construction on Morse Street (near Bird's) which has been leased by Industrial Metal Products Company.
New England Metallurgical Corporation occupied the plant formerly operated by American Brake and Shoe Company.
As in the past, the Committee is deeply grateful for the co-operation they have received from the General Committee, the official town boards and the town personnel without whose help the above could not have been accomplished.

Dear Sir:
I herewith submit my report as Superintendent of the Municipal Light Department for the year 1957.
The Light Department has again experienced a very busy year in carrying out our programs as set forth at the beginning of the year. I am pleased to report that much progress has been made to insure adequate power supply in various sections of the Town. Most noteworthy being the completion of the double ending of our Short Street Sub-station, thereby eliminating outages caused by our supplier's own distribution troubles. Also much has been accomplished towards modernizing of our Central Street Station and the work is going forward.
Tree trimming for wire clearances was continued last year and I believe was very helpful in maintaining service during the severe storms we experienced.
I would like to express my thanks to all members of the Light Depart- ment as well as all other Departments of the Town for their cooperation.

In Memoriam emoriam
DENNIS H. HAYES
Dennis H. Hayes started working for the Municipal Light De- partment June 19, 1929 as a Groundman. He was one of the pioneers of the Municipal Light Department and he was a good worker and carried out his duties efficiently and was a great team man. Due to a mishap in line of duty he was forced to retire on May 16, 1944. He passed away September 23, 1957.
In his memory we express our gratitude for long and loyal service and to his family we express our sincere sympathy.
In Retirement
JOSEPH F. LEMAIRE
Joseph F. Lemaire started working for the Municipal Light De- partment as a Meter Reader on November 1, 1942. He was promoted to the position of Delinquent Account Supervisor in 1952. He served the Town of Norwood faithfully for 15 years and retired at the age of 70 on October 31, 1957. He was a capable worker and carried out his assignments faithfully and honestly.
The Town of Norwood and especially the Municipal Light Depart- ment wishes him the very best of health and a long and enjoyable retirement.
