On a notice duly attested by the Town Clerk and Accountant, Bartley W. Connolly and dated June 26, 1959, the Adjourned Special Town Meeting, adjourned from June 25, 1959, was called to order by the Moderator, Walter J. Gotovich. The proper service of this notice was duly attested by James E. Quinn, Constable of Norwood.


The meeting was opened with a prayer by Rev. Edwin W. Grilley, Jr.


The articles in the warrant and the action thereunder is as follows:


ARTICLE 3. To see if the Town will vote to authorize the Selectmen to acquire by purchase or take by eminent domain in fee for school purposes a certain parcel of land belonging to Norwood Properties, Inc., located at the intersection of Nichols Street and Victoria Circle and being adjacent to the present land of the Senior High School and being shown as Parcel No. 1 on a plan entitled "Town of Norwood, Mass., Plan of Land Taken for School Pur- poses, A. W. Thompson, Town Engineer, June 1, 1959" and containing 1,720 square feet more or less, and to see what sum of money the Town will vote to raise and appropriate for such purpose. (On petition of the Senior High School Addition Committee)


VOTED: Action under this article reconsidered and indefinitely postponed.


ARTICLE 14. To hear and act upon a report of progress by the School Sprinkler Committee. (On petition of the School Sprinkler Com- mittee)


VOTED: That the report of progress of the School Sprinkler Committee be accepted; and by a further vote that the Committee be extended to make its final report on or before December 31, 1959.

PROGRESS REPORT OF THE SPRINKLER COMMITTEE


Pursuant to the action taken under Article 4 of the Special Town Meeting of March 19, 1959, the Moderator appointed a Committee of five consisting of Mr. James J. Drummey, Mrs. Robert E. (Mary H.) Hemman, Mr. Ralph E. Fen- ton, Mr. Richard G. Nead, and Mr. Francis Wisgirda for the purpose of studying the need for the installation of automatic sprinklers in the public school build- ings. The said Committee to report to a future Town Meeting on or before June 30, 1959 with its recommendations.


The first meeting of the Committee was held April 6, 1959 and from then on to the present the Committee has met at least once per week. Mr. Fenton was elected Chairman and Mrs. Robert Hemman Secretary.


The Committee immediately after its organization formulated a course of action for the assemblage of adequate, necessary, pertinent, and applicable data to make an intelligent evaluation of the need of sprinklers.


To do this, the Committee has inspected all the school buildings themselves and have consulted and are still consulting with various individuals who are or are known to be connected with the safety of puplic buildings. So far, the indi- viduals consulted have been our own Building Inspector Mr. Henry J. Cronan; our Fire Chief Mr. Harry J. Butler; Mr. Stanley Palmer, Engineer, representing Improved Risk Mutuals; Mr. G. A. White of Grinnell Company, Mr. Joseph A. DiCicco of the Department of Public Safety of the Commonwealth of Massa- chusetts and Mr. Harry Korslund architect.


The Committee has received and are studying the reports published by The National Fire Protection Association on all school fires in the United States since 1907, their causes, factors responsible for fatalities, and recommended steps to prevent loss of life.


At this time the Committee does realize that sprinkler protection is only complementary to other methods of protection. The extent of the installation of sprinklers is based upon such things as the type of structure of the building itself, the structural defects that influence the spread of fire, and the adequacy of exits.


The Committee feels that its work has progressed as rapidly as possible but that more data and information on the subject is necessary to intelligently evaluate the needs of sprinkling our schools and then make the final recommen- dations.


In order to determine the full extent of the defect in present school buildings that could influence the spread of fire, the Committee unanimously feels that to fulfill our assignment, funds are needed to employ an expert to analyze this problem.


For the reason set above, we ask that this report of progress be accepted

ARTICLE 15. To see what sum of money the Town will vote to raise and appropriate for the use of the School Sprinkler Committee; and to determine whether the money shall be raised by borrowing, by transfer from available funds, or otherwise; or take any other action in the matter. VOTED: By transfer from Surplus Revenue, the some of $2,500.00.


ARTICLE 16. To see what sum of money the Town will vote to raise and appropriate to meet the further expense for Parks Maintenance, Personal Services, said appropriation to be provided for by transfer from Surplus Revenue and/or from available funds of existing appropriations for the current year.


VOTED: By transfer from Parks Maintenance Incidental Expense to Parks Maintenance Personal Services, the sum of $1,400.00.


ARTICLE 17. To see if the Town of Norwood will vote to authorize the Board of Selectmen to convey by deed to the Norwood Housing Authority a portion of Town owned land located at Railroad Avenue and Adams Street and more particularly bounded and described as follows:


Beginning at a point in the northerly sideline of Railroad Avenue said point being the point of intersection of said northerly sideline of Railroad Avenue and the westerly sideline of Adams St., thence running along the westerly sideline of Adams St. N 41º 31' E a distance of 313.86 feet to a point which is the beginning of the southerly sideline of Willowwood Street, thence turning and running along the southerly sideline of Willowwood Street N 48° 29' W a distance of 35.0 feet to a point which marks the beginning of a curve of radius 200.00 feet, thence running northwesterly along said curve a dis- tance of 82.03 feet to a point which is the end of said curve, thence running N 71° 59' 03" W a distance of 115.65 feet to a point; thence turning and running S 16° 17' 55" W a distance of 192.13 feet to a point ; thence turning and running S 18° 27' 36" W a distance of 115.37 feet to a point in the apparent northerly sideline of Railroad Avenue, thence turning and running said apparent sideline of Railroad Avenue S 69º 56' E a distance of 35.08 feet to a point, thence turning and running along said apparent sideline of Railroad Avenue S 63° 09' E a distance of 63.17 feet to the point of be- ginning, containing a total of 51,343 square feet of area as shown on a plan entitled "Town of Norwood, Mass., Land to Be Acquired by Norwood Housing

ARTICLE 18. To see if the Town will vote to authorize Edmund F. Sullivan, Town Treasurer and Tax Collector, to sell and convey by appro- priate deed a certain parcel of tax-title land being shown as Lot 34, sheet 9 on Town Assessors Map No. 3 and also shown as Lot 14 on a plan entitled "Norwood Housing Association, Inc., Plan of Brookfield Roard Development, Norwood, Mass., November 8, 1926, Fred E. Tibbetts, Engr." recorded with Norfolk Deeds as Plan 262B of 2 of 1927, filed at end of volume 1739 and bounded and described as follows:


Easterly and Northerly by Brookfield Road by a curved line with radius of 65 feet, ninety-six and 85/100 (96.85) feet;


Southerly by land now or formerly of Anna M. Johnson, Charles Matt- son and Bessie Silverman, one hundred and thirty and 89/100 (130.89) feet ;


Westerly by land now or formerly of Charles Holbert and Thomas J. Cullen, sixty (60.00) feet; and


Northerly by Lot No. 13 shown on said plan recorded at end of volume 1739 in the Norfolk Registry of Deeds, sixty-five and 92/100 (65.92) feet. Containing altogether 4,861 square feet, or take any other action in the matter.


VOTED: To so authorize the Town Treasurer and Tax Collector for the sum of $500.00.


ARTICLE 19. To see what sum of money the town will vote to raise and appropriate for the purpose of purchasing band uniforms for the Nor- wood High School Band, or to take any other action in the matter.


VOTED: On amended motion, the sum of $3,000.00 by transfer from surplus revenue.


ARTICLE 20. To see if the Town Meeting will approve the expendi- ture of $700 to request the Local Taxation Division of the Department of Corporations and Taxation to make a study of the real estate assessments in Norwood and to make recommendations, under Chapter No. 58 of the Gen- eral Law, Section No. 7, as amended by Chapter No. 649 of the Acts of 1955, Section No. 7D.


VOTED: That the provision relative to the expenditure of $700 be waived and that the State Tax Commission be requested to accept the assessment system of the Town of Norwood, as provided in Massachusetts General Laws, Chapter 58, Section 7D.

ARTICLE 21. To see if the Town will vote to amend Article XIV of the By-Laws of the Town of Norwood, Section 1 (B) by deleting said section 1 (B) :


(B) The remaining four members shall be appointed by the Mod- erator, two to serve until the next annual Town Meeting and the other two to serve until the second annual meeting and upon the expiration of each of these terms, the Moderator shall appoint for terms of three years.


And substituting therefor:


(B) The remaining four members shall be appointed by the Mod- erator, one to serve until the next annual town meeting, one to serve until the second annual meeting and the other two to serve until the third annual meeting and upon the expiration of each of these terms, the Moderator shall appoint for terms of three years. On a warrant duly issued by the Selectmen under the date of July 6, 1959 and signed by Harry B. Butters, Walter J. Dempsey and Charles L. Rich, Selectmen of Norwood, the meeting was called to order by the Mod- erator, Walter J. Gotovich. The proper service of this warrant was duly at- tested by James E. Quinn, Constable of Norwood. The meeting was opencd with a prayer by Rev. Paul Barry, S.J.


All the requirements of the statutes and by-laws relating to the calling of the Town Meeting were complied with. The warrant calling the meeting was read by the Town Clerk and Accountant, Bartley W. Connolly. The articles contained in the warrant, and the action thereunder being as follows:


ARTICLE 1. To see if the town will vote to appropriate the sum of $1,577,800, or any other sum, for the purpose of constructing and originally equipping and furnishing an addition to the Norwood Senior High School, and determine whether the money shall be provided for by appropriation from available funds in the treasury, including the Overlay Surplus Fund, and by borrowing under authority of Chapter 44 of the General Laws and Chapter

645 of the Acts of 1948, as amended, or take any action in relation thereto. (On petition of the Senior High School Addition Committee)


VOTED: To appropriate the sum of $45,800.00 from available funds in the treasury, the sum of $32,000.00 from Overlay Surplus Fund, and the treas- urer, with the approval of the Selectmen, is authorized to borrow the sum of $1,000,000.00 under the provisions of Chapter 44 of the General Laws and the sum of 500,000.00 under the provisions of Chapter 645 of the Acts of 1948, as amended, and to issue bonds or notes of the town therefor payable in accordance with the provisions of Chapter 44 so that the whole loan shall be paid within twenty years from their dates.


ARTICLE 2. To see if the town will vote to appropriate the sum of $214,000.00, or any other sum, for the purpose of remodeling, recon- structing, and inake extraordinary repairs to the Norwood Senior High School building, and determine whether the money shall be provided for by appro- priation from available funds in the treasury and by borrowing under authority of Chapter 275 of the Acts of 1948, as amended, or take any action in relation thereto. (On petition of the Senior High School Addition Committee)


VOTED: To appropriate the sum of $54,000.00 from available funds in the treasury and that the treasurer, with the approval of the selectmen, is author- ized to borrow the sum of $160,000.00 under the provisions of Chapter 275 of the Acts of 1958, as amended, and to issue bonds or notes of the town therefor payable in accordance with the provisions of Chapter 44 of the General Laws so that the whole loan shall be paid in not more than ten years from the date of issue of the first bond or note.


ARTICLE 3. To see if the town will vote to authorize the moderator to appoint a committee of seven to serve as a school building committee and to authorize said committee to enter into all contracts and agreements necessary to construct, equip, and furnish the addition to the Norwood Senior High School and to enter into all contracts necessary to remodel, reconstruct, and make extraordinary repairs to the Norwood Senior High School, and to raise and appropriate a sum of money for the use of said committee or take any other action in the matter. (On petition of the Senior High School Addition Committee)


VOTED: To so authorize the moderator, and further voted, the sum of $3,000 be transferred from Surplus Revenue for use of said committee.


ARTICLE 4. ARTICLE 7. To see if the town will vote to authorize the Selectmen to lease for a period not exceeding five years a building or parts of building for the purpose of providing suitable headquarters for American Legion, Post No. 70, Norwood, Massachusetts, subject to regulations to be made by the Selectmen therefor as provided by law, and to raise and appropriate a sum to provide for the current year, or take any other action in the matter.


VOTED: By transfer from Surplus Revenue, $360.00.


ARTICLE 8. To see what sum of money the Town will vote to raise and appropriate to meet the further expense for Support of Schools - Maintenance and Repair of School Buildings; to meet the further expense for Support of Schools - Operation; said appropriation to be provided for by transfer from Surplus Revenue and/or from available balances in existing appropriations for the current year.


VOTED: By transfer from Schools Instruction Salaries, $15,000.00 for the following purpose:

ARTICLE 9. To see if the Town will vote to abandon all rights and interests in a parcel of land formerly taken for sewer purposes, bounded and deseribed as follows:


Said Parcel begins at a point in the southerly line of Davis Avenue, said point being 13.46 feet and N 61° 25' 55" W of the southeasterly terminus of Davis Avenue, thence running S 25° 22' 30" W a distance of 384.09 feet to a point; thence turning and running N 80° 49' 50" W a distance of 15.85 feet to a point in the westerly property line of land of Forte-Fairbairn, Inc., thence turning and running N 11º 33' 10" E a distance of 20.02 feet along said property line to a point, thence turning and running N 25° 22' 30" E a distance of 370.18 feet to a point in the southerly sideline of Davis Avenue; thence turning and running S 61° 25' 55" E along the southerly sideline of Davis Avenue 20.03 feet to the point of beginning.


This parcel being of a uniform width of 20 feet and being a portion of an easement taken for sewer purposes September 1, 1959 and being recorded in Norfolk County Registry of Deeds in Book 3758, Page 396, and being shown on plan entitled "Town of Norwood, Mass., Plan of Land Taken for Sewer Purposes" by A. W. Thompson, Town Engineer, dated June 29, 1959 and filed in Norfolk County Registry of Deeds as Plan No. 1014 of 1959 in Plan Book 207. This Parcel to be abandoned was taken from Forte-Fair- bairn, Ine. and contains 7610 ± sq. ft. in area as shown on plan entitled "Town of Norwood, Mass., Plan Showing Abandonment of Land formerly taken for Sewer Purposes, October 1959, R. A. Hamilton, Town Engineer" to be recorded herewith.


VOTED: That the Selectmen are authorized, for the sum of One Dollar, to declare the abandonment of all rights and interests in said parcel of land.


ARTICLE 10. To see if the Town will vote to authorize Edmund F.
