REPORT OF FINANCE COMMISSION


To the Citizens of Norwood:


The Finance Commission was organized for the year 1957 as follows:

On January 1, 1957 the debt of the Town of Norwood was $874,000.00 with maturities in 1957 of $183,000.00 The sum of $1,490,000.00 was borrowed during the year for the following purposes:


Water Construction $ 110,000.00 Schools Construction 1,380,000.00


In addition to the above the Town in 1957 made its first payment of $95,000.00 to the Commonwealth of Massachusetts to be applied against the cost of constructing the water main from the present Metropolitan System to the Norwood-Westwood Line. The total cost is $950,000.00 with $95,000.00 paid off each year.


At a Special Town Meeting, the Town Meeting Members nullified the action of the prior year in respect to the borrowing of $480,000 for Junior High School Construction.


After examining the request for appropriations submitted by the various departments the commission met with department heads and committees charged with the disbursement of appropriations and discussed in detail the basis for such requests.


The Wage Classification Plan, prepared by Griffenhagen and Associates, was put into effect in 1957 with very few variations. We believe this plan should be utilized by the town for a considerable number of years, with no radical departure therefrom except for cost of living increases.


On completion of the work of the commission, a public hearing was held prior to the Annual Town Meeting.


The sum of $35,000.00 was appropriated for the Reserve Fund and trans- fers were made as follows:

The initial phases of a Capital Outlay Program were instituted during 1957, with procedural plans having been formulated and questionnaires having been sent out to the various boards and departments concerned. All of the replies have not yet been received.


In addition to budget preparation, our plans for 1958 include the com- pletion of our Capital Outlay Program, and conjunctively, the creation of a Stabilization Fund, with yearly payments into the fund of not less than $25,000.00. the end result of which would be to eventually put the town on a "pay-as-you-go" basis as far as the acquisition of Capital Assets are concerned, and the maintenance of our tax rate at a constant level.


Two of the major items for which we must make provisions in 1958 are the erection of another water standpipe and distribution lines, the total costs of which will be in the vicinity of $400,000.00

Highway Department Maintenance


The usual work that comes under this heading such as street cleaning, patching and repairing of streets, maintenance of fences, bridges and side- walks was cared for throughout the year.


The following streets were treated with M-C4 and M-C3 asphalt and were covered with sharp dry sand and then rolled using a medium weight roller.

Other Highway Work


Graded and patched gutters on Bright Street, Winter Street to Florence Avenue before oiling.


Graded and patched gutters on Morse Street, Railroad bridge to Pleasant Street before oiling.


Graded and patched gutters on Sunset Avenue as well as repairing street before oiling.


Widened Morse Street Extension-Pleasant Street to Route No. 1 in order to produce a uniform width of road. Paved both sides of the road with hot-top for a ten foot width. A hot-top curbing was then constructed on both sides. A coat of MC-3 asphalt and sand was applied to the entire width of road. This improvement will prevent the gutters and road surface from breaking up as has been the case since the construction of this road.

New street signs were erected where they were needed.


Drain Maintenance


All drains, catchbasins, drain manholes and open drains were maintained as far as appropriation and time would allow.


The catchbasins and manholes were cleaned with the use of the catch- basin eductor.


Sewer Department


All sewer mains and laterals were cleaned during the year with the Flexible Sewer Rod Equipment.


All dead end sewer mains were flushed several times during the year.


There were 129 plugged sewer services opened during 1957, with roots causing most of the stoppage.


There were 109 new sewer connections added to the Town of Norwood sewer system in 1957. Also, 50 new sewer connections were added to the system by developers.

October 31, 1957 Metropolitan District Commission water at an estimated rate (no meter) of 1,500,000 gallons per day was turned into our system at the Westwood-Norwood Town Line on Route 1.


The water drawn daily by the Town was limited to the above approximate gallonage until June 19, 1958. At this time certain improvements had been made in the M.D.C. pumping and distribution system so that they, from then on, could sell us water at the rate of twelve million gallons per day if our needs so required. For the first time, the amount of their water consumed by us was metered.


As mentioned in several earlier reports submitted to the Town by water consultants, M.D.C. water was a necessity but alone it does not solve all our problems. As the amount of water used increases, the rate of pumping must also be increased and this results in greater friction losses and excessive head pressures at the pumps. This can only be overcome by larger mains to carry the water to the areas where it is being used.

The peak demand results in an excessive drop in pressure as the water flows through the distribution system and the extent of this drop in pressure is determined by the length and size of the mains, thus the hydraulics involved become rather complex. Moreover these deficiencies are not usually apparent to the consumer since low pressures that may deliver sufficient water for domestic use are totally inadequate for fire protection.


The undersize of some of our mains forced us during the severe summer drought to pump considerable of our requirements from the well at Westwood and even on two successive days in June to reopen the Buckmaster Pumping Station at Westwood.
